Katastrofriskreducering är ett växande område, såväl politiskt som inom forskning och utbildning. Det handlar om att förstå de samhällsprocesser som skapar risk för katastrofer och som påverkar villkoren för organisationer och individer att hantera dem. Denna kunskap kan bidra till att minska exponering och sårbarhet för människor, egendom och miljö och utveckla samhällens, organisationers och enskildas förmåga att reducera risker och hantera katastrofers
konsekvenser, vad som på senare tid kallas resiliens.
Katastrofriskreducering innehåller både teoretiska kapitel och empiriska fallstudier baserade på aktuell forskning om katastrofriskreducering. Boken ger läsaren en god översikt av detta mångvetenskapliga kunskapsområde, genom att beskriva och problematisera centrala begrepp och perspektiv. Det här är en bok som vänder sig till såväl studenter och forskare som praktiskt verksamma beslutsfattare inom krisberedskap, humanitära insatser och riskhantering på myndigheter, i kommunal verksamhet och i icke-statliga organisationer.

Unpacking corrections in mobile instruction : Error-occasioned learning opportunities in driving, cycling and aviation training

- This article deals with the organisation of correction in mobile instructional settings. Five sets of video data (>250 h) documenting how learners were instructed to fly aeroplanes, drive cars and ride bicycles in real life traffic were examined to reveal some common features of correction exchanges. Through detailed multimodal analysis of participants’ actions, it is shown how instructors systematically elaborate their corrective instructions to include relevant information about the trouble and remedial action – a practice we refer to as unpacking corrections. It is proposed that the practice of unpacking the local particulars of corrections (i) provides for the instructional character of the interaction, and (ii) is highly sensitive to the relevant physical and mobile contingencies. These findings contribute to the existing literature on the interactional organisation of correction and mobility, as well as to ongoing work in ethnomethodology and conversation analysis on teaching and learning as members’ phenomena.

- This paper is an investigation of how the specific design and materiality of the artefact of the boat, as well as the various material, visual, technical and geographical practices at work in the space of Mediterranean Sea, orientate a specific space and produce a selective politics of seeing, saving and framing of bodies on the move. It highlights how the very presence and movement of ‘unseaworthy boats’ in this actively orientated space of the sea brings to the fore the many strategies and techniques that have been employed to make it a space of European control. We argue that this is an active and deadly orientation carried out in an often dispersed number of practices and interventions within a seemingly flat space of water. The paper concludes that border transgressors’ act of moving by boat, with all of the losses involved, both challenge and potentially reorientate European mobility regimes.

- There is quite some consensus that today’s international security environment has substantially changed following the end of the Cold War in 1989/90 and that this requires the transformation of modern armed forces from conventional ones to something else. This ‘something else’ may indeed be an expeditionary military. The military metamorphosis that is needed seems to be nothing less than a substantial overhaul of the armed forces in various dimensions. One obvious dimension is organizational structure. The second dimension is technology and especially armament technology where weapons and equipment need to be adapted to present-day conflict and combat challenges including a shift in focus of procurement policies. The third dimension rests with the assumption that the given, current security political landscape necessitates a change not only in the military’s organizational format and technological posture, but also in mindset. Changing the conventional military mindset towards one that is focused on expeditionary operations calls into question how such a transformation will influence the core values of the military. The fourth and final dimension is educating and training the soldiers because expeditionary operations call for additional skills and expertise compared to those required for a Cold War military mission.The contributions to this book focus on the mindset and the core values of an expeditionary military and take different avenues to approach these themes. At times, they also reach out into the other dimensions. The book is divided into two parts. The first part covers concepts and conceptual approaches, while the second part contains contributions that basically carry case-study character. The contributors belong to a wide range of academic disciplines, which allows for different avenues and perspectives on our topic, thus enriching our knowledge of the problems involved. The book is of great interest and relevance to academia, military practitioners and political decision-makers.

- This article addresses an underreported aspect of contemporary warring in the Democratic Republic of Congo (DRC): the experiences of women soldiers and officers in the Congolese national armed forces (Forces Armées de la République Démocratique du Congo [FARDC]). It thus addresses an empirical gap in scholarly and policy knowledge about female soldiers in national armies on the African continent, and the DRC in particular. Based on original interviews, the article explores the way female soldiers in the FARDC understand their identities as “women soldiers” and offers new insight into women soldiers’ role and responsibilities in the widespread violence committed against civilians in the DRC. Moreover, it explores how their understanding of themselves as “women soldiers” both challenges and confirms familiar notions of the army as a masculine sphere. Such insight is important for better understanding the gendered makeup of the military and for contributing to a knowledge base for Security Sector Reform in this violent (post)conflict setting.

Snowden’s revelations and the attitudes of students at Swedish universities

- Purpose – This study aims to map Swedish students’ attitudes towards Snowden’s revelations and their effects in the political and socio-cultural environment of Sweden.Design/methodology/approach – A questionnaire was answered by 190 Swedish university students. The quantitative responses to the survey and qualitative considerations of free text answers were statistically analysed.Findings – Swedish students had a high level of knowledge about the Snowden revelations; they actively searched for information, gave a positive judgement of Snowden’s actions and were willing to follow his example in Sweden, although not in the USA. They trusted their country and most of its institutions and authorities except for secret service agencies and the internet and computer software companies.Practical implications – This study could be used as a design of education for university students, especially in information technology programmes.Social implications – The study can be used for developing and applying policies on privacy, surveillance and whistle-blowing.Originality/value – This study is part of a bigger international study to map students’ attitudes towards Snowden’s revelations and their opinions about privacy, surveillance and whistle-blowing opening up for cross-cultural analyses.

I our effort to find solutions we have always tonegotiate and make compromises. A dialectic process is necessaryin security in order to identify significant interests and values,and to formulate principles and policies. Handling security issuesand working for secure IT systems demand continuousadjustment to relevant values as well as the necessary personalskills and suitable group processes. Focusing on the method andmaking sure that the right way of proceeding has been adopted isthe way to get satisfactory answers to the problems of IT security.The philosophical method of deliberative thinking seems to be thebasis of such methods.
