  • Post-New Public Management in Public Healthcare: Recycled, Hybridized, Paradigmatic?

    • New Public Management (NPM) is increasingly used pejoratively and claimed unfit for the complex challenges in contemporary societies, for example aging population structures and, as a result, increased number of cancer patients. Consequently, post-NPM gains increased attention. Drawing from a longitudinal case in Swedish cancer care, the present article seeks to pinpoint post-NPM in public healthcare practice. It is revealed that some post-NPM aspects are recycled by combining traditional public administration (pre-NPM) and NPM aspects: the former’s re-professionalisation is combined with the latter’s foci on performance measures, decentralisation, and accountability. Other post-NPM aspects are hybridizing typical NPM aspects with new (post-NPM) aspects: for instance, customer-focus is taken further to include the patient’s active participation in co-designing services, and standardization is reinterpreted to concern meeting-places rather than efficiency. Yet other aspects are replacing NPM shortcomings: for instance, trust is replacing control, and a systems approach is replacing the intra-organisational focus

  • Improved Decision Support for Product Returns using Probabilistic Prediction

    • Product returns are not only costly for e-tailers, but the unnecessary transports also impact the environment. Consequently, online retailers have started to formulate policies to reduce the number of returns. Determining when and how to act is, however, a delicate matter, since a too harsh approach may lead to not only the order being cancelled, but also the customer leaving the business. Being able to accurately predict which orders that will lead to a return would be a strong tool, guiding which actions to be taken. This paper addresses the problem of data-driven product return prediction, by conducting a case study using a large real-world data set. The main results are that well-calibrated probabilistic predictors are essential for providing predictions with high precision and reasonable recall. This implies that utilizing calibrated models to predict some instances, while rejecting to predict others can be recommended. In practice, this would make it possible for a decision-maker to only act upon a subset of all predicted returns, where the risk of a return is very high.

    • Sjukvårdspersonalen har ett stort inflytande på sitt arbete. I en tid när NPM fått en stark inverkan på offentliga organisationer förskjuts det som tidigare varit den offentliga sektorns kännetecken som: demokrati, öppenhet, yttrandefrihet, samverkan, helhetssyn och rättssäkerhet, till mer ekonomistiska och managementlika sådana, som produktivitet, kostnadseffektivitet, kundorientering, resultatkrav och avtal. Syftet i denna artikel är att kritiskt diskutera tillsättningen av medicinare på traditionella manage-menttjänster i hälso- och sjukvården och vad det kan medföra. Dessa tillsättningar motiveras vanligen av förbättrad effektivitet, men också av kvalitet och säkerhet för verksamheten. Skälen är svåra att argumentera emot, och därför har de fått stark genomslagskraft. Vi vill just peka på riskerna, som ofta negligeras och förespråkarna har en slagkraftig retorik. Positiva effekter saknas inte men de måste vägas mot de negativa effekterna. Metoden är intervjuer med 15 sjuksköterskor och läkare som har chefsuppdrag. Därtill har vi 5 fokusgrupper som består av verksamhetsansvariga sjuksköterskor och läkare under managementutbildning. Resultaten visar på att det främst är fyra risker förknippat med tillsättning av medicinare på tradit-ionella managementtjänster: läkarens professionella kompetens minskar, förtroendet för läkaren som medicinsk kunnig minskar, liksom för organisationen och vården i stort. Därtill trängs viktiga värden inom servicedomänen undan till förmån för administrativa värden.

    • While consumers value a free and easy return process, the costs to e-tailers associated with returns are substantial and increasing. Consequently, merchants are now tempted to implement stricter policies, but must balance this against the risk of losing valuable customers. With this in mind, data-driven and algorithmic approaches have been introduced to predict if a certain order is likely to result in a return. In this application paper, a novel approach, combining information about the customer and the order, is suggested and evaluated on a real-world data set from a Swedish e-tailer in men's fashion. The results show that while the predictive accuracy is rather low, a system utilizing the suggested approach could still be useful. Specifically, it is reasonable to assume that an e-tailer would only act on predicted returns where the confidence is very high, e.g., the top 1-5%. For such predictions, the obtained precision is 0.918-0.969, with an acceptable detection rate.

