  • Time to rethink Norwegian maritime collaboration exercises

    • Purpose: This case study maps the perceived collaboration between public, private and volunteer organizations during maritime crisis work, with a substantive focus on communication, information flow and distribution of activities. The exercise studied was held in the far north in Norway. It was estimated to be Europe’s most extensive exercise in 2016. The paper aims to discuss these issues. Design/methodology/approach: The data were collected through observations, semi-structured interviews and reviews of associated frameworks and evaluation reports. Data were collected simultaneously at five different sites. Findings: The key findings showed an intra-organizational focus, a predominance of drills and different informal exercises instead of a cohesive exercise. This made evaluation difficult. Reasons for the fragmentation of the exercise appear to be the size of the exercise and the script. Research limitations/implications: Generalization of findings is problematic as this study involved only one exercise. However, this study has national significance, as it involved 22 public, private and volunteer stakeholder organizations, including civil emergency response units, the military, the Norwegian Civil Defence, and major maritime volunteer organizations such as the Norwegian Society for Sea Rescue. Collaboration between actors suffered from the size of the exercise. A smaller exercise, less dependency on predetermined scripts, and more receptivity toward improvisation could improve collaboration. Originality/value: The study shows how collaboration fails as an effect of strict agendas and scripts to accomplish an impressive but complex and oversized exercise. © 2017, © Emerald Publishing Limited.

    • © 2018 John Wiley & Sons Ltd Inter-organizational collaboration is increasingly a topic for studies into accidents and disasters as well as exercises. In this study, which is based on interviews with first responders, we compared perceived collaboration during an exercise with crisis work. The three organizations included in this study—fire department, police and ambulance services—perceived the investigated tunnel exercise completely different, ranging from harmonious interaction to power struggles between commanding officers, fragmented decision-making and ambiguity. When comparing the exercise with an incident, we found that collaboration was more evident during incidents than in exercises. However, collaboration exercises appear to improve inter-organizational collaboration by stimulating informal structures, practicing listening and delegating, getting to know one another and learning a common language.

    • The Bronze Age was the first epoch in which societies became irreversibly linked in their co-dependence on ores and metallurgical skills that were unevenly distributed in geographical space. Access to these critical resources was secured not only via long-distance physical trade routes, making use of landscape features such as river networks, as well as built roads, but also by creating immaterial social networks, consisting of interpersonal relations and diplomatic alliances, established and maintained through the exchange of extraordinary objects (gifts). In this article, we reason about Bronze Age communication networks and apply the results of use-wear analysis to create robust indicators of the rise and fall of political and commercial networks. In conclusion, we discuss some of the historical forces behind the phenomena and processes observable in the archaeological record of the Bronze Age in Europe and beyond.

    • In a previous discussion article: Do we need ‘the archaeology of Europe’? (Kristiansen 2008) I argued that although a European archaeology is being promoted by both the European Association of Archaeologists, and by European conventions, such as the Valetta Convention of 1992, and the European Landscape Convention of 2000 there are still more divergences than commonalities, due to the strong national organisation of archaeology in Europe. I considered especially archaeological heritage terminology, the language of references in books and journals, and the structure of archaeological journals which all pointed to an increasing national focus of archaeological research and publications. In this article I take a closer look at the structure of developer-funded excavations, or contract archaeology, in Europe. I argue that contract archaeology represents a laboratory for the testing of different principles of organisation, control and quality assessments. Although the Valetta convention on the protection of the archaeological heritage stipulates the basic principles of developer funded rescue archaeology, its implementation since 1992 among the European nations, and indeed also among the regions within Nations, such as the federal states in Germany, varies dramatically. By analysing a few ‘model countries’ I demonstrate that this variation comes down to, and originates from two basically different political principles: that of ‘socialism’ and that of ‘capitalism’ (following Willems and van den Dries 2007b). As they have different implications for quality control and research the choice of one or the other has far reaching consequences for the future of archaeology in Europe.

    • Based on analysis of the language of references in archaeological journals I demonstrate that during the last 25 years we have experi enced: a dominance of a local perspective/ site perspective in interpretation, a decline in readings outside one’s own language and national border, and an expansion of archaeological heritage management and of nationalism. I also demonstrate that major innovations in archaeological interpretation during the last 150 years coincided with a strong impact and borrowing of new natural science methodologies. I therefore predict that the current expansion of new natural science methodologies, from strontium isotope to ancient DNA on human bones, animal bones, and textiles will lead to a reorientation of archaeological theory and interpretation, one which is already under way
