  • A World Order in Transformation? : A Comparative Study of Consequences of the War and Reactions to These Changes in the Region
  • 2024
  • Samlingsverk (redaktörskap) (övrigt vetenskapligt/konstnärligt)abstract
    • Russia's full-scale invasion and war of aggression against Ukraine has, in addition to all the destruction, grief and terror for the people concerned, unravelled the profound instability in what has conventionally been understood as the world order. The annual publication CBEES State of the Region report focuses on Central and Eastern Europe, the former Soviet Union, the Balkans, and the Baltic Sea region, where we find countries that are closest to the war. This year, we have engaged over 30 scholars to analyze how the countries in this region have been affected by the war to form a tentative understanding of the unfolding consequences of the war for the region. Understandably, the consequences of the war tie into historical and contemporary conditions that also preceded the war.The report presents a contemporary overview of the diversity of challenges the region and its countries face today, both on a macro level and on a grassroots level and gives a preliminary analysis of the implications for the region's future.

  • Subjectivity conditioned by narrative form : A narratological approach to emotion in narrative journalism
  • 2024
  • Ingår i: Journalism - Theory, Practice & Criticism. - : Sage Publications. - 1464-8849 .- 1741-3001.
  • Tidskriftsartikel (refereegranskat)abstract
    • In recent years, media researchers have displayed an increased interest in emotion as an element of the content in both news journalism and narrative journalism. These studies lack a theoretical definition of emotion and do not usually specify what characterizes narrative journalism more than it being "not objective" and, consequently, not similar to conventional journalism. In practice, they identify emotion through frames of personalization or explicit expressions of feelings and evaluations. However, narrative journalism integrates implicitly conveyed emotion. To enable a broader understanding of the function of emotion in narrative journalism, this article gives examples of and analyzes how emotion and the related concept subjectivity is used and discussed in two different fields of research: social sciences-influenced journalism studies and literature-influenced studies. The dualistic view on journalism as either subjective or objective is questioned when narrative journalism (also known as reportage or literary journalism) is placed in a professional context, where the genre is based on its own tradition and represents its own form of knowledge, due to its main characteristic: a narrative form. Finally, the article demonstrates how tools drawn from narratology can illuminate diverse storytelling techniques that transmit emotion implicitly rather than explicitly.

  • The perception of halal concept of hoteliers in the light of social exchange theory : a Swedish study
  • 2024
  • Ingår i: Journal of Hospitality and Tourism Insights. - UK : Emerald Group Publishing Limited. - 2514-9792. ; 7:4, s. 2403-2421
  • Tidskriftsartikel (refereegranskat)abstract
    • This paper aims at from the perspective of the social exchange theory (SET) gaining an understanding of how promotion of halal concept in Sweden is perceived by Swedish hoteliers. A mixed-methods approach has been used consisting of 62 completed surveys with closed-ended and open-ended questions, follow-up comments and five in-depth interviews with hoteliers in the mid-Sweden region. Content analysis has been employed. Three categories of meanings are the main findings: general perception, safeguarding Swedish secular values and financially unjustifiable have been discovered. Most of the respondents have been sceptical towards halal and Muslim-friendly hotel concepts due to financial and cultural challenges these two concepts have for the Swedish tourism and hotel industries. Based on the SET, this entails more costs than benefits and is especially at odds with Swedish-rooted secular values. This study provides practical implications and increased knowledge for tourism stakeholders including hotels in Sweden. This is one of the very few studies on halal tourism in Scandinavia and the first Scandinavian study on hoteliers' attitudes towards halal tourism.

  • Aquatic ecosystem function and environmental change across spatial scales
  • 2024
  • Doktorsavhandling (övrigt vetenskapligt/konstnärligt)abstract
    • Microbial communities comprise immense diversity, mediating numerous ecosystem functions such as nitrogen transformation in aquatic ecosystems. Yet, how microbial communities and ecosystem functions respond to changes in environmental conditions at different spatial scales in aquatic habitats is not fully understood. This thesis investigates the effect of changes in environmental conditions at different spatial scales on Baltic Sea microbial diversity and nitrogen transformation, specifically denitrification, with a focus on biodiversity-ecosystem function relationship. Two spatial scale settings were examined. A small spatial scale setting was examined with experimental mesocosms of benthic sediment of different salinity and dissolved oxygen levels and at different spatial arrangements, and an incubation experiment conducted with benthic sediments from two different aquatic habitats enriched with 15N nitrate isotope. Microbial diversity, denitrification gene transcript abundances, and potential denitrification rate were analyzed. At a large spatial scale of the Baltic Sea benthic and coastal seascape, a metadata-based modeling approach was employed to investigate how current environmental conditions and future climatic change scenarios affect the predicted spatial distribution of key taxa of denitrifiers and nitrogen-fixing filamentous cyanobacteria. Results showed that salinity and dissolved oxygen levels significantly influenced denitrification capacity, according to analyses of transcript abundances of nirS and nosZ genes, which was mainly driven by habitat environmental conditions rather than habitat spatial arrangement. Bacterial community composition in experimental mesocosms was significantly affected by salinity. Findings from the small scale mesocosms experiments indicate that salinity can be an important driver of microbial denitrification capacity and affect microbial diversity in studied mesocosms. At large coastal and seascape scales, multi-realm environmental variables from both marine and terrestrial domains had significant impacts on the predicted distribution of the studied microbial taxa. The predicted distribution under different global warming trajectories indicated that rising temperatures in year2050 and 2100 risk reducing the current bio-climatically suitable areas of the studied denitrifiers and filamentous cyanobacteria across the Baltic Sea. The studies with experimental mesocosms and modeling approaches presented in this thesis contribute knowledge and novel predictions on the spatial response of ecosystem function and microbial communities to ongoing and future environmental changes in the Baltic Sea.

