- In 2018, the Swedish Consumer Credit Act introduced new rules aimed at reducing the number of unpaid high-cost credits. These rules, taking into consideration potential behavioral weaknesses, are based on a modernized and potentially more accurate image of the consumer borrower than the traditional one of an active, responsible and rational borrower. The introduction of new rules for instant loans reveals a paradigm shift in the Swedish legislature´s perception of the consumer borrower which could be used as a basis for changing the rules in other areas of consumer credit regulation.
