    • Robotic process automation (RPA) is considered as a significant aspect of modernizing and digitally transforming public administration towards a higher degree of automation. By adding cognitive artificial intelligence, the use of RPA can be extended, from rule-based, routine processes to more complex applications, involving semi- and unstructured information. However, we lack a clear understanding of what is meant by cognitive RPA and the impacts of RPA on public organizations’ dynamic IT capabilities. To fill this knowledge gap, we carried out a qualitative study by conducting 13 interviews with RPA system suppliers., An abductive approach was used in analyzing the interview data. We contribute with a definition and a conceptual system model of cognitive RPA and a set of propositions for how an extended notion of RPA affects dynamic IT capabilities in public sector organizations.

  • Contests as innovation intermediaries in open data markets

    • Innovation contests are becoming popular instruments for stimulating development of digital services using open data. However, experience indicates that only a limited number of the results developed during these events become viable digital services attracting a significant user base. To further deepen our understanding of the role, design and function of innovation contests in open data markets, we conducted a survey of the websites of 33 digital innovation contests. The results of the survey show that organizers design digital innovation contests to function as intermediaries for open data innovation. By analyzing the activities performed by organizers we found several examples of how innovation contests support the participants in designing, implementing and providing services after the contests are concluded. We contribute with a key design element and attributes for the post-contest process of digital innovation contests, which adds to existing key design elements. For future research we suggest to further study open data markets and the intermediary role of digital innovation contests. Moreover we propose to develop guidelines and tools for organizers of digital innovation contests to design contests that better meet the needs of a particular open data market.

  • Design of an Open Social e-Service for Assisted Living

    • E-government has emerged as one of the most promising means to reform the public sector. E-government is now being used to improve services for assisted living. The purpose of assisted living services is to provide ways for elderly people to continue to live at home. However, these services require formal decisions by local government officials. Therefore Swedish municipalities aim to move control toward citizens to reduce authoritative barriers and to simplify administration. In this paper we report experiences from developing an open social e-service for assisted living. The major objectives are to relocate control to the citizen and to establish a highly integrated and efficient administrative process. It is designed to meet legal requirements of the Swedish Social Services Act. In order to achieve the objectives several process innovation techniques have been applied. During the design process we experienced several legal, organizational and technical challenges which we report in this paper.

One promising area for m-government is complaint and problem management, where mobile applications using the integrated functions of a cellular telephone can offer citizens convenient ways of rapidly reporting problems. The problems reported can then be effectively managed by the municipality using state-of-the-art workflow techniques. Furthermore, the municipality can inform citizens and companies of problems already reported or addressed, which can be visualized through interactive maps. In this study, a municipal e-service for complaint and problem management is transformed into an m-service and put into operation in a Swedish municipality. The experiences from developing the m-service comprise of a suggested design and several identified challenges. Suggestions for future research include the application of new technologies for positioning and the adaptation of the m-service to new cellular telephone models.

    • With enterprise systems being a natural part of any business environment, they are becoming an integrated part of educational environments. Having the potential to illustrate, visualize and simulate business and decision-making processes to students of both business and IT, the systems hold vast potential for playing a crucial role in future pedagogic innovation within higher education. Through accounts of previous experiences of enterprise system inclusion, the majority of examples have been single installations of large and highly complex enterprise systems. This has led to a high degree of failure and difficulties for academia to realize many of the potential benefits. This article reports from three cases from Scandinavian higher education, where a wide selection of different mid-market enterprise systems have been applied in the educational environment. These three cases are seen as examples of a third wave of enterprise system inclusion within higher education, relating the findings to what Hawking et al (2004) described as the second wave. This third wave is signified by a strong focus on introducing the systems as vehicles of pedagogic innovation rather than as a means in themselves, and through a focus on less complex systems from a multitude of different vendors.