  • Overview of automated decision-making landscape in the Italian welfare system
  • 2024
  • Rapport (övrigt vetenskapligt/konstnärligt)abstract
    • This report aims to give a first national overview of automated decision-making systems - ADM -adopted in the public sector in Italy. In the first part of the report it is intended to take a look at whatmethod was adopted for the research and the context in which this research was conducted. Then, inthe second part of the report, an attempt was made to highlight where ADM cases have beenimplemented in the Italian public administration, focusing on welfare sectors (core welfare sector)and municipal sectors (smart city projects). The aim is to give a framing in descriptive terms of theItalian situation in general. Finally, in the last part, four potential case studies, inherent to the field, are described, attempting to detect the potential ADM systems in use or in the making and theirpossible critical points.

  • ”Berätta för väst”. Vittneslitteratur från Gulagarkipelagen 1946–1953
  • 2024
  • Ingår i: Scandia. - : Scandia. - 0036-5483. ; 90:1
  • Tidskriftsartikel (refereegranskat)abstract

  • Between Memory and History : Retracing Historical Knowledge Through a Phenomenology of Afterlife
  • 2024
  • Ingår i: Jan Patočka and the Phenomenology of Life After Death. - Cham : Springer. - 9783031495472 - 9783031495489 ; , s. 139-152
  • Bokkapitel (refereegranskat)abstract
    • How can Jan Patočka’s phenomenology of afterlife enable us to understand the historiographical process in general and the role of testimony in the historiographical process, in particular? Patočka presents a phenomenological analysis of co-existence and afterlife where others continue to be with us, as a part of our lifeworld and our constitution of ourselves, even after they are gone. We see ourselves through others and we continue to experience our lifeworld with them, a relation that is transformed but not disrupted after their death. In historiographical discussions, historical knowledge is often defined in opposition to memories, on account of its distance to our immediate, personal relation to our past. Such discussions were famously undertaken by thinkers such as Paul Ricoeur and Pierre Nora. The aim of this paper is to place the phenomenological analysis of death and of loss within discussions surrounding the relation between memory and historical knowledge. In particular, it examines how we constitute and re-constitute collective memory and historical knowledge through testimonies and archives. It argues that we can understand testimonies and archives as different modes of being with the dead, modes that continue to constitute both our individual field of experience, and our collective historical situation.

  • De avvisade : om judarna som Sverige skickade mot döden
  • 2024

  • Ingår i: Classics in Media Theory. - Abingdon, Oxon : Routledge. - 9781040026519 - 9781032557960 ; , s. 24-38
  • Bokkapitel (övrigt vetenskapligt/konstnärligt)abstract
    • Drawing on Herta Herzog’s most famous text, ‘On Borrowed Experience’ (1941), this chapter highlights Herzog’s choice of methods, challenges the alleged rift between so-called ‘critical’ and ‘administrative’ mass-communication research, and tracks Herzog’s work as an important complement to Lazarsfeld’s and Merton’s famous efforts during the same era. In comparison with these two communication researchers, Herzog had a more cognitive and behavioural approach, influencing not only academic research but also commercial, applied research - not least in the service of advertising and PR agencies. In addition, Herzog contributed a gender perspective, as her studies explicitly focused on the everyday lives of women and their respective media habits. Finally, this chapter broadly summarises the foundations of the so-called ‘uses and gratifications’ model, of which Herzog can be said to have been one of the crucial inventors. Important challenges and shortcomings of this research approach are also highlighted.

