- Policymakers in publicly funded health-care systems are frequently required to make intricate decisions on which health-care services to include or exclude from the basic health-care package. Although it seems likely that the concept of individual responsibility is an essential feature of such decisions, it is rarely explicitly articulated or evaluated in health policy. This paper presents a tentative conceptual framwork for exploring when health-care services contain characteristics that facilitate individual responsibility through private financing. Six attributes for exploring the suitability of private financing for specific health-care commodities are identified: (i) it should enable individuals to value the need and quality both before and after utilization; (ii) it should be targeted toward individuals with a reasonable level of individual autonomy; (iii) it should be associated with low levels of positive externalities; (iv) it should be associated with a demand sufficient to generate a private market; (v) it should be associated with payments affordable for most individuals; and finally, (vi) it should be associated with 'lifestyle enhancements' rather than 'medical necessities'. The tentative framework enables exploration of individual responsibility connected to health care as a heterogeneous group of commodities, and allows policymakers to make decisions on rationing by design rather than default.

- This article outlines the structure of a Rawlsian theory of justice in the employment relationship. A focus on this theory is motivated by the role it plays in debates in business ethics. The Rawlsian theory answers three central questions about justice and the workplace. What is the relationship between social justice and justice at work? How should we conceive of the problem of justice in the economic sphere? And, what is justice in the workplace? To see fully what demands justice makes on the workplace, we should first spell out the implications that domestic justice has for working conditions. When this is done, we can develop a conception of workplace justice and investigate what content such local justice should have. John Rawls's political liberalism was constructed for the specific problem of a just basic structure; in order to apply it to another problem the key theoretical concepts must be revised. Reasons for a specific construction of a local original position are given and arguments are presented in support of a principle of local justice, which takes the form of a choice egalitarian local difference principle.

- Several authors have argued that acceptability for road pricing is likely to increase with familiarity. The experiences in Stockholm, where a trial period with congestion charges changed the public opinion from negative to positive, support this hypothesis. Analysing acceptability and attitudes in Stockholm allows us to study a situation where the population is in fact familiar with congestion charges, and explore what the decisive factors for acceptability are in such a situation. By analysing a survey collected after the referendum and the subsequent reintroduction of the charges, we analyse the prerequisites to achieve acceptability given that the public is familiar with congestion charges.As expected, low car dependence and good transit supply are associated with high acceptability. But the two most important factors turn out to be beliefs about the charges' effectiveness, and general environmental attitudes. The importance of beliefs and perceptions of the effects of the charges underscores the importance of both careful system design and careful evaluation and results communication. The strong connection between environmental concerns and positive attitudes to congestion charges underscores the importance of considering and "marketing" the charges' environmental effects. In Stockholm, the politicians' decision to "re-label" the congestion charges to "environmental charges" and emphasising their positive effects on air quality may very well have had a positive impact on acceptability.

- När personer och grupper med olika bakgrund och erfarenheter möts för att sam-arbeta förutsätts ofta att samsyn kring målen med verksamheten är en förutsätt-ning för koordinerad handling. Forskningen har dock inte kunnat visa empiriskt i vilken utsträckning samsyn är viktigt för att åstadkomma samhandling. I förelig-gande avhandling presenteras en studie som undersöker hur gemensam mening formas i sammanhang präglade av heterogenitet respektive mångtydighet samt hur koordinerad handling uppstår under sådana förutsättningar. Som empirisk grund för att kunna besvara frågeställningarna studeras FöretagsNära med stöd i me-ningsskapandeperspektiv. FöretagsNära är en ny verksamhet organiserad som ett projekt i samverkan mellan Norrköpings kommun och Arbetsförmedlingen i Norr-köping. Syftet med satsningen är att föra samman näringslivsutvecklande och ar-betsmarknadsinriktade insatser och bidra till fler arbetstillfällen i Norrköping. Ba-serat på en longitudinell fältstudie berättas om meningsskiljaktigheter och strävan efter samsyn. Den longitudinella ansatsen gör det möjligt att se utvecklingen av och komplexiteten i formandet av samsyn och samhandling. Skildringen av Före-tagsNära visar att meningsskapandet i processen tar sig olika uttryck. I fråga om syftet med FöretagsNära uppstår en kamp om meningen. Studien visar hur samsyn och samhandling relaterar till varandra på mer komplexa sätt än tidigare forskning föreslagit. Det finns ingen entydig relation mellan gemensam mening och koordi-nerad handling. Studiens resultat har både teoretisk relevans och stor praktisk be-tydelse.

