    • The way that owners of PV systems are handled today gives, in practice, installations of very small PV systems relative to what would be possible if all appropriately oriented roof and facade surfaces were fully exploited. This problem occurs because there is a surplus of PV electricity for the system owner, who receives a zero or low value in relation to the electricity purchases that are avoided. For single-family houses, this means that without net billing it is economically optimal to install only up to about 2-7 m2 of the approximately 60 m2 that are available on the roof of a single-family house. Other end-user types, such as multi-family buildings, agriculture and industry, also show low use of available surfaces. With the current system, the major part of the possible PV production on buildings is hindered. This electricity production does not exploit any new land and has a potential in Sweden of about 10-15 TWh, assuming that 25% of the roof and wall surfaces that have at least 70% of optimum solar radiation are exploited. The effects of five different scenarios, without and with monthly or annual net billing for an electricity consumer who is also a PV electricity producer have been studied for ten different building types, including three single-family houses, two multi-family buildings and five other properties. The implications for four actors – the solar electricity producer, the grid owner, the electricity trader and the Swedish state – have been calculated. It is thus 200 different combinations that are reported. For each combination the outcome at any system size can also be seen in the reported figures. The amount of saved electricity for the PV owner depends substantially on the time-horizon of the net billing period. Monthly net billing would drastically improve the utilization of roof areas, but still limits the utilization. Annual net billing gives a similar additional improvement. With annual net billing, the roofs of all the studied types of properties could be covered either entirely with solar cells or as much as needed to cover the annual needs of electricity. A net billing limit, for example 63A=43.5 kW=313 m2, would be a size delimiter for larger buildings.Grid owners would be affected in the form of reduced revenues for the electricity transfer, reduced losses in the local grid and increased revenue from excess electricity which the PV owner donates to the grid. For electricity traders increasing system size means that sales to the PV owner decrease in the same way as bought electricity is saved for the PV owner. The balance responsible actor (BA), which takes care of generated solar electricity, can usually make a profit due to the price profile. This could also be the grid owner, or the BA designated by the grid owner, or an electricity trader chosen by the system owner depending on how the net billing is handled. If the same electricity trader is affected by the reduction in electricity sales and earnings due to the price profile, this will be favourable for the electricity trader.Looking at tax from PV installations, net billing has the same economic effect as if the PV owner had made an energy efficiency measure. The calculations have not taken into account the state's tax revenue of the investment, which today is higher than the loss of revenue for energy tax and VAT.For the further development of the PV market in Sweden it is of utmost importance to make it possible, as soon as possible, for PV system owners to get a reasonable compensation for their excess electricity. Net billing would be an easy way to solve this problem. The most practical and easiest way to achieve net billing would be if the grid owner could send a net value to the electricity trader. The period for net billing should be longer than one month if all available roof and wall areas are to be optimally utilized.

    • In the Swedish debate concerning disability issues it has been shown, as in many other countries, that the concept ‘participation’ has been used in a very vague and obscure way. For example, at an ideological level the concept often refers to ‘accessibility’. Others claim that it should be understood as ‘social integration’ or ‘inclusion’. In the International Classification of Functioning, Disability and Health (WHO) participation means ‘involvement’ in a life situation. In the literature there are several ways to approach the concept of participation. Broadly, it is used to describe a characteristic within the individual or the result of an interplay. The general aim of this thesis is to illuminate different forms of participation within the municipal upper secondary special programme for pupils with intellectual disabilities (ID).The study contains two main parts. On the one hand a semantic analysis is made for the purpose of illuminating different conceptual forms of participation. On the other hand a field study is performed. This empirical study can be described as a hermeneutically influenced field study designed to interpret participative patterns in everyday school situations.Data have been collected during a period of one school year. Several methods have been used in order to capture different kinds of patterns in the pupils’ participation in a chosen upper secondary individual program for pupils with ID. These methods involve participant observation in everyday school situations (which was recorded in field notes), interviews with pupils, staff and administrators.Rather often it is implied that a higher extent of involvement leads to a higher (or better) form of participation. My study showed something else. Several examples demonstrated how groups of pupils within the special programme setting gave up their involvement in specific activities since they wanted to show their belonging to a different community outside the school. The analysis showed that involvement, as one form of participation, is highly related to other forms of participation (for example formal and informal belonging). In one sense these pupils had a conception of how to behave in order to be accepted outside the special programme setting. Therefore it is possible to talk about the pupils in terms of different worlds of belonging. For a specific group of pupils the formal belonging to the special programme was a threat towards their self-image, which seemed to derive from another alternative world — with other ideals than are usually associated with special programmes for pupils with ID.

  • Doktorsavhandling (övrigt vetenskapligt/konstnärligt)abstract
    • The study aim at describing and analysing the practices of and conditions for senior managers in public administration, as well as which similarities and differences are in existence both within and between authorities in this respect. The practices of senior managers are studied in the light of two dimensions, one explicit that comprises the values, ideologies, interests, knowledge and feelings that senior managers express, as well as an executed dimension that encompasses physical activities, what managers do, how the work is executed, where work is done and with whom they work. These dimensions of managerial practices are studied with a special focus on leadership. The aim of this study can also be understood as to describe and analyse pedagogical processes (influence processes as well as learning and development processes) in a senior manager's work. The study has a multiple case study design comprising eight different authorities. Two sub-studies have been performed, one interview study consisting of 31 senior managers and one observation study comprised of six of these managers. The results show that leadership is a well-known concept, that great value is ascribed to it, that there is unanimity on the meaning of leadership as well as this meaning having changed over time. The results in the form of descriptions of managers' work show that there are many similarities between the managers in the study. For example, the work to a great extent is a question of interplay with other individuals and that in this social dimension the prerequisites for learning and developing processes exist. The study shows too that managers have a certain amount of room for action and that in their work managers take into consideration several different dimensions of contexts in the performance of their work. The managerial work is finally described in terms of an explicit and an implicit context with regard to the public character of the work involved. One conclusion is that there are differences between managers' conceptions of leadership that is executed. These differences can be understood by considering the background consisting of the simultaneous existence of normative respective experiential patterns of practice described in the study as the non-uniform work.Furthermore, the results indicate differences among the authorities but that these are small in relation to differences within the authorities. Thus the results can be interpreted as the immediate context in the form of a number of personal/local preconditions to a greater extent being formed for managerial work in relation to a more peripheral context. In this light, leadership is defined as a social, influence, learning and developmental process, which is executed as implicit and explicit work within the framework for a structural, an institutional and a subjective fields.
