- Expansions of innovation policies have been paralleled with an increasein the evaluations of such policies. Yet, there are few systematic evaluations of how such evaluations are conducted, by whom, and their overall conclusions. We analyze 110 evaluations of innovation policy in Sweden from 2005 to 2019. Our findings show that the majority of these evaluations are positive, about one-third are neutral in their conclusions, and very few are negative. The majority of evaluations were conducted by consulting firms, close to one-third by expert government agencies, and around 10% by university researchers or as self-evaluations by the governmental agencies responsible for the policy themselves. Few evaluations employed causal methods to assess the potential effects of policies. We discuss conflicts of interest and question the reliability of evaluations of innovation policy.

- Abstract Purpose – The purpose of this paper is to use social cognitive theory to investigate entrepreneurial intent among participants in graduate entrepreneurship programs. Specifically, the authors test whether students’ creative potential is related to their intention to engage in entrepreneurship. Design/methodology/approach – Theoretically derived hypotheses are tested using multiple and ordinal regression analyses. Findings – High scores on a creativity test and prior entrepreneurial experiences are positively associated with entrepreneurial intentions, whereas perception of risks has a negative influence. Research limitations/implications – The authors’ theoretical predictors of entrepreneurial intention received strong support, indicating that creativity should be considered in models of entrepreneurial intentions. However, the use of intentions as dependent variable has its own weaknesses in that it may not distinguish between “dreamers” and “doers”. Practical implications – The findings indicate that exercises in creativity can be used to raise the entrepreneurial intentions of students in entrepreneurship education. Heterogeneity in creative styles among students also points to the problems of a “one-size-fits-all” approach to entrepreneurship education. Originality/value – The paper is the first to investigate the importance of creativity in entrepreneurship education and theoretical models of entrepreneurial intentions. - Endogenous growth theory suggests that technological knowledge stimulates growth, yet the micro-foundations of this process remain obscure. Knowledge spillover theory posits that growth is contingent on the technology dependence of industries, forming the landscape for entrepreneurs to launch and grow ventures. We investigate these theoretical contingencies with two research questions using comprehensive employee-employer data documenting the science and technology labor force in Sweden. First, do industries with a greater need for new technology-based entrepreneurship grow disproportionately faster than other industries? - The 2020 Global Award for Entrepreneurship Research has been awarded to Professor John Haltiwanger. John Haltiwanger has made significant contributions to the field of entrepreneurship by improving our understanding of job creation and destruction, productivity growth, and the role of small- and medium-sized firms (SMEs) in economic development. He has played a major role in the careful development of large, longitudinal firm-level datasets, and introduced a novel and widely adopted measure of firm growth that addresses previous statistical biases. His work has influenced public policy and national statistical offices around the world. Plain English Summary The winner of the 2020 Global Award for Entrepreneurship Research, John Haltiwanger, has pioneered research showing that it is mainly firm age, not size, that matters for job creation. Through analyzing the relationship between employment, growth, and firms, he has advanced our understanding of how the economy works. He has done this by building new datasets and introducing a new measure of firm growth, solving problems encountered with earlier techniques. His work has also broadened the policy debate on entrepreneurship and inspired people all around the world. From a policy perspective, John Haltiwanger has shown that it is difficult to justify targeted industrial and commercial policies, and if job creation is to be supported, politicians need to target young firms rather than small firms. These important findings from John Haltiwanger's pioneering work have been published in world-class leading academic and scientific journals.

Growth in first- and second-generation immigrant firms in Sweden

- Despite the burgeoning literature on immigrant entrepreneurship, there is a dearth of research on the social and economic factors shaping the performance of immigrant-run firms. Drawing upon human and social capital theory and assimilation theory, we investigate differences in performance measured as revenue growth in a comparative study of native and immigrant CEOs. Following 50,002 small firms in Sweden over four years, we find distinct patterns in both firm size and revenue growth between firms managed by immigrants and by natives. While firms run by second-generation immigrants from OECD countries exhibit higher growth rates than natives, the reverse is true for second generation immigrants from non-OECD countries, suggesting that economic integration in terms of immigrants’ small business growth in Sweden is characterized by segmented rather than universal assimilation.

Three papers examine three such topics including pricing intentions of exiting entrepreneurs, exit considerations among angel investors, and the relationship between exit and failure in new ventures.

- We review and analyze previous literature on succession in family firms from an entrepreneurial process perspective. Through a three-step cluster analysis of 117 published articles on succession in family firms published between 1974 and 2010, we find several themes within which succession can be understood from an entrepreneurial process perspective where both the entry of new owners and exit of old owners are associated with the pursuit of new business opportunities. We identify gaps within each cluster and develop a set of research questions that may guide future research on succession as an entrepreneurial process. Since succession involves implications for individuals, families and firms, we suggest researchers should adopt a multilevel perspective as they seek answers to these research questions. Our review and analysis also underlines the need to focus on ownership transition rather than only management succession, and the importance of carefully defining both succession and family firm.

- We contrast the performance consequences of intra-family versus external ownership transfers. Investigating a sample of all private family firms in Sweden that went through ownership transfers during 10 years, we find that firms transferred to external owners outperform those transferred within the family, but that survival is higher among intra-family transfers. We attribute these performance differences to the long-term orientation of family firms passed on to the next generation and to the entrepreneurial willingness of acquirers to bear uncertainty. Based on distinct ownership transition routes and theoretical mechanisms explaining performance differences, we outline implications for family business and entrepreneurship research.

- We study employment and new hires among high-growth firms (HGFs) in the Swedish knowledge-intensive sectors 1999-2002. Using matched employer-employee data, we find that HGFs are more likely to employ young people, poorly educated workers, immigrants, and individuals who experienced longer unemployment periods. However, these patterns seem contingent on the stage of the firm's evolution. HGFs that have already realized some rapid growth are more likely to hire individuals from other firms, even though immigrants are still overrepresented among new hires. In the case of both HGF employees and HGF new hires, employment opportunities in HGFs are provided by young and small firms.
