  • Rhetorical messages of decontamination after nuclear accident : a case study of Japan after 3.11

    • The nuclear power plant Fukushima Daiichi was hit by an earthquake, a tsunami, and experienced nuclear reactor failures in 3 March, 2011. Six years later, In 31 March 2017, an important step was taken in the program of the decontamination and restoration of the evacuation zone outside the nuclear plant at Fukushima Daiichi, Japan. A number of areas are now considered ready for people to return to. Thousands of evacuees can move back to areas that are considered decontaminated. Questions arise such as: Is the decontamination enough? What is the risk for lingering contamination in my back yard? How will I consider radiation risks in relation to other aspects of resettlement? (Japan Times, 170403, Edahiro, 2016) It is the first time for this large scale resettlement project to take place in a region of high population density, similar to the situation we have around the nuclear power plants in Sweden. Now there is a unique opportunity to study the messages that are delivered by authorities to the people from decontaminated areas and how these messages are influencing people’s choices.Well-functioning communication is considered as crucial for the effectiveness of a decontamination project. The decontamination campaign benefits from clear messages on the priorities, risks and consequences of the project. (Räddningsverket, 2007) In the situation of emergency, such as in Japan after 3.11, the need for information on radiation risks combines with needs of rhetorical understanding of post-crisis communication.Comprehensibility, identification, attention to core values and symbolic actions are identified by earlier research as important rhetorical aspects in the late crisis stage of revitalization and rebuilding of community. (Ulmer, Sellnow, Seeger, 2016, 2011; Mral, 2011) A research project financed by The Swedish Civil Contingencies Agency will study if and how these rhetorical aspects of crisis communication are delivered and acknowledged. The aim is to identify rhetorical challenges in the communication between authorities on regional and local level, and key audiences.The project will run until 2019, and the results will be implemented to support information and education activities in the emergency planning.

    • This article offers a rhetorical perspective on the Swedish project of nuclear waste management – how inventio has been shaped throughout the project, with focus on alignment of perspectives and adaptation of argument to achieve a solution to an urgent problem – fi nding a location for spent nuclear fuel repository. The study fi nds that the organizations representing the “environmental” perspective have gradually (1970s-2010s) integrated the argumentation of the nuclear industry into their own position. Also the treatment of “environment” as a material ground for argument has changed over the years – from a separated topic for the critics of the repository project, to a commonplace argument, and from a local value to a political notion.

    • In international comparison, the Swedish nuclear waste management is considered a good example of how community acceptance is developed concerning high risk industrial projects. (Flynn et al 2005) From a communication perspective, this development of community acceptance has been a rhetorical project to a large extent. Throughout the history of the case, there are many examples of rhetorical situations – where government authorities and the nuclear industry have had the responsibility, and opportunity, to explain the waste management project to residents in a number of locations where repository site investigations have taken place. Conflicts between the industry and local populations occurred during the 1980’ies, related to drillings in order to test bedrock quality. These conflicts can be seen as situations in which the nuclear industry realized that previously functional rhetorical practices of risk communication failed and new practices had to be developed. They faced rhetorical crisis. In accordance with theories on crisis development, these situations were also occasions of opportunity for actors to meet in dialogue.The way of describing a problem of communication in terms of rhetorical crisis was introduced in 1981 by Thomas B. Farrell and Thomas Goodnight. It has shown to be a possible term to describe the historical situation of nuclear waste management in Sweden. (Mral et al 2011) The rhetorical dimension of risk communication and reason for crisis is related to the aspect of intellectio –a speaker’s preparation for a rhetorical situation. The presentation will focus on a part of a PhD project concerning the background of rhetorical failures in the waste management program of the 1980ies. The material of study is archival documents regarding the government authority (PRAV) that initialized therepository site investigations in the 1970ies, combined with biographies and interviews with people involved in two locations of conflict, Kynnefjäll and Almunge in the first half of the 1980ies.

    • This paper is a presentation of a work in progress, a part of a PhD project in rhetoric at Örebro University, Sweden. The aim is to understand how deliberation is affected by rhetorical crisis, and how deliberation might reduce the consequences of crisis. The way of describing a conflict in terms of rhetorical crisis was introduced in 1981, by rhetorical scholars Thomas B. Farrell and Thomas Goodnight. It has shown to be a possible term to describe the historical situation of nuclear waste management in Sweden.Swedish nuclear waste management is considered a good example internationally of how community acceptance is developed concerning high risk industrial projects. But it is also an example of how relations between different actors – such as environmental organisations, scientists, government authorities and the nuclear industry – have developed through what could be called communication breakdowns and breakthroughs. A number of conflicts between the industry and local population occurred during the 1980'ies, in connection with site investigations on different locations. These conflicts can be seen as situations in which previously functional communication practices failed and new practices had to be developed. In accordance with theories on crisis development, these situations were also occasions of possibility for actors to meet in dialogue.The concept of taming rhetorical crisis could be important for the understanding of the present situation of nuclear waste management in Sweden. To this date, a number of different projects have been initiated by the actors involved in order to handle the issue, which might be better understood in the light of crisis management. Deliberations initiated by the governmental body of the Swedish National Council for Nuclear Waste are in particular focus for this case.
