    • In this chapter we explore how a decarbonized green state might develop. Climate governance provides venues towards decarbonization and for greening the state by steering and enabling transformative social change. We study low-carbon transitions in Sweden in a set of policy sectors for their potential to reduce carbon emissions, spur innovation and enter policy paths towards decarbonization. Sweden has been successful in supporting transitions in the energy sector but decarbonization is not institutionalized in the transport and industry sectors. While lacking a strategic focus on long-term decarbonization climate policy is dominated by the market-liberal norm of cost-efficiency.

    • Why do we need the green state to combat environmental problems? In this chapter, I highlight the key challenges the state faces in governance for sustainable development (GSD) with regard to policy, polity, and political dimensions, and elucidate and discuss the functions and responsibilities the green state brings to efforts to address these challenges. The green state possesses a unique capacity and legitimacy to foster and lead the transition towards a more sustainable society. Rather than being neglected or lost within the scholarly field of GSD, the state should be brought forward as an important actor in governance for sustainable development.

    • Small, isolated and vulnerable, island states tend to share characteristics favorable to the development of a green state. Being united on small closed patches of land, islanders are believed to nurture social capital, cohesiveness, homogeneity in attitudes and a common goal to protect their environmentally vulnerable country from ecological risks. Since all these characteristics facilitate responsive democracies, good institutions and collaborative environmental management, small island states have a potential to develop into green states. The chapter summarizes theoretical arguments to why this is the case and tests whether evidence of “green” transformation is found in small islands’ environmental performance.
