    • El 29 de abril de 2003, ocurrió la peor inundación catastrófica en la historia de la ciudad argentina de Santa Fe de la Vera Cruz. Al poco tiempo, el desastre se convirtió en una cuestión política, ya que se habían realizado graves acusaciones contra las autoridades y tomadores de decisiones con respecto a la negligencia, la corrupción y la falta de preparación para desastres. Surgió un movimiento de protesta demandando tanto la asignación de responsabilidades, como la compensación económica por las pérdidas sufridas por las víctimas. Este artículo analiza el papel de la memoria material y el olvido en el escenario del posdesastre, y más específicamente cómo los diferentes actores sociales en Santa Fe usaron los lugares y los objetos en una contienda por construir un memo-paisaje del desastre. El análisis se basa en etnografía de trabajo de campo translocal y transtemporal realizado en Santa Fe entre 2004 y 2011, y aplica las teorías antropológicas y sociológicas de la memoria a fines de analizar estos procesos.

    • El tema del presente número especial el de los eventos críticos, extraordinarios y disruptivos; de los sucesos y situaciones que interrumpen un determinado orden social, ya sean de índole ambiental, tecnológico, financiero, político o social, y que tienen un impacto grande en la sociedad involucrada. Nos proponemos aquí introducir al lector cómo se puede abordar este objeto de estudio desde la antropología social. El problema de los desastres y de las crisis no es de ahora, ni es exclusivo de América Latina. No obstante, en la región han aumentado dramáticamente los impactos de los desastres de origen hidrometeorológico y geológico en el último siglo (BID 2010; UNISDR y Corporación OSSO 2013) y muchos países tienen experiencia histórica y reciente de profundas crisis sociales, políticas y económicas. Son eventos complejos y con un alto impacto social, político y económico que representan un desafío muy grande para las sociedades para gestionar, mitigar y reducir. Como tales, los estudios científicos sobre la problemática son indispensables para comprender tanto causas como efectos y así desarrollar soluciones sostenibles.En este número especial se presentan cuatro artículos que presentan casos empíricos de América Latina, con énfasis en Argentina y Brasil, que demuestran cual puede ser el aporte antropológico para analizar los eventos críticos, antes, durante y después. El número no aspira dar una visión exhaustiva de la antropología de desastres y crisis en América Latina, sino dar cuenta de un campo de investigación en crecimiento en la región que ya está haciendo importantes contribuciones, tanto a los estudios multidisciplinarios de los eventos críticos, como a las políticas de reducción de riesgo y de gestión de crisis y desastres.

    • Flooding has long been a recurrent problem in the Argentinian city of Santa Fe, mainly affecting the poverty-stricken suburban outskirts. In 2003 one of the worst floods ever occurred, which also affected residents in the middle income sectors who had never been flooded before and who reacted with an extraordinary process of commemoration and protest against the government for its lax disaster management. Paradoxically, most other past disastrous floods in the city’s history seem to dwell in the shadows of social oblivion. Drawing on ethnographic fieldwork in the years 2004–2011, this article analyzes how local flood memories are made through daily life practices and places in the suburban outskirts, more than through public commemorations, which has implications for vulnerability and risk.

    • In recent years, interest in the different ways in which military employment affects individuals’ work-life balance (WLB) has grown. At the same time, research on military organizations and personnel has increasingly included time-related factors such as deploy-to-dwell (D2D) ratios to help explain adverse health effects of overseas deployments. The aim of this article is to explore connections between organizational systems for regulating deployment frequency and dwell (or respite) time with a particular focus on potential consequences for work-life balance. We focus on personal and organizational factors that shape the nature and outcome of work-life balance, including stress, mental health problems, job satisfaction, and turnover intentions. To explore these links, we first provide an overview of research on the impact of deploy-to-dwell ratios on mental health and social relations. We then turn to the regulation and organization of deployment and dwell time in Scandinavia. Here, the ambition is to identify potential sources of work-life conflict and associated effects for deployed personnel. The results provide a basis for further research into time-related effects of military deployments.