  • Ingår i: Milestones in Digital Journalism. - New York : Routledge. - 9781040002964 - 9781003316152 ; , s. 1990-2012
  • Bokkapitel (övrigt vetenskapligt/konstnärligt)abstract
    • Interactivity in news storytelling has introduced possibilities for the audience to be in control of the story. These complex animations come from a convergence of skills and have managed to somewhat displace the boundaries of what journalism is, how it is produced, and how it can be consumed. In this chapter, a historical account of successful and failed media-rich news features will help us understand the hybrid role of interactivity in journalism and how it affects journalistic decision-making, starting with the forgotten technology of electronic paper (e-paper), originally designed for transmission over the digital audio broadcasting network (DAB), and the early development of news apps (news applications) such as ProPublica's Dollars for Docs to the animation used in the long-read format of The New York Times' “Snow Fall” and the development of journalistic crowdsourced data visualizations based on easy-to-use tools such as Swedish SvD's Räntekartan. Furthermore, visualizations in journalism include elements that engage and educate the audience, such as the sensor data-based German WDR animal welfare project Super Cows. While interactivity can soften hard news topics and make the audience stay longer with the content, news stories are protected by traditional norms. Therefore, interactive features are still modest, sometimes surprisingly simple, and normalized to traditional journalism practices.

  • Wartime segmentation : Class, gender, and nation in the marketing of consumers, Sweden 1939-1945
  • 2024
  • Ingår i: Enterprise & society. - : Cambridge University Press. - 1467-2227 .- 1467-2235.
  • Tidskriftsartikel (refereegranskat)abstract
    • In line with recent research that regards the Second World War as a "defining moment" rather than a temporary disruption to the development of consumer societies, this paper explores how consumers were imagined in nonbelligerent Sweden. The main empirical source material consists of business-to-business advertisements from newspaper and magazine publishers aimed at potential advertisers. There, publishers portrayed their readers as suitable consumers, and, given that the division of the press constituted the main infrastructure for reaching different consumer groups, this is interpreted as a key to understanding market segmentation processes. The findings show how geographical, demographic, and psychological factors were considered in optimizing advertising influence and reaching classed and gendered target audiences. Although the segmentation process consolidated during the war, focusing on stable, large consumer groups, the imagined consumer also underwent fundamental changes, combating anxiety and despair through dreams of both future and present patriotic consumption.

  • The reality of representation in Europe : the mode of leader selection in political parties
  • 2024
  • Ingår i: Political Research Exchange. - : Routledge. - 2474-736X. ; 6:1
  • Tidskriftsartikel (refereegranskat)abstract
    • Political parties's choices of who leads them can have a major bearing on politics. Recent research shows that selection procedures exhibit considerable variation, even among parties in broadly comparable European parliamentary democracies. The most common analytical approach is to focus on the ‘official story’–that is, what the parties’ statutes say that they do when selecting a leader. This, in turn, implies a heavy emphasis on the final stage of the selection procedure, in which the decision about who will lead the party is made by the ‘selectorate’. Yet this, the ‘official story’, is only a part of the process, and quite often not even the most important part. In this article, we seek to make the classification of selection processes more manageable and meaningful. We propose a typology of the ‘mode’ of selection, in which the emphasis is on the management of competition for the leader's position before the decision reaches the selectorate. We identify five modes of competition: open, enclosed, filtered, enclosed and filtered, and managed.

  • 2024
  • Ingår i: European Journal of Social Work. - : Taylor & Francis. - 1369-1457 .- 1468-2664. ; 27:5, s. 938-951
  • Tidskriftsartikel (refereegranskat)abstract
    • Return-to-work coordinators (RTWC) support people on sickness absence and is a new healthcare occupation in Sweden. Its practitioners represent a variety of professions, there is no common undergraduate training and vague role and competence descriptions. The aim was to explore differences in training and competence according to original professions (occupational therapists, physiotherapists, counselling, and other professions) and coordinators’ views on which professions they believe provide the best competence for the role. All RTWCs (82) in one region were invited to answer a questionnaire (89% response rate). Mixed-methods analyses were applied. The results showed that counselling professions were more likely than other professional groups to have further training, particularly in conversation methods, and a lower proportion of them stated needing more knowledge about gender equality, social problems, insurance/benefit and conversation methods. The analysis of free-text answers identified three competence areas of importance: advice and guidance, a holistic view, and personality over profession. Occupational therapists and social workers were seen as having the best competence for the coordinating role. The results outline some common values, norms and important competences for RTWCs that could help develop the RTW coordination training and pave the way for RTWCs professionalisation process.

