    • This report, a joint effort by SEI and FORES, examines China’s efforts to develop domestic carbon markets, what is at stake, and key challenges that lie ahead.China has embarked on one of the largest endeavours in climate economics ever, to establish a national carbon emission trading system by 2015. As a first step, carbon-trading pilots have been initiated in seven provinces and cities. The success or failure of those experiments will to a large extent determine the future of climate policies in China. This report evaluates the progress so far and examines the key challenges ahead. While the attempts to develop a domestic carbon trading are sincere and ambitious, there are considerable difficulties. Many of the challenges are not particular to China, but common to any emission trading system. But there are also more profound worries about how to operate a market-based instrument given the current shortcomings of the Chinese market system in general.

  • Understanding regional dynamics of vulnerability : a historical approach to the flood problem in China

    • Throughout its long history, China is among the world's most flood-prone and consequently the most experienced countries in coping with floods. This is a dissertation about developing a historical approach for understanding regional dynamic change of vulnerability to flood hazards in the Chinese context, and providing an analytic base for the country's shift of its flood management strategy from the current predominant and prevalent flood control approach to a broader and more comprehensive risk management paradigm. The dissertation asks two central questions: (1) How can the changing vulnerability situation be better understood and analyzed so that the insights gained are most relevant for policy and practice? (2) What are the plausible pathways and key options for managing future flood risks in China in the context of rapid socioeconomic transition and climate change? By developing an analytical framework and a case study in the Dongting Lake area of China, and by outlining three fundamental dilemmas and three plausible pathways for managing future flood risk in China, the dissertation concludes that China needs a new flood management strategy--one that centers on vulnerability reduction and resilience building and one that embraces and internalizes variability and uncertainty in decision making. While a resilience strategy embodies a wide range of opportunities for long-term sustainable flood risk prevention and mitigation, the dissertation argues further that China faces major dilemmas in managing its future flood risks. Trade-offs between economic development and flood vulnerability reduction and between cooperation and tensions across diverse actors and scales cannot be escaped.

    • Soil organic carbon (SOC) plays critical roles in stabilizing atmospheric CO2 concentration, but the mechanistic controls on the amount and distribution of SOC on global scales are not well understood. In turn, this has hampered the ability to model global C budgets and to find measures to mitigate climate change. Here, based on the data from a large field survey campaign with 2600 plots across China's forest ecosystems and a global collection of published data from forested land, we find that a low litter carbon-to-nitrogen ratio (C/N) and high wetness index (P/PET, precipitation-to-potential-evapotranspiration ratio) are the two factors that promote SOC accumulation, with only minor contributions of litter quantity and soil texture. The field survey data demonstrated that high plant diversity decreased litter C/N and thus indirectly promoted SOC accumulation by increasing the litter quality. We conclude that any changes in plant-community composition, plant-species richness and environmental factors that can reduce the litter C/N ratio, or climatic changes that increase wetness index, may promote SOC accumulation. The study provides a guideline for modeling the carbon cycle of various ecosystem scales and formulates the principle for land-based actions for mitigating the rising atmospheric CO2 concentration.