    • Background In Sweden the surgical surge capacity for mass casualty incidents (MCI) is managed by county councils within their dedicated budget. It is unclear whether healthcare budget constraints have affected the regional MCI preparedness. This study was designed to investigate the current surgical MCI preparedness at Swedish emergency hospitals. Methods Surveys were distributed in 2015 to department heads of intensive care units (ICU) and surgery at 54 Swedish emergency hospitals. The survey contained quantitative measures as the number of (1) surgical trauma teams in hospital and available after activating the disaster plan, (2) surgical theatres suitable for multi-trauma care, and (3) surgical ICU beds. The survey was also distributed to the Armed Forces Centre for Defence Medicine. Results 53 hospitals responded to the survey (98%). Included were 10 university hospitals (19%), 42 county hospitals (79%), and 1 private hospital (2%). Within 8 h the surgical capacity could be increased from 105 to 399 surgical teams, while 433 surgical theatres and 480 ICU beds were made available. The surgical surge capacity differed between university hospitals and county hospitals, and regional differences were identified regarding the availability of surgical theatres and ICU beds. Conclusions The MCI preparedness of Swedish emergency care hospitals needs further attention. To improve Swedish surgical MCI preparedness a national strategy for trauma care in disaster management is necessary.

    • Contemporary research on so-called Nordic branding has provided crucial insights into the social power of states and how various actors use and circulate ‘progressive’ nation brand tropes for political and commercial goals. Hitherto, the literature on Nordic branding has focused on a wide range of substantive issues, among other things, human rights, gender equality, social welfare and foreign aid, but considerably less attention has been paid to the topic of security. The present article adds to a small but established literature on how the security sphere is increasingly entangled with nation branding. In the Nordic region, we argue, the latter is particularly evident in the case of Sweden – one of the world’s largest per-capita arms exporters in the post-Cold War era but also a country known and often revered for its peaceful and progressive image. Focusing on the case of Sweden, the article contributes to knowledge of how defence industry-related actors (both public and private) draw on and frame nation branding tropes to sell and legitimise their products and services to both insiders (domestic constituents) and outsiders (the global security market).

    • It is becoming customary to define the English School (ES) as a group of scholars participating in a common inquiry related to a few central concepts, notably that of international society. Although the roots of the ES are often attributed to the British Committee on the Theory of International Politics, it is now said to be more of an open society of impersonal ties rather than an exclusive community based on personal relations. But how true is that assertion? If the School is theoretically open to anyone, why are its members predominantly male, white and Western? In this piece, we discuss three obstacles that prevent the ES from becoming a more inclusive venture.

    • This article explores how the protection of civilians is being militarized by African policymakers and diplomats. I draw on practice approaches to analyze what social groups are doing when they claim to “protect civilians.” I show how innovative protection mechanisms can be seen as a function of officials and diplomats coping with the changing circumstances of increasingly militarized politics in Africa. Specifically, accountability mechanisms for unintended and intended civilian harm by African security operations have originated in connection with this development. I argue that these are results of anchoring practices, which means that everyday informal interactions in one context become linked to another context. I argue that these emerging accountability mechanisms represent a new combination of practices, with the potential of changing the routine activities and mutual learning between policymakers and diplomats.

  • Legitimation struggles in international organizations: the case of the African Union

    • How do international organizations (IOs) and their proponents claim legitimacy, and how do their opponents undermine such legitimacy? This article develops a framework that accounts for the links between legitimation and delegitimation strategies and how they regularly produce ‘legitimation struggles’. Drawing on the case of the African Union between 2015–2020, the study goes beyond existing research in three ways. First, legitimation struggles are not simply related to input and output legitimacy but are deeply related to the social purpose of the organization. Second, legitimation struggles do not only involve IO representatives and member-states but are strengthened by a range of other non-state agents. Third, while discursive strategies are essential, legitimation struggles are reinforced when they are combined with behavioural or institutional legitimation strategies. Future research would do well to go beyond the current Western-centric bias and draw on our findings to investigate legitimation struggles under different conditions around the world.

    • This article explores how women in top leader positions navigate between the two contradictory cultures of masculinity and femininity and, in particular, if and how these positionings and negotiations develop over time. Drawing on working-life biographical interviews with women on the top of organizational hierarchies within the crisis management systems in the Nordic countries, the article illustrates women top leaders relating to norms of masculinity and femininity, demonstrating how these have shaped their roles as top leaders, and how these have shifted along their careers. It shows how, in the beginning of their careers, women in organizations marked by cultures of masculinity conform to these gendered norms, while in their roles as top leaders, they do gender differently and assume roles as change agents. The findings suggest that processes of navigation between organizational cultures of masculinity and societal cultures of femininity can be better understood when individual experiences are situated within their gendered social and cultural expectations.
