    • International policy emphasises the importance of slum dwellers' rights of access to cities and their social inclusion. Legalisation of land holdings in informal settlements is one way of enacting this policy. However, this measure favours house owners over the large proportion of tenants renting rooms in private houses in informal settlements in many cities in the global South. Rental housing is neglected by many governments. What role does the form of house tenure play in other processes of social inclusion in informal settlements? This article examines one of many forms of social inclusion: participation of tenants and owners in rotating savings groups and help groups in two areas in Mwanza city, Tanzania. The results indicate that both tenants and owners participate in groups, which are based not only on the geographical area of residence but on work, ethnicity and religion. The study also indicates that not all groups accept tenants as members, because of their high mobility.

    • In the wake of return to relative peace in Acholi region, northern Uganda, from 2006, land matters have taken centre stage. After having been displaced into camps for many years, people have started to go back home. Their return is complicated by many factors, including above all, land disputes. While the Ugandan constitution and land legislation protects customary tenure, the social and economic institutions that uphold this tenure regime have been severely weakened as a result of war and displacement. The combination of demographic changes following large-scale displacement and gradual return; social and economic conflicts emanating from biting poverty for most and accumulation by a few; uncertain territorial demarcations by way of changing and contested statutory and communal boundaries in the context of weak and subverted regulatory institutions, together deepen conflicts over resources. This article analyses these issues by examining a case of land acquisition in Amuru: a bid by the Madhvani business group to access huge tracts of land in western Acholi for purposes of growing sugar cane, and the heated debates and protests this case has generated, as played out by political representation in different arenas such as the media, courts and representative assemblies.

  • Climate Change and the Risk of Violent Conflicts in Southern Africa

    • This study aims to identify regions in the Zambezi River Basin in Southern Africa that are prone to risk of violent conflicts (collective violence, popular unrest) induced by climatic changes/variability. The Zambezi River is 575 kilometres long and the basin covers eight countries: Zambia, Angola, Zimbabwe, Malawi, Tanzania, Botswana, Mozambique and Namibia. Besides the ecological impact, the study argues that socio-economic and political problems are disproportionately multiplied by climate change/variability. Climate change/variability amplifies stresses on the socio-political fabric because it affects the governance of resources, and hence, is linked to the weakened mitigation and adaptation capacity of societies, that are already facing economic challenges (rising food prices, etc.). Society becomes highly vulnerable to climate induced conflicts when it suffers from poor central leadership, weak institutions and polarized social identities. Taking all these factors into consideration, this study identifies Bulawayo/Matableleland-North in Zimbabwe and the Zambezia Province in Mozambique as the most likely regions to experience climate induced conflicts in the near future. The reasons for arriving at this conclusion are: a) Climate change/variability will have a significant impact on these two regions; due to increasing water scarcity in Bulawayo/Matabeleland-North; and intensified flooding, sea-level rise, and costal erosion in the Zambezia Province. b) Due to climate change/variability, agricultural production in these two regions will become highly volatile, leading to severe food insecurity. c) Both regions are suffering from low quality political governance, having unscrupulous elites, weak institutions, and polarized social identities.

Den svensk-moçambikiske fotografen Sérgio Santimano har tagit bilderna och Anita Theorell har skrivit författarpresentationerna.Fotoutställningen finns tillgänglig för alla att ladda ner gratis men är skyddad av en Creative Commons licens. Det betyder att bilderna får användas i icke-kommersiellt syfte förutsatt att källa och fotografens namn uppges. Den erbjuder framförallt bibliotek ett ypperligt tillfälle att visa upp afrikansk litteratur för sina besökare.     • A photo exhibitionThe photo exhibition "Africa/has/the/floor" includes photographs of 20 of the African writers who visited the Göteborg Book Fair 2010. They write prose, poetry, drama and literature for children and the youth. They write in many different languages. These many facets of African literature are represented in this exhibition, which includes photographs representing the new generation of African writers as well as their established peers. The Swedish-Mozambican photographer Sérgio Santimano has taken the photographs and Anita Theorell has written the writers’ presentations.The photo exhibition is available to download for anybody, free of charge and is protected by a Creative Commons license. The photographs may be used for non-commercial purposes, provided that you state the source and the name of the photographer. It offers an excellent opportunity for, in particular, libraries who wish to showcase African literature to their visitors.