    • Enterprise resource planning (ERP) is established among a majority of small and medium sized companies in Kista Science City and seems to have a positive effect on organizational effectiveness. Kista Science City is Sweden’s largest corporate centre, with more companies and employees in a limited area than anywhere else in Europe. This study looks at the level of adoption of ERP functions, perceived organizational effectiveness and critical success factors. The most common use of ERP is for financial control and reporting, followed by order entry and purchasing. A significant relationship between the level of adoption and organizational effectiveness was found. Although Enterprise Resource Planning has become an established phenomenon the investments in ERP software are far from fully utilized. Most companies have started to use ERP to integrate functional areas but few companies have moved to extended ERP (ERPII). The adoption of functionality for customer relationship management seems to have started, but the use of e-commerce, business intelligence and supply chain management is very low. Different reasons for the low level of adoption are discussed and it is suggested that the interrelationship between SMEs and ERP-consultants be investigated further. ERP-consultants are important change agents and knowledge transfers for ERP and one way to interpret the data is that ERP-consultants are caught in a negative spiral where they focus on installations and technical maintenance of core ERP, which prevents them from developing new, extended ERP competence. An analysis of critical success factors showed that although technical competence was important socially oriented factors such as project teamwork and composition as well as communication had a greater effect on organizational effectiveness. Surprisingly enough, project management did not have any effect on organizational effectiveness. Common implementation methods for ERP focus on project management. It is suggested to further analyse if these methods could be improved by an increased adaptability to differences in company settings and requirements as well as through a better use of critical success factors. Organizational effectiveness can be measured in many ways and it was found that the success factors varied in terms of how they correlated with different measures. In the next step, the doctorial thesis, it is suggested that a prototype environment is developed to stimulate an increased use of extended ERP among small and medium sized companies. Several actors, such as SMEs, consultants, vendors and students would be involved. The prototype environment could facilitate enhancements of implementation methods and reduction of implementation costs through the development of reusable objects such as add-on solutions, process maps and system configurations. It could also help small and medium sized companies to investigate the business benefits of ERP by increasing involvement and familiarity while on the same time decrease costs and risks.

    • Although Sweden is an early adopter of Enterprise Resource Planning (ERP) and most companies have installed an ERP package, extended ERP is barely used by small and medium sized companies (SMEs). The situation can be described as SMEs use ERP systems as advanced accounting systems. Juell-Skielse (2006) suggests that the low level of adoption is caused by a lack of competence among consulting firms who plays an important role in transferring knowledge about the application and use of extended ERP. They tend to have a technical focus on ERP and rely heavily on the support and maintenance of old installations. Hence, they are caught in a negative spiral where extended ERP knowledge is developed rather slowly. This study investigates the competence levels among ERP consultants focusing on SMEs. The results show that only a few consultants are able to present extended ERP in a homogenous offering and that a majority of the revenues come from licenses as well as support and maintenance of client installations. There is a clear difference between consultants with a process development focus and firms with a system implementation focus. Process developers are bigger in size and have developed delivery capabilities in a larger number of extended ERP areas than system implementers, while the latter receive more of their revenues from maintenance and support of existing installations. A model of the firm as a knowledge system can explain the interaction between consultants and SMEs and how extended ERP competence is developing. The relationship between ERP consultants and SMEs is a promising area of research. This area should be added to Al-Mashari’s research agenda for ERP (2002).

    • Demands on public sector to become more open and embrace new possibilities given by ICT are constantly rising. EU as well as OECD are putting high pressure on governments to improve service level for citizens and at the same time lower cost and facilitate democratic processes. The authors have gathered statements from the development of an open social e-service at a Swedish municipality and projected these onto directives regarding open government from authorities. Using goal modelling techniques a goal model for open social e-services has then been created. The model consists of four aspects that have to be taken into consideration when building open social e-services: democracy, professionalism, citizen service and administration. The model has been evaluated by research and practitioners and can facilitate the further development of open e-government in Sweden and possibly in other countries. Examples are requirement specifications for open e-services and guidance for business process modelling for the social service sector.
