    • An integral equation reformulation of the Maxwell transmission problem is presented. The reformulation uses techniques such as tuning of free parameters and augmentation of close-to-rank-deficient operators. It is designed for the eddy current regime and works both for surfaces of genus 0 and 1. Well-conditioned systems and field representations are obtained despite the Maxwell transmission problem being ill-conditioned for genus 1 surfaces due to the presence of Neumann eigenfields. Furthermore, it is shown that these eigenfields, for ordinary conductors in the eddy current regime, are different from the classical Neumann eigenfields for superconductors. Numerical examples, based on the reformulation, give an unprecedented 13 -digit accuracy both for transmitted and scattered fields.

    • Two recently derived integral equations for the Maxwell transmission problem are compared through numerical tests on simply connected axially symmetric domains for non-magnetic materials. The winning integral equation turns out to be entirely free from false eigenwavenumbers for any passive materials, also for purely negative permittivity ratios and in the static limit, as well as free from false essential spectrum on non-smooth surfaces. It also appears to be numerically competitive to all other available integral equation reformulations of the Maxwell transmission problem, despite using eight scalar surface densities.

  • Dirac Integral Equations for Dielectric and Plasmonic Scattering

    • A new integral equation formulation is presented for the Maxwell transmission problem in Lipschitz domains. It builds on the Cauchy integral for the Dirac equation, is free from false eigenwavenumbers for a wider range of permittivities than other known formulations, can be used for magnetic materials, is applicable in both two and three dimensions, and does not suffer from any low-frequency breakdown. Numerical results for the two-dimensional version of the formulation, including examples featuring surface plasmon waves, demonstrate competitiveness relative to state-of-the-art integral formulations that are constrained to two dimensions. However, our Dirac integral equation performs equally well in three dimensions, as demonstrated in a companion paper.

  • Forest Carbon Leakage Quantification Methods and Their Suitability for Assessing Leakage in REDD

    • This paper assesses quantification methods for carbon leakage from forestry activities for their suitability in leakage accounting in a future Reducing Emissions from Deforestation and Forest Degradation (REDD) mechanism. To that end, we first conducted a literature review to identify specific pre-requisites for leakage assessment in REDD. We then analyzed a total of 34 quantification methods for leakage emissions from the Clean Development Mechanism (CDM), the Verified Carbon Standard (VCS), the Climate Action Reserve (CAR), the CarbonFix Standard (CFS), and from scientific literature sources. We screened these methods for the leakage aspects they address in terms of leakage type, tools used for quantification and the geographical scale covered. Results show that leakage methods can be grouped into nine main methodological approaches, six of which could fulfill the recommended REDD leakage requirements if approaches for primary and secondary leakage are combined. The majority of methods assessed, address either primary or secondary leakage; the former mostly on a local or regional and the latter on national scale. The VCS is found to be the only carbon accounting standard at present to fulfill all leakage quantification requisites in REDD. However, a lack of accounting methods was identified for international leakage, which was addressed by only two methods, both from scientific literature.

  • Efficient Computations of a Security Index for False Data Attacks in Power Networks

    • The resilience of Supervisory Control and Data Acquisition (SCADA) systems for electric power networks for certain cyber-attacks is considered. We analyze the vulnerability of the measurement system to false data attack on communicated measurements. The vulnerability analysis problem is shown to be NP-hard, meaning that unless P = NP there is no polynomial time algorithm to analyze the vulnerability of the system. Nevertheless, we identify situations, such as the full measurement case, where the analysis problem can be solved efficiently. In such cases, we show indeed that the problem can be cast as a generalization of the minimum cut problem involving nodes with possibly nonzero costs. We further show that it can be reformulated as a standard minimum cut problem (without node costs) on a modified graph of proportional size. An important consequence of this result is that our approach provides the first exact efficient algorithm for the vulnerability analysis problem under the full measurement assumption. Furthermore, our approach also provides an efficient heuristic algorithm for the general NP-hard problem. Our results are illustrated by numerical studies on benchmark systems including the IEEE 118-bus system.