  • 2024
  • Ingår i: International Journal of Law and Management. - : Emerald Group Publishing Limited. - 1754-243X .- 1754-2448.
  • Tidskriftsartikel (refereegranskat)abstract
    • PurposeThis paper aims to examine how Sweden, as a member state of the European Union (EU), has implemented the EU Directive on Public Access to Environmental Information (AEI directive) in the context of the principles of good administration.Design/methodology/approachThis paper adopts the EU law methodology, as this paper mainly examines the implementation of the EU AEI directive by the member states and, as an EU member state, how Sweden used procedural autonomy to implement the EU directive at the national level. The EU law methodology further guides how national laws are to be interpreted considering obligations under the EU law. This paper further applies a comparative review to determine the differences in the approaches used by the AEI directive and relevant Swedish national laws to facilitate access to environmental information.FindingsDespite Sweden used a minimalist approach rather than maximal harmonization while implementing the AEI directive at the national level, the Swedish model of the accessibility and availability of environmental information is fully compliant with the principles of good administration. The Swedish approach has an enormous effect on promoting access to environmental information as an integral part of good governance and fundamental rights.Research limitations/implicationsIt was not possible to perform a comparative review of court cases on relevant issues from different EU member states.Practical implicationsAccess to environmental information could be a tool for environmental democracy and sustainable development.Social implicationsAccess to environmental information could contribute to more public engagement and participation in environmental decision making and hence could make developmental projects more inclusive to meet societal objectives.Originality/valueThis study makes a unique contribution by evaluating access to environmental information in the context of the principles of good administration under EU law.

  • 2024
  • Ingår i: The Nordic Populist Radical Right. - London : Routledge. - 9780429199936 - 9781138387478 - 9781138390225 ; , s. 59-77
  • Bokkapitel (övrigt vetenskapligt/konstnärligt)abstract
    • How well do the policies of the Nordic radical right parties represent the preferences of their voters? This chapter addresses this question by matching the positions of radical right parties and their voters on a number of key issues. Going beyond aggregate dimensions such as left/right or GAL/TAN, the analysis focuses on specific policies related to the ideological core features of the radical right – nativism, authoritarianism, and populism – as well as to the environment and the economy. The results show that the radical right parties in the Nordic region provide voters with a unique policy package: they are more strongly opposed to immigration than are the parties from other party families, and they combine this position with an anti-European Union (EU) stance. However, in their cultural conservatism, their opposition to environmental protection, and their authoritarian stance on gay rights and civil liberties, the Nordic radical right parties are less representative of their voters.

  • Bokkapitel (övrigt vetenskapligt/konstnärligt)abstract
    • This chapter analyses the government participation of the Nordic radical right parties. Why, for example, were most of the parties excluded from government cooperation for many years following their entry into their respective parliament? Why have some of the parties joined government coalitions as full cabinet members, while others have opted to remain parliamentary support parties? And why did two of the parties choose to leave the government in between elections? Drawing on theories of coalition formation, of party behaviour, and of mainstream-party reactions to the radical right, this chapter traces the transition of the Nordic radical right from opposition to power. The chapter shows that, although size and policy are factors of fundamental importance, we also need to consider party strategy if we are to explain the variation in government participation by radical right parties in the Nordic region.

  • COVID-19 pandemic waves : Identification and interpretation of global data
  • 2024
  • Ingår i: Heliyon. - : Elsevier. - 2405-8440. ; 10:3
  • Tidskriftsartikel (refereegranskat)abstract
    • The mention of the COVID-19 waves is as prevalent as the pandemic itself. Identifying the beginning and end of the wave is critical to evaluating the impact of various COVID-19 variants and the different pharmaceutical and non-pharmaceutical (including economic, health and social, etc.) interventions. We demonstrate a scientifically robust method to identify COVID-19 waves and the breaking points at which they begin and end from January 2020 to June 2021. Employing the Break Least Square method, we determine the significance of COVID-19 waves for global-, regional-, and country-level data. The results show that the method works efficiently in detecting different breaking points. Identifying these breaking points is critical for evaluating the impact of the economic, health, social and other welfare interventions implemented during the pandemic crisis. Employing our method with high frequency data effectively determines the start and end points of the COVID-19 wave(s). Identifying waves at the country level is more relevant than at the global or regional levels. Our research results evidenced that the COVID-19 wave takes about 48 days on average to subside once it begins, irrespective of the circumstances.

  • Ingår i: European Review of Agricultural Economics. - : Oxford University Press. - 0165-1587 .- 1464-3618. ; 51:2, s. 506-532
  • Tidskriftsartikel (refereegranskat)abstract
    • Using Rwandan Integrated Household Living Conditions surveys (2013/2014 and 2016/17), we investigate whether financial inclusion leads to improved nutrition in rural Rwanda. Our empirical evidence shows a robust positive impact of financial inclusion by formal financial institutions, although informal institutions like tontines were ineffective in improving food expenditure or nutrition. Furthermore, the heterogeneous marginal effects of financial inclusion reduce the gender gap between the food expenditure and nutrition of female- and male-headed households. The results, hence, suggest that the country should promote formal financial inclusion to provide wide-ranging welfare effects by improving food security, nutrition and food expenditure in its rural communities.

