    • HIV sensitisation campaigns often aim to empower people living with HIV or AIDS (PLWHA) to enable them to cope with their illness by getting on with normal life as best as they can. However, contained within these messages are implicit assumptions about the needs of PLWHA. This research found that in Jamaica PLWHA's reproductive health needs are considered to be met largely by condoms. However, PLWHA respondents in this study expressed desires to have children and felt that their right to this was being denied. As such, dominant HIV sensitisation messages fail to respond to Jamaican PLWHA's own perceptions of their needs. This information is of importance, as the focus of the international HIV response moves away from simply preventing new infections to supporting those who have already been infected through locally appropriate interventions. As part of this, local perceptions need to be acknowledged 'up-stream' in HIV programming. © 2013 Copyright Taylor and Francis Group, LLC.

  • Take a ride into the danger zone? : Assessing path dependency and the possibilities for instituting change at two Swedish government agencies

    • Climate institutions, such as government agencies, are important sites for climate change action. However, the type of action available to any institution will relate to the historical experiences of the institution and those embedded within it. Thus, institutions may exhibit path-dependency, based on previous experiences, such as gender-blindness. This may make the inclusion of gender and other climate-relevant social factors appear less appropriate in comparison to technical and economic solutions. This has direct consequences for the types of climate action undertaken and how climate change is framed, thus often as a scientific, technical problem rather than a societal problem with intersectional dimensions. This chapter focuses upon two climate institutions: the Swedish Environmental Protection Agency and the Swedish Transport Administration. Based on the interview data, it explores how civil servants frame possibilities for institutional action and changes in climate policy-making. It highlights that respondents would alternatively see change resulting from government direction and as something that motivated civil servants could lead on. Respondents often asserted that civil servants should aspire to remain apolitical and serve the will of the democratically elected government. Drawing on an intersectionality-inspired feminist institutionalism and organisational studies literature, we suggest several ways for civil servants to take action without damaging their institutional legitimacy. This will increase the possibility of further intersectional understanding and recognition of climate-relevant social differences in climate policy-making.

    • Hunting practices often provoke moral controversy (Fischer et al., 2013). Whale hunting-‘whaling’-is no exception. Whaling drove many whale species to the brink of extinction, but on the back of sustained environmental campaigns, a moratorium on whaling was enacted. Today, the practice continues only among a small group of often geographically disparate peoples. While the environmental threat presented to whales by hunting has largely receded, the practice retains symbolic, economic, and emotional salience within environmental movements and for remaining ‘whaling cultures’ (Kalland, 2009). Eating whale meat has become taboo in many parts of the world, while in others it remains a valued right (Einarsson, 1993; Kalland, 2009). While whaling may have dwindled, it remains in popular memory in many countries as emblematic of the unsustainable resource depletion and cruel destruction of the capitalist era: Lust for whale oil led to the deaths of millions of whales and ultimately rendered the whale oil industry’s practices unviable. However, the great majority of whaling carried out today is for meat and involves diverse whaling groups, many of whom, to greater or lesser extents, argue that their practices form an important and authentic part of their cultures, lifestyles, and economies. The ensuing conflicts are integrally moral in character, with the appropriateness of whale meat for consumption a source of great contention (Blok, 2008; Lien, 2004).

    • This article explores the world-building activities of players of the tabletop game Blood Bowl-a game that parodies American Football within a fantasy setting. It utilizes a ritual framework to focus on players' activities relating to the considerable amount of luck inherent to the game. Based on fieldwork and survey data, it interprets players' rituals and other actions as an effort to enact a particular social space, a "magic circle," where enjoyable risk-taking and "edgework" take place. This social space is then analyzed within the Mary Douglas-derived theory of sociocultural viability (cultural theory). Using the theory's typology, Blood Bowl tournaments can be characterized as individualist-hierarchy hybrid institutions. The article contributes by offering cultural theory as a tool for analyzing and comparing risk-taking behavior in diversesocialcontexts. The worlds built through Blood Bowl play are both analyzable and comparable with those integral to other social institutions, with cultural theory's social solidarities ubiquitous. The article thus innovates by linking literatures on leisure and gaming with broader social theory.

  • Measuring restraint against humanitarian norms : the case of landmines and similar explosive devices

    • Why are some non-state armed groups more violent than others? Why do some groups resort to inhumane means and methods of war while others restrain from doing so? In trying to answer these questions, a growing number of scholars and practitioners have focused on the drivers of restraint behaviour. However, defining and measuring restraint can be challenging. In this post, Henrique Garbino, Doctoral Candidate at the Swedish Defence University, discusses how we can define and measure restraint focusing on the use of landmines and similar explosive devices by non-state armed groups. This post is based on Henrique’s recent article, “Rebels Against Mines? Legitimacy and Restraint on Landmine Use in the Philippines,” published in Security Studies on 23rd June 2023.

    • Joint training is usually cited as a possible solution to the lack of coordination and cooperation between the various actors present in the area of a peace operation. Exercises are an opportunity to promote mutual understanding, trust, cooperation and interoperability among organizations, including civilian, law enforcement and military. Ironically, planning such exercises is itself a coordination and cooperation challenge. This article explores the multidimensional exercise planning process and offers advice on incident design. The recommendations deal with the composition of the planning team, the definition of participants and training objectives, the interaction between participants and between different levels, the multidimensional nature of the exercise and prioritizing the quality, not quantity, of incidents.

    • Os projetos de impacto rápido (quick impact projects ou “QIPs”) são, por definição, projetos rápidos, simples e baratos, utilizados, desde 1992, nas diversas missões das Nações Unidas, ora com o objetivo de prover ajuda humanitária ora para “conquistar os corações e mentes” da população e assim contribuir para a credibilidade da missão. Este trabalho teve por objetivo verificar como os QIPs implementados pela Missão das Nações Unidas para a estabilização do Haiti (MINUSTAH) contribuíram para o desenvolvimento socioeconômico daquele país, tendo como base aqueles realizados pela Companhia de Engenharia de Força de Paz. Para tanto, analisou-se a literatura existente sobre a utilização anterior desses projetos em diversas missões da ONU. Com isso, foi possível identificar as principais dificuldades encontradas na implementação dos QIPs, bem como sua eficiência nas situações referidas. Para a análise dos projetos de impacto rápido realizados no Haiti, desenvolveu-se uma pesquisa documental em diversos documentos expedidos pela ONU; além disso, foram realizadas também, entrevistas e questionários com militares e funcionários civis que participavam ou já haviam participado da MINUSTAH. Observou-se que, embora não tenha sido possível medir matematicamente as consequências dos QIP, a eficiência dos projetos no aumento da credibilidade da MINUSTAH, bem como no aumento de segurança para as operações militares, foi confirmada por todos os que participaram desta pesquisa. Concluiu-se que a implementação dos QIPs, baseada no processo adotado e nas necessidades enfrentadas pela MINUSTAH, é algo necessário e os QIPS podem ser utilizados em diversas frentes do processo de estabilização.
