- Organizing response operations during large-scale and complex disasters requires an ability to meet and adapt to sudden changes of plans. This paper presents descriptive accounts from an ethnographic field study of the work of a foreign Ebola response team during the Ebola outbreak on location in Liberia. The findings illustrate how response work is subject to frequent and rapid changes that result in unforeseen consequences that could cause frictions and dilemmas. The findings imply tentative implications for design, suggesting a need for improved decision support for re-planning and re-designing of ongoing response operations.

- This paper presents descriptive accounts from an ethnographic study of time-critical work in the domain of emergency response and the operative work of fire crews. The verbal communication as part of such work creates difficulties in providing accountability of the fire crew’s actions. The concept of work rhythms and temporal structures is used as an analytical framework. Design implications are presented suggesting that verbal communication should be made persistent, visible and accessible in order to support accountability. These design implications are discussed in relation to the fire crew’s work practice.

- Kapitlet belyser det arbete som genomfördes omedelbart efter att länsstyrelsen övertagit ansvar för räddningstjänst i samband med hanteringen av branden i Västmanland. Studien är baserad på en kort etnografisk fältstudie på plats i Ramnäs den 5 augusti 2014. Genomförda observationer presenteras i ett antal utvalda episoder som syftar till att synliggöra viktiga aspekter i att förstärka organiseringen i Ramnäs. Studien visar att samlokalisering, mötesstrukturer, informationshantering och teknikanvändning är centrala aspekter för att åstadkomma en förstärkt organisering. Dock visar studien att hanteringen av dessa aspekter sker ad-hoc baserat när problemen uppkommer och att lösningarna är pragmatiska där lokalt gripbara resurser och material tas i anspråk. Den organisatoriska förstärkningen sker i en dominerande grad i form av icke-självmedveten design vilket också leder till att de lösningar som skapas också leder till nya problem som behöver lösas. Resultaten från studien pekar på ett ökat behov av designkompetens för att utifrån ett självmedvetet designarbete forma och anpassa organiseringen för att på ett bättre sätt uppnå de fördelar som den förstärkta organiseringen syftar till.

After every major disaster, there is a never-ending call for new solutions that could improve emergency and crisis response work. This paper presents confessional accounts from one research group on how design oriented research could adopt a design perspective and organize research that have substantial potential in improving emergency and response work through innovative design of information technology use.