    • The aim of this article is twofold. First, we analyze whether the decision of where to import from is affected by firms' ex-ante characteristics. Second, we analyze how the origin of imports affects firms' productivity, export sales, and the number of export markets. Using extensive data on Swedish manufacturing firms from 2007 to 2020, we uncover several significant insights. Nearly 80% of the firms engage in international trade. The smallest firms operate exclusively as exporters, medium-sized firms as importers, and the largest firms engage in two-way trading. While most imports originate from high-wage countries, there has been a gradual shift to low-wage countries over time. Self-selection is evident, with highly productive firms importing from all sources, followed by firms that exclusively import from either low-wage or high-wage countries, and the lowest-productive firms not importing. By controlling for self-selection using the Event Study approach and difference-in-differences matching estimator, we find that large importing firms exhibit no significant differences in productivity and export sales in comparison to their non-importing counterparts. However, small importing firms show increased productivity growth, driven by high-wage imports. Both small and large firms importing from high- and low-wage countries tend to access more high-wage export markets than non-importers.

  • Ingår i: European history quarterly. - : Sage Publications. - 0265-6914 .- 1461-7110. ; 54:3, s. 445-466
  • Tidskriftsartikel (refereegranskat)abstract
    • Between 1942 and 1945, Jewish inmates of a forced labour camp and later Auschwitz subcamp at Blechhammer (Blachownia Slaska, Upper Silesia) worked alongside British prisoners of war on the construction site of a giant synthetic fuel facility, the Oberschlesische Hydrierwerke. This paper examines the multifaceted forms of interaction between these two groups, who were situated at the opposite ends of a spectrum ranging from high survival rates to certain death. By reframing the Jewish inmates' perceptions of the POWs, it seeks to shed new light on a controversial debate on the nature of the relationship between them and the British prisoners. The paper argues that important aspects have been missing from this debate, as the Jewish inmates were not sufficiently represented and not viewed as active protagonists. The relations between Jews and British POWs were not one-sided, but rather interdependent in complex ways. Both groups used these contacts to gain strategic information on the war and jointly contributed to the Allied resistance effort. The barter with British POWs played a crucial role in the collective and individual survival strategies of Jewish inmates, whereas the British increasingly depended on the Jewish inmates to procure basic foods, when German rations ceased to be allocated. An analysis of the effects of British aid-giving showed that the actual impact on the physical survival of the emaciated inmates was negligible. However, these gifts were commonly interpreted as humanitarian gestures by both sides. Altogether, the British were encouraging symbols of resistance against the Nazi regime in the eyes of the inmates. Negative experiences were rarely corroborated and were often linked to poor English language skills, or a stronger identification with other nationalities.

  • Descendant of Migrants in Swedish Segregated Schools
  • 2024
  • Ingår i: Promoting Inclusive Systems for Migrants in Education. - London : Routledge. - 9781003263999 - 9781032193045 ; , s. 87-103
  • Bokkapitel (övrigt vetenskapligt/konstnärligt)abstract
    • Given the increased segregation of students (based on their class and migration backgrounds) in the Swedish educational system during recent decades, this chapter tells two different school stories. More than 98% of pupils in both schools are descendants of lower-class immigrant families. The first school (South school) is among those Swedish schools identified as ‘failing’, a typical school in a socioeconomically marginalised and segregated immigrant neighborhood with poor educational results. The second school (East school) is also located in a high-poverty district with the same school composition, which has succeeded in improving pupils’ educational achievements. It has been done through the ‘empowerment’ of pupils – that is creating an inclusive and supportive pedagogical school environment for students with working-class and immigrant backgrounds. This chapter aims to explore how different types of ‘school culture’ may affect initial inequalities, academic achievement and well-being of students with migrant background in marginalized communities. The case of East school indicates that even schools in such areas are able to equalise educational opportunities through building an alliance between students, parents and community activists on the one hand and bi-class and bi-cultural brokers like teachers and social workers on the other. © 2024 selection and editorial matter, Paul Downes, Jim Anderson, Alireza Behtoui and Lore Van Praag; individual chapters, the contributors.

    • Reviewer Frederik Appel Olsen takes issue with the approach we present in The Virtues of Green Marketing: A Constructive Take on Corporate Rhetoric (Palgrave Macmillan). In this response, we point out three aspects where Appel Olsen paints a misleading picture of our book. They concern a) the role of history in contemporary thinking, b) the role of Aristotle in our argumentation, and c) the legitimate place of rhetorical criticism. Thus, our response treats fundamental questions for the field of rhetoric.

