    • Public-policy makers in emerging economics often want to stimulate knowledge- intensive industries, as a means to catch-up with innovation-based advanced economies. Literature on regional innovation systems and ecosystems have extensively studied agglomeration effects, and often with a focus upon the particular role of stimulating universities and scientific research. Yet funding science is not enough, due to what we identify as three complex issues related to the development of capabilities in firms and public agencies at the local-global interface. In catch-up theory, public policy which stimulates science-based industries can be seen as policy reacting to a short window of technological opportunity. In this paper, we are specifically focused upon public-private co-evolution in the biotech-pharmaceutical industry, which is highly dependent upon internal R&D and public science but also specific knowledge about national markets and global regulations. Based upon a seven-year qualitative study, we focus upon a science park in a second tier Chinese city, namely BioBay at Suzhou Industry Park. We propose a co-evolutionary process model of one element of the ecosystem, namely how increasing scale, learning and interactions between knowledge-intensive entrepreneurial firms and science parks lead to the development of both public and private capabilities to react upon this technological opportunity through entrepreneurship.

    • With the rise of Chinese economy and the internationalization of Chinese companies, some Chinese companies, such as Huawei and Alibaba, have become leading companies in the global market. At the same time, many Chinese companies are still struggling to improve their innovation capabilities and competitiveness in the global value chain. This leads to a number of interesting topics of research. In recent years, some Chinese companies have grown from imitation to innovation, and have created leading edge technical competencies in the world. Moreover, from a policy perspective, China would very much like to further develop into an innovative country, relying on independent innovation. The internal technical competencies of companies are still critical in the process to be an innovative country, even in an internet era. Of course, also non-technical perspectives, such as business model innovation, e-commerce, and the usage of internet, are much emphasized in the social and economic development driven by innovation.

  • Fostering the development of emerging industry: the role of local government on the development of new energy vehicles in Hangzhou

    • China aims to become the leader in the new energy vehicles (NEV in short). This paper addresses, How does the local government in a developing country foster the development of emerging industry in a regional innovation system? The paper does so by focusing upon new energy vehicle industries in Hangzhou, China.Our research reveals that a local government should help the emerging industry to build an innovation system not only in the perspective of technological cooperation but also in the perspective of creating market demand. The research suggests that it is critical to build an eco-system to enable the companies to easily access the emerging technology, to recruit talents, and to find customers and/or supplies in order to foster the emergence and development of emerging industries. The research on the NEV commercialization in China is limited, and hence this chapter has an empirical contribution as well as the theoretical contribution

  • How Overseas R&D Center to Maximize the Benefits after Cross-Border M&A: Case of CEVT in Geely Group

    • With the global market development, more and more Chinese companies conduct overseas M&A and set up their R&D centres in advanced countries in order to access the latest technology, to develop products for local market demand, transfer technologies to China, and improve their innovation capabilities and competitiveness. However, it is still a critical and urgent problem faced by those Chinese companies to achieve and maximize their benefits after M&A and from the overseas R&D centres. The development of China Euro Vehicle Technology Company (CEVT), a wholly subsidiary of Geely Auto after the M&A of Geely Group and Volvo Cars, is taken as a case to explore how an overseas R&D centre play roles and contribute to the benefits of company after M&A. The fast growth of CEVT and Geely Auto and Volvo Cars illustrates that CEVT is as the broker, the promoter, and the creator to maximize the benefits after M&A. The paper reveals that the overseas research centre can provide benefits to Chinese MNEs at the strategy and governance, the new product development, the market diffusion, and the revenues. The paper suggests that the activities for the new brand and the development of new CMA platform work as two channels of the technology transfer and cooperation among CEVT, Geely Auto and Volvo Cars, and the technology spill over based on the win-win of Geely Auto and Volvo Cars. It is a unique and novel mechanism for bridging and building between the merged companies. The paper will provide ideas to the theories and practices of international R&D centres, and the global R&D strategy management, especially for companies in mature industries.

    • Reverse innovation refers to the process that technology or innovation or new products are developed in developing countries or for markets in developing countries and then are transferred from developing countries to advanced countries. However, the reverse innovation taken by enterprises from developing countries is still under research. The paper illustrates types of reverse innovation adopted by enterprises from developing countries based on cases of Chinese enterprises. In addition, this paper proposes a matrix framework to identify ideal types of reverse innovation for enterprises without overseas R&D centers from aspects of the innovation strategy and the location of commercialization. Three ideal types of reverse innovation are identified and tested. Their characteristics and implementation are analyzed too. Strategic suggestions on implementation of reverse innovation are provided to enterprises in developing countries at the end of paper.

    • The paper investigates the suitability and implementation of strategic niche management approach in emerging green industries in developing countries. The paper explores the approaches of strategic niche management and collaborative innovation to be geared toward the development of emerging industrial development and capacity building. We apply these approaches to new energy vehicles industry in Hangzhou China to identify factors and actor networks in the development process. The research reveals the co-evolutionary of niche policies, technological development, and industrial development in new energy vehicles industry, which is also a building process of socio–technical transition system. In addition, the paper suggests that collaborative innovation and local practical policies for creating niche market play critical roles in the enforcement of strategic niche management approach. The implementation example of strategic niche management approach in new energy vehicle industry in developing countries in this paper enriches research on strategic niche management and practices of green policies

    • This research investigates the role of local governments in stimulating an emerging industry and focuses on the specific growth of the new energy vehicle industry in Hangzhou, China. This research confirms that enabling firms to access emerging technology, acquire financial support, and touch customers and/or suppliers are critical to foster the emergence and development of industries. Moreover, the primary contribution of this study is to emphasize the support of the local government in the development of emerging industries on the perspective of the creation of a large-scale market demand. The creation of large-scale market demand may inspire actors to be proactive in responding to these incentives; thus, public and private actions may help increase the accessibility to technology, infrastructure, and finances. Hence, a market-oriented policy that incentivizes the creation and expansion of market demand among diverse public and private actors should be seen as the key issue for the emergence and growth of emerging industries. Policies should also be adopted promptly with the development of the market.

    • With the rapid growth of emerging countries and increasing globalization of multinational enterprises from emerging countries, scholars have focused attention upon the reverse innovation. We define the reverse innovation as the process that the original idea of a technology or product is created in emerging countries and/or a new technology or product firstly developed in emerging countries, where thereafter the idea or technology or product is implemented in advanced countries. From the aspects of classical innovation strategies in emerging countries (from imitation to innovation or indigenous innovation) and the first implementation place, the paper proposes three modes of reverse innovation of enterprises from emerging countries. Chinese enterprises are taken as cases to illustrate these three modes of reverse innovation and analyse characteristics of these three modes. Strategic suggestions on capabilities to reverse innovation are provided to enterprises in emerging countries at the end of paper.