    • Organizations of today must learn how to learn in order to become competitive. How an organization reaches maturity clearing this area is not clear. This paper presents an initial version of a maturity model aiming to set directions for how to become a learning organization, and to assist people when discussing where in this process the organization finds itself in. Future work consists of detailing the model and develops guidelines for how to measure maturity.

    • The aim of this paper is to present the key elements and content of a business transfer ecosystem and examine the supportiveness of such a system in five European countries. A business transfer comprises a change of ownership of any firm or business from one person/legal entity to another person/legal entity with the aim of assuring the continued existence and commercial activity of the enterprise - when more than 50 % of the assets or shares are transferred (see e.g. Sten 2006; Van Teeffelen 2012). This definition includes both family successions and transfers to external buyers.The study also seeks to demonstrate a research gap regarding the necessity of an evidence-based design for business transfer ecosystems in fostering enterprise continuity. The study is based on a multiple case study involving five country cases. Data shows that there is a considerable variety regarding forms of business discontinuity, which is in line with former research. According to the Global Entrepreneurship Monitor survey, e.g., in Croatia only 0,83% of all business exits are based on opportunities to sell compared to 5,3% in Sweden. In Finland 15% of all exits are caused by none-profitable businesses vs. 56% in Spain; and financing difficulties is a reason for 24% of exits in Croatia and only for 2,7% in Sweden (Singer et al., 2014). The analysis further shows that business transfer ecosystems are very country specific. The different ecosystems studied are in different stages of development, ranging from highly developed infrastructure to practically none at all. The level of the business transfer infrastructure (e.g. advisory services, financing) varies, as does the complexity of relevant legislation. There are also similarities; in all countries the potential for business transfers is highest among micro firms, and none of the studied countries has a public database for business transfers. As the different stages of the life cycle of a firm (birth, growth, maturity, exit) are not evenly covered as regards statistical monitoring, the exit phase is susceptible to assumption-based approaches regarding the development of related ecosystems. The study’s findings contribute to the general awareness that a business transfer represents a phase in the firm’s life cycle that offers different possible strategic decisions. In sum, business transfers can be seen as an essential element of enterprise continuity and development.

    • This paper reports from a study investigating distributed development in an intra-national and intra-organisational company context. The study gives an insight into issues related to, and strategies for successful distributed development seen in a project at Ericsson Microwave Systems. We conclude that regular, informal communication is the single most important factor for success in the project, with important roles in improving motivation and coordination. The leader's role in setting clear and transparent project priorities, and the use of iterative development methods with regular deliverables between sites, are identified as key elements of success. The context of the study is a relatively undemanding but common distributed development context, and the issues raised and strategies found to be effective are likely to be relevant to broader distributed development enterprises.

  • Taking industry seriously in ICT research : The case of building and construction industry

    • Industry has received little attention in Information systems research as a factor explaining information and communication technology (ICT) related activities in organizations. By drawing on a case study in the building and construction industry in Sweden, the aim of this paper is to contribute to an enhanced knowledge of how industry specific features shape the adoption and use of ICT. It is concluded that the adoption and deployment of ICT is shaped by the interplay among three main dimensions of the industry. These dimensions are the market and production environment (shaped by specific interaction patterns among its features), the socio-cognitive environment, and institutional actors. The outcomes of this interplay will “fit” material features of ICT, implying certain ICT applications are preferred in a specific industry. However, the interaction patterns among which features to be included in the framework will vary among industries. The suggested framework can be used as a point of departure when ICTrelated activities in an industry are analysed.

  • The family influences of EO development in immigrant family businesses

    • This paper explores how family influences the entrepreneurial orientation (EO) process in immigrant family business. To fulfill the purpose, we employ inductive multiple case studies using fifty-six in-depth interviews. We rely on seven cases of immigrant entrepreneurs of Chinese, Icelandic, Turkish, Cameroonian, Mexican and Libanese who established firms in Sweden. Our results suggest that EO development trajectories vary in regard to first and second generation immigrant entrepreneurs, low and high-tech sectors and host and home contries. Thus, family dynamics facilitates the development of entrepreneurial orientation over time through transfering across generations and contexts. Our study indicates that, through family dynamics, EO is developed as a transferring process of the founders' proactiveness, risk-taking and innovativeness between the family in the home and host country.
