  • Evaluation of an In-work Tax Credit Reform in Sweden: Effects on Labor Supply and Welfare Participation of Single Mothers

    • The purpose of this paper is to evaluate a recent Swedish in-work tax credit reform where we pay particular attention to labor market exclusion; i.e. individuals in as well as outside the labor force are included in the analysis. To highlight the importance of the joint effects from the tax and the benefit systems it appears particular relevant to analyze the labor supply behavior of single mothers. To this end, we estimate a structural microeconometric model of labor supply and welfare participation. The model accounts for heterogeneity in consumption-leisure preferences as well as for constraints in job opportunities. The results of the evaluation show that the reform generates welfare-gains for virtually every single mother, and moreover benefits low-income households. Finally, due to increased labor supply and decline in welfare participation we find that this reform is almost self-financing.

To be able to find durable solutions to conflicts human rights must be guaranteed, and in order to safeguard human rights violent conflicts must be kept at bay. The report's aim is to enhance knowledge and discussion about the relationship between human rights and peace and security in theory and practice, and to form the base for further work on how development cooperation may develop human rights promoting and conflict sensitive practices.

  • Does Benefit Transfer Always Work: a Multi-country Comparison

    • This paper analyzes the welfare effects of a 50 percent reduction in air pollution caused by road traffic in both Cairo (Egypt) and Rabat-Salé (Morocco) using a contingent valuation method with identical elicitation questions. Despite the fact that both the numbers of inhabitants and vehicles are higher in Cairo the willingness to pay to reduce the impacts of vehicle emissions is higher in Rabat-Salé although incomes are rather similar in both cities. This paper shows that the relatively often-used benefit transfer frequently leads to biases where damage costs are under- or overestimated.

    • Public engagement in planning and siting policy has been a political priority for some time, and there are various arguments as to why successful participation consistently proves to be an elusive goal. Emphasis is often laid on the incompatibility of local knowledge and technical knowledge, on the failure to invite "public" involvement at an early stage, and so on. In this paper, we examine a set of controversies about the siting of an upgraded railway line and associated stations in six neighbouring municipalities in western Sweden. Using parallel focus group discussions with different parties to the process, we draw two main conclusions. Firstly, local knowledge may equally be technorational, yet the positioning of actors determines when and how alternative arguments may emerge. This suggests that arguments over the necessity of social capital for successful participation may be a red herring. Secondly, policy processes are long and drawn-out, and new participants appear all the way through these processes. The category of "the public" is a fictional remainder category which undermines participative approaches. We suggest that opposition should be understood as an eternal factor in participative democratic policy processes, rather than a preliminary obstacle which can be alleviated early on. Hence we challenge assumptions about the rightful temporal positioning of participative practices and query the notion that early participation leads to "public ownership" of plans.

    • In this paper we use a standard multi-union, monopolistic competition model to investigate the qualitative and quantitative responses of inflation and unemployment to monetary policy activism under different institutional arrangements in the labor market, which are defined by the rigidity of nominal wages. We show that the effects of monetary policy on the real economy depend critically on the wage formation regime, and on the ways in which the restrictiveness of policy interacts with product price competition, with union centralization, and with the weight placed on real wage premiums as compared to unemployment in unions' optimal programs. Our interpretation of the results emphasizes how the posture of monetary policy toward inflation influences the strategic calculations that drive union wage setting behavior in different institutional settings.
