    • Prescribed burning, to prevent larger fires or to encourage ecological restoration, is a highly contested practice, raising both complex practical questions relating to safety and techniques, and deep philosophical questions about the relationship between people and nature. Previous research either analyses conflict in forest fire management, or argues for social learning but does not discuss how this might happen. We explore what community engagement in fire management might contribute, and how policy conditions enable or constrain deliberative practices in fire management in two very different countries, Sweden and Australia. In Sweden, burning is gradually emerging on foresters' and nature conservationists' agendas, whereas in Australia, prescribed burning has been practiced and debated on a relatively broad scale for some time. Both countries rely much on technical expertise, while merging this with local knowledge in transformative processes in which conflicts and difference have a place could enhance the quality of the debates.

    • The Swedish government reported to the United Nations General Assembly Special Session (UNGASS) in June 1997 that all municipalities were underway with LA21. The investment programme was, however, not the first financial support provided by the national government to local initiatives. The chapter provides a general overview of the status of LA21, and introduces some of the main characteristics of its content as seen from the municipalities. It describes the national government's programme for Sustainable Sweden, and the local investment programme in particular in relation to LA21. The national government's understanding of sustainable development will be compared with the municipal picture. The chapter examines the extent to which local planning for sustainability has led to a greater use of participatory methods due to LA21. It concludes with the problems and prospects of LA21 in a country at the leading edge of implementation.

    • Sweden is often referred to as a forerunner in implementing Agenda 21, a reputation which the official overview of Local Agenda activities would seem to confirm. At the beginning of 1996, all 288 Swedish municipalities claimed to have started a Local Agenda 21 process. 1 The LA21 challenge has indeed implied a new and rather dynamic movement in Swedish municipalities. In this review of the Swedish experience thus far, we will analyse what sustainable development means in the practical work of local government and how the municipalities have interpreted the concept of Agenda 21. The contribution also highlights a particular aspect of Agenda 21 which we view as particularly important, namely its relevance to school education. In Sweden, Agenda 21 has been taken seriously by school authorities at both the central and local levels. An in-depth case study of LA21 activity in the schools shows how environmental consciousness can be raised among children and youth and what the results of such environmental education might imply for the community at large.

  • The Nature of Rural Development : The Case of Sweden

    • This is a scoping study in a project initiated by WWF1 and partners into the nature of rural development in Europe. The project analyses rural development policies and practices in a range of countries with a view to developing a more robust model for sustainable, integrated rural development in the European Union. The scoping study has been supported by WWF and the British countryside agencies and undertaken by IEEP3, CRE4 and a consortium of independent consultants in 10 different European countries, over the period May to December 2000. The countries chosen include 6 EU Member States (Austria, France, Germany, Spain, Sweden, UK), 3 accession countries (Hungary, Latvia, Poland) and Switzerland, which has pursuedits own approach outside the EU. The aim of this study has been to investigate actors, institutions and attitudes towards rural development, in order to help clarify key issues in working towards sustainability. It has started with a broad list of potential areas of interest, as follows:The driving forces for rural changeInstitutions and institutional arrangements for rural developmentNational perspectives on rural development principles and policiesThe role of the environment in rural development policies and outcomesThe role of social values (participation, equity, etc) in rural developmentThe resourcing of rural development policyThe role of the urban–rural interfaceAccountability versus flexibility and innovation, in policy delivery