Leveraging inventors' creativity

- While creativity is often understood as the generation of valuable novelty, we extend that view into a framework based on well-known and established models from the creativity literature. In addition to generation of novelty which forms our frameworks first dimension, we add selection of novelty, and type of creative contribution. Based on interviews with inventors and managers in three large, patent-intensive firms, representing completely different industries, we show how the framework can be employed in order to better understand in what ways different practices exploit and/or support the inventors’ creative abilities. By relating the practices not to creativity in general but to components of creativity (c.f Amabile 1997) the paper enriches the discussion of how inventors’ can be leveraged in technology-based firms.

Taking the inventive step : The role of the patent department in new product development

- Drawing on an interview-based case study of R&D specialists in two patent intensive firms, we suggest that patent engineers are an important resource for R&D specialists’ work throughout the inventive process. In addition to the role prior literature indicates the patent department to have for supplying R&D with information needed from and about patents to plan R&D work, the findings suggest that patent engineers contribute to the actual development work whereby R&D specialists turn ideas into inventions, and inventions into patents. In virtue of their patent expertise and their technological competence, patent engineers can help R&D specialists to shape and refine their ideas into patentable inventions by appraising potential obstacles, suggesting promising lines of approach to a determined problem, or at times even by assisting with the technological solution per se. We suggest that such contributions of the patent department are particularly important in mature industries where demands for patentable inventions to protect new products are in constant conflict with that many of the knowledge domains in which firms compete are already heavily patented. The results further indicate an increasing need for firms to integrate not only the functionally specialized departments of R&D, marketing and manufacturing, as is often indicated in new product development literatures, but also a need to integrate R&D with the patent department. Indeed, in mature industries at least, the responsibilities for R&D and patenting may be intimately related, making it difficult to analyze the two separately.

- This paper presents a study of differences in occupational rank between gay and heterosexual males as well as between lesbian and heterosexual females. We estimate different specifications of an ordered probit model on register data from Sweden. Our data consist of married heterosexual men and women and homosexual men and women living in civil unions. We find that homosexual men have a lower probability of working in a profession demanding a longer university education or a management profession than heterosexual men. In contrast, we find that homosexual women are more likely than heterosexual women to work in such professions.

- One of the major deficiencies in the existing Small and Medium-sized Enterprises’ (SMEs) performance evaluation models is the fact that they lack a clear coupling to the issue of innovation and its impact on performance. A possible candidate model which could achieve this is the Survival Index Value (SIV) model. The model has a parameter incorporated in its structure, the technology-intake. This parameter can be used as an indicator of the degree of innovativeness of the firm. Previous works using the model looked at general performance without specific focus on innovation activities of the firm and without relating that to aspects of survival and growth. In this paper the aim was to demonstrate the ability of the SIV model to indicate a positive overall performance due to the intensive investment of a selected firm in innovation activities. The enterprise analyzed, Autoadapt AB, is a Swedish high technology firm working in adapting cars and automobiles to handicapped people. Due to the nature of their activities the firm has a high level of innovation input to be able to solve the complex problems related to usage of cars by disabled people. Both the product development process and managing the activities around it requires a high level of innovativeness and ingenuity. As thus the firm presented a very interesting object to study. The study has a clear significance as there is a need to differentiate the performance of innovation-intensive enterprises from firms who are using less investment in innovation in their activities. This can be done by considering the investment in new technologies both as product development and/or as investing in absorption of external management, product or process innovation. Applying the SIV model to run this analysis can help to demonstrate the need to incorporate the technology intake as an essential component of SME’s performance model. The results indicated that the SIVmodel is able to predict correctly the performance of the object firm. By having mostly positive survival factor values, which are single data-points, during years of operation, and also having mostly positive survivability coefficient values, which are agglomerate data-points, the SIVmodel proved its abilities. Clearly, the model has a good potential to be developed and fine-tuned even more. The SIV model can be tested further to look at deviations in performance of firms among different sectors and relates that to the innovativeness of whole sectors.

- This paper highlights the findings from the KNUT project (Electronic Procurement ofTelecommunications Services for the Swedish Public Sector). The project creates a service to make the whole public procurement process electronically from analysis of needs, through development of request for proposal (RfP), contract administration and feed back, as well as a model for public procurement of telecommunications services outgoing from end-users’ and organisational needs. The study includes a detailed analysis of the procurement process. Among the results is a new way of looking at the pros and cons of procurement from centrally negotiated framework contracts versus local procurement with the help of the KNUT service.

- Positive accounting theory and institutional theory are used in conjunction in order to explain accounting choice. The theory is applied on IAS 36 (impairment of assets), and tested on a sample of listed Swedish corporations. We find that the choice is mainly induced by agency and general business factors and to a slighter degree by institutional factors. Especially, we find that institutional influence will be stronger when it is in the interest of important stakeholders; that impairments can be used as a mean of signalling trust to absent owners and that the institutional element of tradition cannot be tested separately from the agency element of opportunism.
