  • Public vs. private provision of charity care? : Evidence from the expiration of Hill-Burton requirements in Florida

    • This paper explores the consequences of the expiration of charity care requirements imposed on private hospitals by the Hill-Burton Act. We examine delivery care and the health of newborns using the universe of Florida births from 1989 to 2003 combined with hospital data from the American Hospital Association. We find that charity care requirements were binding on hospitals, but that private hospitals under obligation cream skimmed the least risky maternity patients. Conditional on patient characteristics, they provided less intensive maternity services but without compromising patient health. When obligations expired, private hospitals quickly reduced their charity caseloads, shifting maternity patients to public hospitals. The results in this paper suggest, perhaps surprisingly, that requiring private providers to serve the underinsured can be effective.

    • We document a clear increase in Swedish earnings inequality in the early 1990s, andthat much of this increase was generated by movements in and out of the labor market.Inequality in disposable income and earnings net of taxes and transfers also increased,but much less than the increased inequality in pre-government earnings. These di¤er-ent developments are most likely explained by the generous Swedish welfare system.Consistent with these observations, we see no clear trend in consumption inequality.We also estimate stochastic processes for household earnings. A simple random-walkprocess captures much of the life-cycle dynamics. But we .nd clear evidence that thetrue earnings process is not a random walk. We demonstrate that some estimationmethods result in severe upward bias in the estimated volatility of permanent shocksif serial correlation in temporary shocks is ignored.Our estimation results show that the increase in earnings inequality is almost entirelydriven by an increase in residualearnings inequality. Moreover, this increase wasmostly generated by an increased volatility of persistent shocks.

    • This paper employs a semiparametric procedure to estimate the diffusion process of short-term interest rates. The Monte Carlo study shows that the semiparametric approach produces more accurate volatility estimates than models that accommodate asymmetry, levels e¤ect and serial dependence in the conditional variance. Moreover, the semiparametric approach yields robust volatility estimates even if the short rate drift function and the underlying innovation distribution are misspeci.ed. Empirical investigation with the U.S. three-month Treasury bill rates suggests that the semipara-metric procedure produces superior in-sample and out-of-sample forecast of short rate changes volatility compared with the widely used single-factor diffusion models. This forecast improvement has implications for pricing interest rate derivatives.

    • Purpose – Efforts to address the role and responsibilities of large global corporations have predominantly focused on the need for increased and more effective global corporate governance, but this underestimates the need to articulate a global ethics for these corporations. This paper aims to analyse the Woolf Committee Report (WCR; the weapon company BAE Systems plc’s attempt to outline what it would take to become a global corporate leader in ethics) and benchmark it against an ethical response to corporate responsibility articulated as a global ethics. Design/methodology/approach – The paper is based on a textual analysis of the WCR. Findings – The WCR contains openings towards a re-articulation of the role and responsibilities of large global corporations, but it is predominantly a text that gives us more clues to how difficult it will be for BAE, or any other corporation, to “live” a global ethics. Research limitations/implications – Critical analyses of the language that corporations use in order to address their role and responsibilities are important. However, how texts influence practice is dependent on how they travel and more studies on such journeys are also needed. Practical implications – Given that textual analyses, such as ours, are re-connected to practitioners, such studies might contribute to making practitioners more discursively aware of the corporate talk that they are embedded in. Originality/value – The paper predominantly speaks to the field of business studies and its originality lies in its focus on a global ethics (without reducing this to governance) in relation to the role and responsibilities of large global corporations.

  • Bookonomy : The Consumption Practice and Value of Book Reading

    • In contemporary society, book readers are increasingly being valued as consumers. Literacy and reading are often subjected to an economic logic and seen as constituting economic operations in themselves. The overall research objective is to explore whether and to what extent book reading as consumption practice belongs with traditional understandings of economy and culture, consumption and value. This entails studies on different levels: theoretical, methodological and meta-theoretical. The main thesis is that we need to envision another mode of economy related to books and reading, captured in the concept of “bookonomy”.The methodological problems connected to the empirical study of consumption practice can be dealt with constructively if we engage consumers in complementary experimental activities. Visual sessions can contribute directly by: 1.) contextualizing practices in everyday life; 2.) exhibiting visible, material aspects, etc.; 3) uncovering invisible aspects such as the art and logic of practice. Using an abductive approach to science and several types of qualitative data, the study puts consumption practice in a new light.Several logics of book reading are uncovered: distributive, encompassing, additive, geometric, accounting, erosive, and depository. These logics of practice are better understood as consummation, rather than consumption. The meta-theoretical study suggested that unlike economic theory that teaches the allocation of scarce resources to meet infinite needs, bookonomy denotes an underlying pattern of complementary logics that gather together and distribute surplus, both historically and as driver into industrial mass production and post-scarcity. Where economic theory distinguishes between value-in-use (utility), value-in-exchange (value) and value-in-money (price), bookonomic value is an epiphenomenal type of value that simultaneously draws on, takes hold of, and deals out surplus. It is a surplus-to-surplus value-in-store, with a distributive logic at heart.
