    • The future of aquaculture will depend critically on the extent of key externalities, how governance evolves to address these externalities, and the extent to which markets and other institutions provide incentives for technological innovation. Governance in this context refers to natural resource management and environmental regulation by governments as well as private sector initiatives and efforts by nongovernmental organizations that seek to influence consumer behavior, supply chain management, and production practices. Potential market failures in aquaculture include natural resource scarcities that stem from the problem of the commons and a number of environmental externalities. To consider appropriate policies and governance structures, we distinguish between externalities that are endogenous (determined within the sector) and externalities that are exogenous (determined outside the sector).

    • Global demand for freshwater and marine foods (i.e., seafood) is rising and an increasing proportion is farmed. Aquaculture encompasses a range of species and cultivation methods, resulting in diverse social, economic, nutritional, and environmental outcomes. As a result, how aquaculture develops will influence human wellbeing and environmental health outcomes. Recognition of this has spurred a push for nutrition-sensitive aquaculture, which aims to benefit public health through the production of diverse, nutrient-rich seafood and enabling equitable access. This article explores plausible aquaculture futures and their role in nutrition security using a qualitative scenario approach. Two dimensions of economic development - the degree of globalization and the predominant economic development philosophy - bound four scenarios representing systems that are either localized or globalized, and orientated toward maximizing sectoral economic growth or to meeting environmental and equity dimensions of sustainability. The potential contribution of aquaculture in improving nutrition security is then evaluated within each scenario. While aquaculture could be nutrition-sensitive under any of the scenarios, its contribution to addressing health inequities is more likely in the economic and political context of a more globally harmonized trade environment and where economic policies are oriented toward social equity and environmental sustainability.

  • Emerging COVID-19 impacts, responses, and lessons for building resilience in the seafood system

    • The COVID-19 pandemic and subsequent lockdowns are creating health and economic crises that threaten food and nutrition security. The seafood sector provides important sources of nutrition and employment, especially in low-income countries, and is highly globalized allowing shocks to propagate. We studied COVID-19-related disruptions, impacts, and responses to the seafood sector from January through May 2020, using a food system resilience ‘action cycle’ framework as a guide. We find that some supply chains, market segments, companies, small-scale actors and civil society have shown initial signs of greater resilience than others. COVID-19 has also highlighted the vulnerability of certain groups working in- or dependent on the seafood sector. We discuss early coping and adaptive responses combined with lessons from past shocks that could be considered when building resilience in the sector. We end with strategic research needs to support learning from COVID-19 impacts and responses.

  • Can small-scale fisheries survive market-based management? Nordic evidence

    • Market-based fisheries management systems give incentives to reduce the fleet size and employment, which increases earnings and contributes to resolve the tragedy of the commons. However, the often-stated expectation that economies of scale cause the disappearance of small-scale fishery is not observed in many cases. In this study, we investigate the effects on fleet structure in the period after introducing individual fishing quotas or individual fishing days with various degrees of transferability in selected fisheries in the seven Nordic countries. Despite observing economies of scale in most cases, it is found that the market-based fisheries management often does not reduce the small-scale fleet more than the fleet of large vessels. This is explained partly by small vessels targeting demersal species and large vessels pelagic species, and partly by the larger need of larger than small vessels to continuously utilize their capital stocks through fast adaptation to ensure return. A more important explanation is the regulation design, with limitations in sale of fishing rights and lease between vessel groups and regions and in the share of the total quota holdings of fishing rights by individuals and vessels. This is important for countries considering the introduction of market-based fisheries management, since the Nordic experiences show that with proper regulation design, economic gains can be achieved with small-scale fishing surviving even under economies of scale.

  • The myth of the poor fisher : Evidence from the Nordic countries

    • Fishers are often perceived to be poor, and low income levels are used to justify subsidies and other types of direct and indirect income support to maintain coastal communities. In this study fishers’ income levels are investigated in four Nordic countries; Denmark, Iceland, Norway and Sweden for different types of fishers and vessels and in comparison to alternative occupations. The most important result is that fishers in these countries are doing relatively well, and only in Sweden is the fishers’ average income level below the average national income. Within the fleets, there are substantial differences. Owners of coastal vessels tend to have the lowest income, and also lower than crews. Owners as well as crews on larger vessels tend to do much better and in the largest fishing nations, Iceland and Norway, they do especially well.

    • The dominant sustainable seafood narrative is one where developed world markets catalyze practice improvements by fisheries and aquaculture producers that enhance ocean health. The narrow framing of seafood sustainability in terms of aquaculture or fisheries management and ocean health has contributed to the omission of these important food production systems from the discussion on global food system sustainability. This omission is problematic. Seafood makes critical contributions to food and nutrition security, particularly in low income countries, and is often a more sustainable and nutrient rich source of animal sourced-food than terrestrial meat production. We argue that to maximize the positive contributions that seafood can make to sustainable food systems, the conventional narratives that prioritize seafood's role in promoting ‘ocean health’ need to be reframed and cover a broader set of environmental and social dimensions of sustainability. The focus of the narrative also needs to move from a producer-centric to a ‘whole chain’ perspective that includes greater inclusion of the later stages with a focus on food waste, by-product utilization and consumption. Moreover, seafood should not be treated as a single aggregated item in sustainability assessments. Rather, it should be recognized as a highly diverse set of foods, with variable environmental impacts, edible yield rates and nutritional profiles. Clarifying discussions around seafood will help to deepen the integration of fisheries and aquaculture into the global agenda on sustainable food production, trade and consumption, and assist governments, private sector actors, NGOs and academics alike in identifying where improvements can be made.
