- The Climate Contract envisioned the Hyllie city district as a role model for climate-smart cities. The Swedish City of Malmö signed this vision in 2011 with Eon, a multinational energy company. Eon successfully demonstrated urban smart grids, but Hyllie failed to generate sufficient renewable electricity to become climate neutral. Did Malmö succumb to a corporate takeover? The failure was not due to Eon, but rather conflicts within the city government and with neighbors of a proposed wind turbine. Ambitious visions might help to build coalitions for climate-smart cities, but city governments have little to contribute when visions run into trouble.

- The idea of smart cities has become enormously popular during the past decade. Environmental governance is one issue in which smart city ideas seem to hold potential. However, there is an incredible variety in what it means for a city to be ‘smart’. For some, it involves the use of information and communication technology (ICT) to solve problems; for others, it has more to do with economic growth and city branding. Many social science researchers have criticised the idea of smart cities. They worry that it might allow multinational corporations to take control of municipal governance and lead to an undue focus on technological solutions to societal issues. However, only a few previous studies have examined the influence on urban environmental governance in practice. This thesis investigates the influence of smart city ideas on urban environmental governance through a study of Hyllie, a climate-smart city district in Malmö, Sweden. It applies a theoretical perspective based on science and technology studies and the concept of assemblage. It combines participant-observation of inter-organisational meetings, interviews with professionals and document analysis. This thesis contributes a more comprehensive picture of which actors influence the direction of the climate-smart city—beyond the usual suspects of municipal governments and multinational companies. Still, it shows how ICT-based smart city solutions have taken precedence in urban environmental governance at the expense of energy efficiency and renewable energy.

- En este estudio de caso se analiza el desempeño de las Organizaciones de la Sociedad Civil (OSC) en la propuesta y aprobación de la iniciativa para un gasto etiquetado para las mujeres. El papel que jugaron las organizaciones por los derechos de las mujeres, coordinadas en la Coalición por la Salud de las Mujeres (la Coalición) y respaldadas por “una bancada de diputadas feministas”, fue determinante para su aprobación y generó un precedente único de organización y colaboración entre las OSC y el poder legislativo en México.El presente caso refleja las posibilidades de una interlocución constructiva, coordinada y colaborativa entre distintas organizaciones civiles con saberes y experiencias distintas que en conjunto potencializaron una interlocución positiva y poderosa con el Congreso. Este caso en particular muestra que la formación de coaliciones y alianzas estratégicas son factores claves para realizar una incidencia efectiva por parte de las organizaciones civiles en el avance de agendas compartidas, así como para posicionar temáticas particulares en la agenda pública. En este capítulo se presenta una breve síntesis de los antecedentes del caso de estudio. En seguida se realiza un análisis de los factores que facilitaron el diálogo e interlocución de las organizaciones civiles con el legislativo. Posteriormente, se señalan algunos factores que todavía obstaculizan o representan un reto para que las OSC puedan incidir efectivamente en el Congreso. Finalmente, se profundiza en las lecciones aprendidas, así como en algunas reflexiones finales sobre el papel de la sociedad civil como un actor clave para gobernabilidad democrática en México.

- This book is about how distinctions are drawn between civilians and combatants in modern warfare and how the legal principle of distinction depends on the technical means through which combatants make themselves visibly distinguishable from civilians.The author demonstrates that technologies of visualisation have always been part of the operation of the principle of distinction, arguing that the military uniform sustained the legal categories of civilian and combatant and actively set the boundaries of permissible and prohibited targeting, and so legal and illegal killing. Drawing upon insights from the theory of legal materiality, visual studies, critical fashion studies, and a dozen of military manuals he shows that far from being passive objects of regulation, these technologies help to draw the boundaries of the legitimate target.With its attention to the co-productive relationship between law, technologies of visualisation and legitimation of violence, this book will be relevant to a large community of researchers in international law, international relations, critical military studies, contemporary counterinsurgency operations and the sociology of law. © 2024 Amin Parsa.

A Decision-Making Algorithm for Rearchitecting of Healthcare Facilities to Minimize Nosocomial Infections Risks

- Most of the healthcare facilities (HFs) have to face the nosocomial infections (NIs), which increase the rates of morbidity, mortality, and financial burden on the HFs and the patients. The control of the NIs is a global issue and requires additional effort. Because the pathogenic microbes can be transmitted among all the HF departments, the layout and design of the HFs (or the department configuration) is considered to play a significant role in control of the NIs. A few of the departments transmit the microbes more than other departments, called 'cause', while some other departments are more infected than others, called 'effect'. Here, the researchers have stated that both the cause and effect departments are risky. This research tried to propose a comprehensive mathematical algorithm for choosing the high-risk department(s) by applying the NI and the managerial criteria to minimize NIs through rearchitecting of the HFs. To develop the algorithm, the researchers applied the multiple criteria decision-making (MCDM) methods. They used Decision-Making Trial and Evaluation Laboratory (DEMATEL) and modified weighted sum method (WSM) methods, and their hybrid, along with a modified nominal group technique (NGT) for data collection. The proposed algorithm was later validated by implementation in a HF as a case study. Based on all results of the algorithm, the high-risk departments in the HF were identified and proposed to be eliminated from the HF in such a way that the facility would retain its functionality. The algorithm was seen to be valid, and the feasibility of the algorithm was approved by the top managers of the HF after the algorithm was implemented in the case study. In conclusion, the proposed algorithm was seen to be an effective solution for minimizing the NIs risk in every HF by eliminating the high-risk departments, which could simplify the HF manager's decisions.

- © 2020 Background: Nosocomial infection (NI) increased the rate of mortality, morbidity and financial load for patients and Healthcare Facilities (HFs). Regarding to many advances in controlling NIs, it is still a worldwide problem. Layout of HF (department configuration) has a vital role in controlling NIs, because the pathogen microorganisms can transmit among departments. Some departments can transmit microorganisms much more than the other departments, called cause, and some of them received the microorganisms more than the others, called effect. Both are risky. Objective: This study attempts to propose a comprehensive algorithm for selecting low risky department(s) for upgrading of HFs by use of Multiple Criteria Decision-Making (MCDM) methods. Methodology: Among MCDM methods, this study has hybrid WSM and Expanded DEMATEL, beside modified Nominal Group Technique to minimize NIs risk in upgrading of HFs. The resulted decision-making algorithm is validated by implementing in a HF as a case study. Results: The final proposed algorithm and the resulted low risky departments are approved by head and manager of the HF. Therefore, the algorithm is valid, and the feasibility of algorithm is approved by achieving the result from implementing of algorithm in the case study. Conclusion: To conclude, the proposed algorithm can be a solution to minimize the risks of NIs, while upgrading, in each HFs and make the decision of HF's managers easier and logic.
