    • Denna uppsats vill placera göteborgshändelserna, juni 2001, i ett globalt perspektiv. Utan ett sådant är det svårt att förstå den politiska innebörden i vad som skedde. Stenkastning förekom förvisso, men också mycket annat som inte givits lika stor uppmärksamhet. Tiotusentals demonstranter i fredliga protester mot amerikansk utrikespolitik och hundratals kritiska seminarier om världens tillstånd. Den allmänna fråga som står i fokus är hur vi skall tolka det samtida motståndet mot vad som kallas globalisering och den kris för nationalstaten och demokratin som den samtida globaliseringsprocessen skapat. Vi menar att denna kris är en yttring av det förhållandet att det politiska systemet befinner sig i omvandling från westfalisk till postwestfalisk ordning, dvs. från en ordning dominerad av territoriellt organiserade stater till en mer öppen ordning med flera aktörer och flera auktoritetsnivåer. Vi menar också att olika politiska rationaliteter bakom dessa ordningar förklarar en del av de kommunikationsklyftor som kom att prägla göteborgshändelserna och dessas efterspel. Analysen görs utifrån en av Karl Polanyi (1957) inspirerad förklaringsmodell som länkar marknadsexpansion och motstånd. Utan en dialektisk teori om globalisering som en politiskt styrd process vilken genererar sociala motrörelser är det svårt att förstå de frågor som toppmötet i Göteborg handlade om, de motägelsefulla politiska budskap som olika aktörer förde fram, och, inte minst, de kontrasterande politiska metoder som användes.

    • Inför EU-toppmötet i Göteborg lanserades en speciell metod med syfte att fördjupa demokratin och minska riskerna för våldsam konfrontation på gator och torg. Metoden – den s.k. Göteborgsmodellen - utvecklades successivt under det gemensamma förberedelsearbetet som sent omsider kom till stånd mellan statsrådsberedningen, Göteborgs kommun, Göteborgs Universitet, folkrörelser, aktivister och polismyndigheten i Västra Götaland. Den bestod dels i politisk dialog mellan aktivister och politiska beslutsfattare och dels i praktiskt samarbete mellan aktivister, kommun och polis inom ramarna för den s.k. måndagsklubben. Det är sannolikt att parterna gjorde sina egna tolkningar av vad denna Göteborgsmodell innebar. För Göteborgs Universitet handlade det om att gå vidare i en strävan att öka sina samhälleliga kontaktytor, den s.k. tredje uppgiften, och tillhandahålla en arena för konflikthantering där fiendebilder kunde tvättas och hotbilder diskuteras.

  • Six controversies in search of an epistemology

    • Public engagement in planning and siting policy has been a political priority for some time, and there are various arguments as to why successful participation consistently proves to be an elusive goal. Emphasis is often laid on the incompatibility of local knowledge and technical knowledge, on the failure to invite "public" involvement at an early stage, and so on. In this paper, we examine a set of controversies about the siting of an upgraded railway line and associated stations in six neighbouring municipalities in western Sweden. Using parallel focus group discussions with different parties to the process, we draw two main conclusions. Firstly, local knowledge may equally be technorational, yet the positioning of actors determines when and how alternative arguments may emerge. This suggests that arguments over the necessity of social capital for successful participation may be a red herring. Secondly, policy processes are long and drawn-out, and new participants appear all the way through these processes. The category of "the public" is a fictional remainder category which undermines participative approaches. We suggest that opposition should be understood as an eternal factor in participative democratic policy processes, rather than a preliminary obstacle which can be alleviated early on. Hence we challenge assumptions about the rightful temporal positioning of participative practices and query the notion that early participation leads to "public ownership" of plans.

  • Improving Transnational Transport Corridors In the OIC Member Countries: Concepts and Cases

    • This study investigates the latest trends related to transnational transport corridors in the OIC geography, identifies the common challenges these corridors are facing and proposes recommendations for enhancing effective and efficient transnational transport corridors. The ultimate aim of the study is to raise awareness of transnational transport corridors among the OIC Member States as well as to trigger a serious debate around the issues identified and how to address them. Within the OIC geography, there are more than 100 transport routes dispersed over Arab, Asia, and Africa regions. It should be noted that not all of these transport routes are transport corridors. Transport corridors should meet the criteria of a multi modal transport corridor that facilitates trade. Transport corridors are denoted as such because, among others, (1) they are subject to an international treaty between countries that call it such, (2) there are common technical and operations standards, (3) the traffic is mostly international, and (4) the operating standards are usually higher than “ordinary” transport routes. The literature review and analyses conducted for this study were based on a framework of seven subject areas, in order to better understand the lessons learned from the best practices, and at the same time to identify the main challenges faced by the transport corridors outside the OIC geography. The seven areas of the framework, which were used as a basis for the entire report, are: (1) political and institutional factors, (2) economic factors, (3) trade facilitation, (4) social factors, (5) safety, security and legal liability, (6) technical and operational factors, and (7) environmental and energy factors. An in-depth investigation of the different aspects of each area was given for transport corridors outside and within the OIC geography. In addition three corridors were visited (TRACECA, INSTC, and TAH1), for which a detailed analysis of the findings is provided. Additional in-depth analyses were conducted for CAREC corridor 3, Northern Corridor, and Mashreq North-South Corridor.

  • Labor Market Regimes and the Effects of Monetary Policy

    • In this paper we use a standard multi-union, monopolistic competition model to investigate the qualitative and quantitative responses of inflation and unemployment to monetary policy activism under different institutional arrangements in the labor market, which are defined by the rigidity of nominal wages. We show that the effects of monetary policy on the real economy depend critically on the wage formation regime, and on the ways in which the restrictiveness of policy interacts with product price competition, with union centralization, and with the weight placed on real wage premiums as compared to unemployment in unions' optimal programs. Our interpretation of the results emphasizes how the posture of monetary policy toward inflation influences the strategic calculations that drive union wage setting behavior in different institutional settings.