    • One of the editors of this book was once a participant in a seminar with a famous French sociologist. The professor gave advice about projects and research ideas to the researchers and doctoral students that were participating. Then, someone asked the question of how best to understand one’s contemporaries and contemporary society. Perhaps the person asking the question had expected an answer about innovative research methods or about which social phenomena could say the most about the times we live in. But the sociologist had other advice. He said: stop following the noise of the news, turn off your feeds, and use the time you earn to re-read sociology’s classic texts. There was silence in the room. Would the way to understand the society of the 21st century go via texts written at the end of the 19th century, by people like Karl Marx, Émile Durkheim, Max Weber, and Georg Simmel?.

    • Janice Radway’s Reading the Romance (RTR) is a book that was published at the University of Pennsylvania, United States, in 1984 and soon after republished as a second edition (1987). RTR combines a text analysis with a reception study and an ethnographic study of mass-produced romance literature. The book revolves around a circle of female romance readers in a small American town and the bookseller who merchandises, recommends, and discusses the literature with the readers. The books themselves are also discussed as texts. Radway conducts narrative analyses and a psychoanalytic interpretation of the texts, uses questionnaires, and interviews readers, producers, and distributors. The book is considered a classic within Media Studies, Cultural Studies, Feminist Studies, and Comparative Literature.

    • This article is an investigation of neurodivergent reading practices. It is a collectively written paper where the focus is as much on an autoethnographic exploration of our autistic readings of autism/autistic fiction as it is on the read texts themselves. The reading experiences described come primarily from Yoon Ha Lee's Dragon Pearl (2019) and Dahlia Donovan's The Grasmere Cottage Mystery (2018), which we experience as opposite each other in how they depict their neurodivergent characters and speak to us as autistic readers. Through the article, we describe a formation of neurodivergent (critical) collective readings of autism/autistic fiction. The article contributes to an academic and activistic discourse around neurodivergent reader responses and power relations between neurodivergent and neurotypical readers and authors.

  • 2024
  • Ingår i: Environmental Policy and Governance. - : John Wiley & Sons. - 1756-932X .- 1756-9338.
  • Tidskriftsartikel (refereegranskat)abstract
    • In recent decades, collaboration has become a common policy instrument in public administration, both internationally and in Sweden. Inspired by scholarly literature on collaborative governance, the aim of this study is to analyze the crucial role of public administration in the design and implementation of collaborative governance. Drawing on several years of research on Swedish forest policy and governance, our work is based on extensive empirical material, including 88 semi-structured interviews, observations, written comments from open public consultations and actors, enacted policy documents, open public hearings and a survey. Our results confirm that factors related to process design strongly affect the outputs and outcomes of collaboration in public administration. We assert that public officials should meticulously design and adapt the collaborative process during its initiation and progress, according to the policy problem and actors' incentives and motivations to participate. However, despite good intentions by public officials, the overarching priorities and contextual factors governing the policy area must be set by elected decision makers at an early stage to establish democratic accountability and high levels of policy legitimacy and acceptance. A major implication for public administration is that the increasing use of collaborative governance may be highly inefficient if it is difficult for participants to draft shared objectives and provide intended outputs because of low levels of trust, and different interpretations of knowledge and norms. Finally, in contentious policy areas, such as forest policy, political priorities must sometimes be set by elected decision makers rather than through collaborative processes.

  • Validation of overall survival extrapolations made by TLV in the assessment of cost-effectiveness of oncology drugs in Sweden : A pilot study comparing extrapolated and observed life-years gained

  • Ingår i: Journal of Medical Economics. - : Taylor & Francis. - 1369-6998 .- 1941-837X. ; 27:1, s. 193-200
  • Tidskriftsartikel (refereegranskat)abstract
    • Aim: The aim of the study is to assess the accuracy of overall survival (OS) extrapolations in cost-effectiveness analysis made by the Dental and Pharmaceutical Benefits Agency (TLV) to decide on the reimbursement and use of oncology drugs in Sweden.Material and methods: TLV appraisals for oncology drugs were identified during a 5-year period (2013-2017). To be included each appraisal and health economic model must include a TLV base case extrapolation of OS. Further, Kaplan-Meier (KM) estimates on OS from the original and follow-up clinical trials must be available. Potential follow-up trials on OS were identified in ClinicalTrials.gov and the Lund University Libraries databases, and in the Swedish Medical Products Agency (MPA) and the European Medicines Agency (EMA) databases. In cases where the KM estimates were not available, data points from figures published in TLV's appraisals were extracted using the semi-automated tools Digitizelt and WebPlotDigitizer. The accuracy of survival extrapolations was assessed by comparing extrapolated and observed life-years (LYs), using three different measures: 1) difference in LYs between the treatment and control group; 2) LYs in the treatment group, 3) LYs in the control group. Results: We study TLV's preferred OS extrapolations and show that on average they overestimate the observed mean gain in LYs by 17%, and underestimate observed LYs by 5% and 1% in the treatment and control group, respectively. Conclusions: We conclude that it is feasible to validate OS extrapolations by comparing extrapolated and observed life-years. Even if survival extrapolations are reasonably accurate for the treatment and control group, respectively, this may still imply that extrapolations of LYs gained deviates to a larger extent. Follow-up studies on OS should be carried out to an increased extent to be able to validate, update and improve OS extrapolations in cost-effectiveness analysis of oncology drugs.

