- The paper argues that assessments of intervention impact need to include what occurs in the relation between interveners and those intervened upon. Determinations of success and failure of interventions are partial unless they take seriously the role of local dynamics and cultural meaning systems that inform social action as well as the power relations between intervener and ‘intervened upon’.
