- We give a short overview about the achievements of the Fennoscandian- Japanese ultra-rapid dUT1-project that was initiated in early 2007. The combination of real-time data transfer, near real-time data conversion and correlation, together with near-real time data analysis allows to determine dUT1 with a very low latency of less than 5 minutes after the end of a VLBI-session. The accuracy of these ultra-rapid dUT1-results is on the same order than the results of the standard rapid-service of the International Earth Rotation and Reference Frame Service (IERS). The ultra-rapid approach is currently extended to 24 hour sessions and is expected to become an important contribution for the future next generation VLBI system called VLBI2010.

- The Radioactive Beam Experiment REX-ISOLDE [1-3] is a pilot experiment at ISOLDE (CERN) testing the new concept of post acceleration of radioactive ion beams by using charge breeding of the ions in a high charge state ion source and the efficient acceleration of the highly charged ions in a short LINAC using modern ion accelerator structures. In order to prepare the ions for the experiments singly charged radioactive ions from the on-line mass separator ISOLDE will be cooled and bunched in a Penning trap, charge bred in an electron beam ion source (EBIS) and finally accelerated in the LINAC. The LINAC consists of a radiofrequency quadrupole (RFQ) accelerator, which accelerates the ions up to 0.3 MeV/u, an interdigital H-type (IH) structure with a final energy between 1.1 and 1.2 MeV/u and three seven gap resonators, which allow the variation of the final energy. With an energy of the radioactive beams between 0.8 MeV/u and 2.2 MeV/u a wide range of experiments in the field of nuclear spectroscopy, astrophysics and solid state physics will be addressed by REX-ISOLDE.

Capacity development in international aid : A contribution to theory and practice

- Although capacity development has been a key aspect of global aid policy for decades, success is limited. Capacity development is defined as a process, based on a partnership, to develop capacity to achieve a goal. The purpose of this thesis is to increase our understanding of why capacity development does not work as intended, and to inform the discussion on addressing the challenges. Two research questions were asked: 1) What are the principles and practices of capacity development? 2) Why is the current implementation of capacity development not leading to the desired results?Data were collected through qualitative semi-structured interviews with 115 participants from the international aid community. A framework of eight principles, four fundamental challenges and a typology of seven failures is presented. The results reveal significant gaps between theory and practice. The challenges stem from terminological and conceptual ambiguity, clashing principles, misguided accountability, risk aversion and the need for control. The aid system is built on short-term feedback, but capacity development requires long-term processes and commitment. Outdated worldviews, resistance to change, mindset lag, and power imbalances further complicate the situation.Based on the results, this thesis recommends an overhaul of the aid system, with power being redistributed along the aid chain. To develop sustainable capacities, three requisite types of capacity – technical, processual and contextual – are suggested. An equal partnership, flexible and adaptive roles, and mutual learning are crucial for capacity development to work. Effective capacity development requires donors and external partners to allow enough time, relinquish control, share risks, and embrace flexibility and adaptability over longer timeframes. Sustainability depends on the success of the principles, and the need for a mix of activities and methods.The principles need to be taken seriously so that the focus is not only on what the project should achieve, but also on how it is achieved. A change in mindset, attitude and role allocation is needed. By prioritising differently than today, there is a good chance of achieving the goal of sustainable capacity development.

- The paper demonstrates a versatile procedure suitable for industrial implementation of temperature measurement on a hot titanium alloy. The driving force has been the need for an accurate temperature measurement during additive manufacturing using laser welding technology where Ti–6Al–4V-wire is melted. The challenges consider both industrial constraints and the varying emissivity of the surface. Measurements makes use of a narrow bandwidth spot radiation pyrometer and a calibration procedure for estimation of the surface temperature through spectral emissivity estimation. The theoretical results are validated through experiments. A number of difficulties in radiation temperature measurements for metals with varying surface properties are discussed; especially the case of surface oxidation. The uncertainty in temperature reading due to the uncertainty in the emissivity estimate is established along with a model that qualitatively describes surface oxidation. The procedure is expected to be useful for several manufacturing applications where it is important to control high temperatures.

- This study examined the reliability between two handheld BACtrack S80 Pro Breathalyzers and the benchtop instrument Intoxilyzer 5000. The latter instrument was calibrated every day and is on the Department of Transportation’s Conforming Products List of Evidential Breath Alcohol Measurement Devices. Four different BAC readings were taken from 60 intoxicated participants in a laboratory study (i.e., with two BACtrack S80’s and twice using the Intoxilyzer 5000). This 4-reading sequence was repeated multiple times over several hours. For most of the measurement points, the two readings from the Intoxilyzer 5000 did not significantly differ from each other, but did often differ from the BACtrack S80 devices. The reliability between the two BACtrack S80 was low. Given that the Intoxilyzer 5000 was calibrated each day, we can assume that the validity of this instrument is high and would correspond well with the participants’ blood alcohol concentration, better than the handheld ones would.

Configurations of entrepreneurial- customer- and technology orientation : Differences in learning and performance of software companies

- Purpose: The purpose of this paper is to identify groups of companies using different configurations of orientations, and compare the groups for differences in their performance and organizational learning capability. The paper proposes that organizational learning capability enables firms to utilize several strategic orientations simultaneously. Design/methodology/approach: A sample of 164 Finnish software companies is clustered on the basis of their mix of customer (CO), technology (TO) and entrepreneurial orientation (EO). After validating the clusters, an analysis of variance is performed to detect differences in measures of performance and learning capability. Findings: The paper provides evidence that firms combining several strategic orientations perform better than those focusing solely on customer orientation. The paper finds support for a proposal that software companies can be divided into three groups featuring different configurations of customer, technology and entrepreneurial orientation. The groups are termed: servants (high CO, low TO and low EO), players (intermediate levels of CO, TO and EO) and integrators (high levels of CO, TO and EO). Furthermore, the paper shows that these groups demonstrate differences in their organizational learning capability and performance. Research limitations/implications: The paper refers to an empirical study of software companies in Finland. Further research in other countries and industry settings is needed to confirm and extend the results. Practical implications: The identification of a successful mix of strategic orientations is a major challenge to management. The results urge software company managers to develop a culture that nurtures organizational learning. The paper suggests that managers should utilize aspects from several strategic orientations and create an appropriate mix of orientations that enables adaptation to dynamic business environments. Originality/value: The paper provides insights into viable combinations of strategic orientations in the software industry and provides evidence for the differences in learning and performance for software company groups classified on the basis of their mix of orientations