  • Governing the automated welfare state: Translations between AI ethics and anti-discrimination regulation
  • 2024
  • Ingår i: Nordisk välfärdsforskning / Nordic Welfare Research. - 2464-4161 .- 1799-4691. ; , s. 180-192
  • Tidskriftsartikel (refereegranskat)abstract
    • There is an increased demand for utilizing technological possibilities in the Nordic public sector. Automated decision-making (ADM) has been deployed in some areas towards that end. While it is linked to several benefits, research shows that the use of ADM, with elements of AI, also implicates risks of discrimination and unfair treatment, which has stimulated a flurry of normative guidelines. This article seeks to explore how a sample of these international high-level principled ideas on fairness translate into the specific governance of ADM in national public sector authorities in Sweden. It does so by answering the question of how ideas on AI ethics and fairness are considered in relation to regulation on anti-discrimination in Swedish public sector governance. By using a Scandinavian institutionalist approach to translation theory, we trace how ideas of AI governance and public sector governance translate into state authority practice. Specifically, regarding the definition of ADM, how AI has impacted it as both discourse and technology, and the ideas of “ethics” and “discrimination”. The results indicate that there is a variance in how different organizations understand and translate ideas on AI ethics and discrimination. These tensions need to be addressed in order to develop AI governance practices.

  • European voluntary sport clubs’ enabling and constraining effects on refugees’ social inclusion : an integrative review
  • 2024
  • Ingår i: Sport in Society. - : Routledge. - 1743-0437 .- 1743-0445.
  • Tidskriftsartikel (refereegranskat)abstract
    • European governments have increasingly relied on voluntary sport clubs (VSCs) to address social issues, particularly refugees’ social inclusion. Contemporarily, millions of Ukrainian refugees have fled to neighbouring countries; VSCs are thus more relevant than ever. This review synthesised the research on VSCs’ enabling and constraining features regarding refugees’ social inclusion. The review was conceptualised according to Bronfenbrenner’s Process-Person-Context-Time framework and DeLuca’s spectrum of social inclusion. The key findings indicate that: (i) initiatives are propelled by individuals with pre-existing capital and a commitment to social justice; (ii) the interaction between the organisational culture of VSCs and these individuals plays a crucial role in achieving social inclusion; (iii) VSCs often overlook refugees’ strengths; and (iv) cross-sectoral collaborations prove beneficial for VSCs. In summary, to effectively address refugees’ social inclusion, VSCs need support, resources, intercultural education, and exposure to nuanced notions of social inclusion.

  • Facilitating migrant youths’ inclusion into Swedish sport clubs in underserved areas
  • 2024
  • Ingår i: Nordic Social Work Research. - : Routledge. - 2156-857X .- 2156-8588. ; 14:1, s. 121-135
  • Tidskriftsartikel (refereegranskat)abstract
    • The Swedish sports movement has gained an increasingly profound role in addressing social issues. One such issue is migrant youths’ social inclusion in underserved areas, and the underlying assumption is that sports clubs fulfill an important function here. However, retaining migrant youths in organized sports in these areas is difficult, and sports clubs often struggle with the resources to satisfy social policies. This paper explored the practices of 12 experienced Swedish sports clubs to illuminate the strategies deployed to recruit and retain migrant youths in underserved areas. Sports clubs were conceptualized as local development-initiatives according to Rothman’s community work classification, and the results were analysed with Bronfenbrenner’s Person-Process-Context-Time framework. The results show that sports clubs are run by compassionate and locally embedded individuals, but that the representatives’ different forms of capital and sensitivity differentiate their success. Three processes are stressed as essential. Clubs need to establish robust relationships with migrant youths’ parents. Secondly, since clubs are contingent on driven, but strained, individuals, it is imperative to recruit and utilize (migrant) youth trainers. Finally, sports clubs must work in tandem with important institutions, such as the school. In summary, sports clubs must adopt creative strategies, and have resilience, time, and support. These findings indicate that enabling migrant youths’ inclusion into sports requires holistic solutions.

