    • Efter Parisavtalet 2015 har synen på politikens roll i klimatomställningen gradvis förändrats. Klimatfrågan betraktas numera som en viktig del av samhällsutvecklingen snarare än som ett isolerat problem. En central fråga i den nya klimatpolitiken är: hur kan samhällsutvecklingens inriktning påverkas så att ekonomin fortsätter utvecklas samtidigt som klimatmålet om nettonollutsläpp till 2050 nås? För att klara av en klimatomställning inom utsatt tid krävs strukturella förändringar av ekonomin. I denna rapport diskuteras politikens roll i att möjliggöra för näringslivet att ställa om, med utgångspunkt i forskning och lärdomar från historiska strukturomvandlingar. Författarna granskar vilka åtgärder och områden som klimatpolitiken behöver fokusera på för att Sverige, liksom övriga Europa, ska kunna uppnå det globala klimatmålet att begränsa temperaturökningen.

    • The target of zero emissions sets a new standard for industry and industrial policy. Industrial policy in the twenty-first century must aim to achieve zero emissions in the energy and emissions intensive industries. Sectors such as steel, cement, and chemicals have so far largely been sheltered from the effects of climate policy. A major shift is needed, from contemporary industrial policy that mainly protects industry to policy strategies that transform the industry. For this purpose, we draw on a wide range of literatures including engineering, economics, policy, governance, and innovation studies to propose a comprehensive industrial policy framework. The policy framework relies on six pillars: directionality, knowledge creation and innovation, creating and reshaping markets, building capacity for governance and change, international coherence, and sensitivity to socio-economic implications of phase-outs. Complementary solutions relying on technological, organizational, and behavioural change must be pursued in parallel and throughout whole value chains. Current policy is limited to supporting mainly some options, e.g. energy efficiency and recycling, with some regions also adopting carbon pricing, although most often exempting the energy and emissions intensive industries. An extended range of options, such as demand management, materials efficiency, and electrification, must also be pursued to reach zero emissions. New policy research and evaluation approaches are needed to support and assess progress as these industries have hitherto largely been overlooked in domestic climate policy as well as international negotiations. Key policy insights Energy and emission intensive industries can no longer be complacent about the necessity of zero greenhouse gas (GHG) emissions. Zero emissions require profound technology and organizational changes across whole material value chains, from primary production to reduced demand, recycling and end-of-life of metals, cement, plastics, and other materials. New climate and industrial policies are necessary to transform basic materials industries, which are so far relatively sheltered from climate mitigation. It is important to complement technology R&D with the reshaping of markets and strengthened governance capacities in this emerging policy domain. Industrial transformation can be expected to take centre stage in future international climate policy and negotiations.

    • How should we regulate independent central banks? The Riksbank and its monetary policy toolkit .Within what boundaries are independent central banks allowed to operate? This question is seldom discussed but has gained prominence due to the changes in monetary policy since the 2008/09 financial crisis. Notably, the Swedish central bank, the Riksbank, along with other central banks, has expanded its monetary policy toolkit to include so-called quantitative easing—primarily the purchase of securities, mainly bonds. Originally conceived as crisis instruments, these balance sheet measures have increasingly been embraced as monetary policy tools for stabilizing both the economic cycle and inflation. A growing body of literature suggests that these measures carry numerous adverse side-effects on the macroeconomy, and risk extending monetary policy beyond the original constraints set when the Riksbank gained independence in the 1990s. This article problematizes this evolution and raises the question of whether the monetary policy framework needs to be updated to limit the discretionary space of an independent Riksbank. The article concludes with a discussion on what potential reforms to this framework might entail.

    • We study the mapping and reporting of climate-related risks among firms listed on the NasdaqOMX stock exchange in Stockholm in four goods-producing industries. Our study contains two parts: (i) a study of the firms’ external communication through their annual reports, sustainability reports and webpages, and (ii) a follow-up survey of the top management team. The survey contains quantitative questions and free text answers, which provide additional insights into the mapping and risk-handling of climate-related risks among the firms. We find that firms are likely to engage in some form of mapping and reporting of climate-related risks, but there are variations among the firms. Furthermore, the management of climate-related risks appears to be a residual issue for most firms with little active engagement from the management team or board of directors.

    • This paper explores the evolution of Swedish stabilisation policies through six policy regimes between 1873 and 2019. We focus on discretionary policy decisions by estimating policy shocks using a SVAR model. Through these shocks, we explore how stabilisation policies have evolved over time and how policymakers responded to key economic events such as financial crises and wars. Our results show three key results (i) policies are often a source of destabilisation rather than stabilisation, (ii) regimes are designed for a specific time and ends when economic circumstances change, and (iii) fixed exchange rates worsen the economic effects of financial crises.

    • Inflation targeting is a common monetary policy regime. Inflation targets are often flexible in the sense that the central bank allows inflation to temporarily deviate from the target to avoid causing unnecessary volatility in the real economy. In this paper, we propose modeling the degree of flexibility using an autoregressive fractionally integrated moving average (ARFIMA) model. Assuming that the central bank controls the long-run inflation rate, the fractional integration order becomes a measure of how flexible the inflation target is. A higher integration order implies that inflation deviates from the target for longer periods of time and consequently, that the target is flexible. Several estimators of the fractional integration order have been proposed in the literature. Grassi and Magistris (2014) show that a state-based maximum likelihood estimator is superior to other estimators, but our simulations show that their finding is over-biased for a nearly non-stationary time series. To resolve this issue, we first proposed a Bayesian Monte Carlo Markov Chain (MCMC) estimator for fractional integration parameters. This estimator resolves the problem of over-bias. We estimate the fractional integration order for 6 countries for the period 1993M1 to 2017M9. We found that inflation was integrated to an order of 0.8 to 0.9 indicating that the inflation targets are implemented with a high degree of flexibility.
