  • Generational Bargain, Transfer of Disadvantages and Extreme Poverty : A Qualitative Enquiry from Bangladesh

    • Why do the poor stay poor? And, crucially, why are their children likely to be poor and end up poor later in life? This is a familiar question in the fields of development, social policy and economics alike. Bangladesh has seen notable successes in reducing poverty, and yet, addressing the transfer of deprivations and disadvantages within and between generations still poses a major challenge for policy-makers. To date, literature on inter-generational poverty remains dominated by large quantitative panel data. By contrast, this study draws on a unique qualitative dataset of 72 extreme poor households across Bangladesh, examining how inter- and intra-generational bargains generate extreme poverty. It is argued that, while poverty is transferred inter-generationally, it is not transferred equally. Rather, transferred disadvantages are shaped by persistent forms of deprivation, discrimination and a household-level political economy that is highly gendered. The inter-generational transfer of poverty should be seen as a dynamic and negotiated process that is crucially shaped by intra-generational bargains.

  • International Remittances and Private Interhousehold Transfers: Exploring the Links

    • We investigate the effect of international remittances from migrated family members on informal interhousehold transfers—an issue that has received limited attention in the literature. Using rich panel data from urban Ethiopia spanning 15years, we show that receiving international remittances increases the value of private domestic interhousehold transfers, whereas receiving domestic remittances does not have any effect. We also show that the transfers sent respond to shocks to a great extent. Our results provide new evidence on the trickle-down effects of international remittances, effects important to consider when analyzing the impact of international remittances on household outcomes in recipient countries. © 2019, European Association of Development Research and Training Institutes (EADI).

    • This article evaluates the impact of widespread training programmes provided by the Self-Help Group (SHG) programme. Indian SHGs are primarily non-governmental organisation (NGO)-formed microfinance groups funded by commercial banks. This article employs evaluation techniques appropriate for current borrowers of a national programme. In addition, the article addresses the double selection issue of membership and training. We correct for membership selection bias using a pipeline method. We then account for training endogeneity with propensity score matching. The results of regression-adjusted matching (which controls for both participation and training selection bias) reveal that specialised training, such as business training, has a greater impact on assets than general training. Furthermore, NGOs should specialise in business training. Sensitivity analyses confirm the robustness of these results.

    • Myanmar faces enormous development challenges in the midst of a rapidly changing and uncertain landscape both in terms of politics and international aid. This article probes into the intertwined nature of political development and the politics of development, drawing upon existing literature and contributions of this special issue. It critically analyzes the mismatch between the long-term societal change processes that Myanmar faces, on the one hand, and the instability of domestic politics and international development, on the other. It is argued that the prospects for development in Myanmar need to be assessed in a context of constant interaction between political development and the politics of development.

    • The purpose of this paper is to examine the hypothesis that increased participation in global value chains (GVCs), such as assembly of imported parts for exports, leads to higher economic growth. The focus is particularly on the extent to which this holds for low-income countries, and the role that capability-building, i.e. development of the national innovation system, plays in the possibility of benefitting from GVCs. The analysis is based on evidence from 125 countries over the period 1997–2013. To analyse the issue, a comprehensive framework that allows for inclusion of a range of relevant factors, including GVC participation (measured by the foreign value added embodied in a country’s exports), is applied. The results suggest that countries that increase GVC participation do not grow faster than other countries, when other relevant factors are controlled for. Small countries, and countries with low capabilities, appear to be particularly disadvantaged.

    • National framework conditions directly affect the productivity of firms, but also moderate returns on their technological efforts. Although this has long been recognised, there is a dearth of quantitative analyses that openly consider this hypothesis. Using a data set of 15 425 manufacturing firms in 32 developing countries, we investigate the impact of national institutions on firms' total factor productivity with the help of multilevel modelling. The results indicate that technological infrastructure and educational system make a large difference, and also most significantly interact with firms' technological capabilities. However, governance measures that are conventionally considered in the literature explain surprisingly little.

    • This article explores the gendered dynamics of Myanmar’s post-war economic reforms through an analysis of women’s experiences of development in Kayah (Karenni) state. In Myanmar, ceasefires and a reduction of armed violence combined with state-driven economic liberalization reforms are conditioned by, but also contribute to remake, gendered relations of power, privilege and marginalization. While new land legislation and development projects have contributed to loss of land and livelihoods among rural populations in general, our study demonstrates that women living in conflict-affected border areas are disproportionally affected. Drawing on interviews and participant observation, we show how this is directly related to an overarching gendered politi- cal economy defined by legacies of conflict, discrimination and uneven processes of development, which positions women as particularly vulnerable to new forms of inse- curity, dispossession and depletion generated by post-war economic transformations. We argue that the political and economic legacies of war in the state has produced a gendered division of labor that positions women as responsible for unpaid and under- paid informal and social reproductive labor, weakens women’s access to land, and results in physical, material, and emotional depletion. Through this focus, our study adds to research on development and economic restructuring in post-war contexts in general, and to emergent scholarship on Myanmar’s economic reforms in particular.

    •    This paper presents a framework for guiding policy-makers intervening in emerging innovation systems in 'catching-up' countries. The process whereby the central policy issues are identified rests on the notion that there are seven key processes, or 'functions', involved in the formation of such systems and that these processes can be empirically studied. A 'functional approach' is argued to be helpful in finding 'system weaknesses' that can act as focusing mechanisms for policy-makers. An illustrative case from Germany is followed by an analysis of emerging innovation systems in catching-up countries, in particular Brazil, Korea and Chile.