  • Socialization in Sambo and Inter-Generational Transfer of Sambo Values
  • 2024
  • Ingår i: Italian Sociological Review. - : QuiEdit. - 2239-8589. ; 14:2, s. 363-383
  • Tidskriftsartikel (refereegranskat)abstract
    • The sport of sambo is the result of the Soviet legacy, embedded in a rich historical tradition that seek to guide its practitioners through life. Here, I explore how this legacy is expressed through its practitioners, specifically, post-socialist sambo-practicing migrants. I conceptualize sambo’s imprint as a structural and cultural conditioner according to Archer’s (1995) analytical dualism, predisposing them towards certain situational logics. When the sambo practitioners interact with local sport environments, several courses of action are discerned. For the first-generation migrants who are born into the ‘sambo way’, the influence of sambo weighs heavily in their decision-making. This is negotiated, and the agency plays a vital part when integrating into the mainstream sports-sphere. However, for migrants not born into the sambo doctrine, the influence is peripheral and diminished in favor of other, stronger, belief systems. In conclusion, sambo exerts a strong normative force, but the transmission between generations severely hampers the meaning and impact of sambo.

  • Sports clubs’ role in community capacity development : illustrations from the Swedish sports movement
  • 2024
  • Ingår i: Community Development Journal. - : Oxford University Press. - 0010-3802 .- 1468-2656.
  • Tidskriftsartikel (refereegranskat)abstract
    • Strong political neoliberal currents in Sweden are directing attention toward communities’ responsibility to address local issues, particularly in disadvantaged areas. In parallel, community sports clubs in Sweden have gained strong traction as being sites where social issues can be addressed. In Swedish disadvantaged areas, where infrastructure is of poor quality, these clubs can be an important addition to statutory interventions, but they need to be further explored in terms of strategic pathways and conditions. Community sports have only recently been conceptualized with Chaskin’s capacity-building concept. In this paper, I seek to further stimulate this line of inquiry. By using material from two interrelated projects with informants in the sports movement, I show how sports clubs use multiple strategies according to three of Chaskin’s proposed strategies: leadership development, organizational development, and inter-organizational collaboration. By outlining an empirically dense illustration, this paper contributes to the research on sports clubs and their role in the community and provides suggestions on how strategical assessments must include how associations develop strategies online.

  • Ukrainian refugees and the Swedish sports movement : new opportunities and challenges
  • 2024
  • Ingår i: European Sport Management Quarterly. - : Taylor & Francis. - 1618-4742 .- 1746-031X. ; 24:3, s. 661-680
  • Tidskriftsartikel (refereegranskat)abstract
    • Research Question: The war in Ukraine has forced approximately eight million people into neighboring European countries. As part of sports clubs’ societal commitment, many have received Ukrainian refugees. However, compared to previous so-called ‘refugee waves’, forced migration from Ukraine is different in terms of demographics, culture, and (sports) traditions. This paper aimed to assess these ‘new’ nuances and their implications for the European sports movement. Research Methods: Data were gathered through 17 semi-structured interviews with Swedish sports club representatives, analyzed with a critical realist-inspired thematic analysis, and interpreted with Bronfenbrenner’s process-person-context-time framework. Results and Findings: The representatives expressed that Ukrainian refugees are more in-tune with organized sports compared to other refugee populations; however, there are also culturally discrepant ideas about sports. Specifically, there seems to be an influx of skilled (youth) refugees, who approach sports in ways incompatible with Swedish conventions about youth sports. While the sporting capital often enables easier inclusion, it also presents challenges in extreme cases. Implications: The findings show that the European sports movement must be attentive to new challenges and opportunities associated with the current humanitarian crisis. Sports representatives need to balance culturally sensitive approaches with ethical considerations regarding youth sports.

  • Ukrainian Refugees’ Differentiated Treatment: A Critical and Systematic Review
  • 2024
  • Ingår i: Global Networks. - : John Wiley & Sons. - 1470-2266 .- 1471-0374.
  • Forskningsöversikt (refereegranskat)abstract
    • This review examines the distinct treatment of millions of displaced Ukrainians amidst the ongoing conflict, compared to previous refugee groups in Europe, presenting a synthesis of research encompassing traditional and grey literature. Evaluating resettlement processes, the analysis underscores the unique factors shaping Ukrainian refugees' reception, shedding light on disparities compared to other refugee groups. Cultural perceptions, vulnerability, demographics and the framing of Russia as a common adversary influence responses from individuals, organizations and nations in unprecedented ways in Western societies. The discussion critically dissects these findings, proposing the concept of ‘promising victimhood’ for a nuanced understanding of differential treatment, while urging further theoretical development. This concise systematic review serves as a crucial benchmark for both academics and policymakers, emphasizing the need to address systemic injustices in refugee reception across various levels and sectors.
