- This Discussion Paper is another result of the project “Liberation and Democracy in Southern Africa” (LiDeSA), which was coordinated at the Institute between 2001 and 2006. The papers are revised versions of presentations to a Session of the Research Committee “Comparative Sociology” at the XVI World Congress of Sociology held at the end of July 2006 in Durban. They explore the role of opposition parties under different aspects in several East and Southern African countries, which differ according to the socio-political determinants.

Governing the poor in Harare, Zimbabwe : shifting perceptions and changing responses

- This is a study of the 'terrain of urban governance', using areas of Zimbabwe's biggest city Harare as case studies. It presents and discusses sets of perceptions of poverty and the poor which influence policy development and decision making among urban 'governors'. Kamete shows the effects of positive as well as negative perceptions of the poor. He also problematises more conventional understandings of poverty and includes into his own conceptual understanding dimensions of deficient access to participation and citizenship. He shows that the relationship between power and powerlessness among the poor is much more complex than is sometimes assumed. The urban poor in Harare - since the emergence of significant political opposition in Zimbabwe in the late 1990s - have become both an important and volatile instrument to be wooed and paid by populist politicians. At the same time - in their patterns of voting - they have been a mainstay of support for opposition to the ZANU-PF government at both local and central level.

- Urban planning bases its interventionist strategies on the reasoning that change has to be rationally managed and that control is necessary in the 'public interest'. In Africa, for various bureaucratic and political reasons, urban planning has often been notoriously lax. In the face of uncontrolled urban development, many urban governments have abandoned comprehensive planning and increasingly resort to ad-hoc 'sanitising' measures of various kinds. This paper explores the forces and rationales that lie behind the intensified use of such 'non-planning' strategies. It draws on examples from Harare and Maputo, where urban authorities applied forceful measures to remove unplanned settlements and market places. In these cases the forces at work behind the scenes included the political strategies of elites seeking to maintain and strengthen political control over urban areas, rationalising and legitimising such unpopular interventions by appealing to ongoing efforts at 'city marketing' through international events, and referring to the imperative of upholding a modern city image. We discuss the tensions that arose from these decisions and the subsequent political processes among the intended 'victims', and between them and the authorities. In comparing and contrasting the cases of Harare and Maputo, we bring out the dilemmas of planning resorting to 'non-planning' and the complex politics triggered by such interventions.
