A systematic literature review on Project Governance : Critical evaluation of the theoretical foundation

• The paper presents the results of a systematic literature review on the topic of project governance. The results suggest that the field is quite heterogeneous in regard to the underlying assumptions, theoretical foundation and empirical evidence. Three specific contributions to the field have emerged from the analysis of the identified articles: (1) suggestion of a meta-definition or framework that appear to encompass different definitions of the term, (2) identification of the theoretical limitations of the field, including the static underlying theories, neglect of the project work content, and the implicit ‘one-size-fits-all’ assumption (particularly in the sub-stream of project governance in multi-project organizations), (3) identification of the two distinct literature streams,  that of focusing on effective steering or ethical behavior. The paper concludes with the discussion of the future lines of inquiry that can further advance project governance field in the light of the results.
