    • In this paper we provide a detailed description of the methodological steps involved in conducting a Service Design study in combination with Discrete Choice Experiments (DCEs). It complements the conceptual and epistemological argument developed for this methodological combination in Osborne et al. (2021, World Development, in review WD-19535). Service Design for the co-creative development of policy interventions in complex adaptive systems involves an iterative process of moving between the six methodological stages of (1) problem co-definition, (2) actor-centred mapping, (3) experience-based problem diagnosis, (4) rapid prototyping, (5) design and testing and (6) upscaling. We suggest using DCEs as a quantitative method that is contextually adaptable and comparatively fast and cheap to implement, as part of stage (6) design and testing. Whilst both methods can operate independently with their own strengths and limitations, we find their combination to add value to the processes and outcomes of each. We illustrate the general methodological approach with a step-by-step description of its application to Weather Index Insurance in eastern Uganda. Bullet points: Service Design co-creatively develops well-targeted solutions in complex adaptive systems. Discrete Choice Experiments quantitatively elicit actors preferences over the design of goods or services. Their combination can bring deeply contextualised, user-centred, operational and experimentally verified ideas for development interventions prior to their implementation. (C) 2021 The Authors.   • Towards more spatially explicit assessments of virtual water flows: linking local water use and scarcity to global demand of Brazilian farming commodities

    • Global consumption of farming commodities is an important driver of water demand in regions of production. This is the case in Brazil, which has emerged as one of the main producers of globally traded farming commodities. Traditional methods to assess environmental implications of this demand rely on international trade material flows at country resolution; we argue for the need of finer scales that capture spatial heterogeneity in environmental variables in the regions of production, and that account for differential sourcing within the borders of a country of production. Toillustrate this, we obtain virtual water flows from Brazilian municipalities to countries of consumption, by allocating high-resolution water footprints of sugarcane and soy production to spatially-explicit material trade flows. We found that this approach results in differences of virtual water use estimations of over 20% when compared to approaches that disregard spatial heterogeneity in sourcing patterns, for three of the main consumers of the analysed crops. This discrepancy against methods using national resolution in trade flows is determined by national heterogeneity in water resources, and differential sourcing. To illustrate the practical implications of this approach, we relate virtual water flows to water stress, identifying where global demand for water coincides with high levels of water stress. For instance, the virtual water flows for Brazilian sugarcane sourced by China were disproportionally less associated to areas with higher water stress when compared to those of the EU, due to EUs much higher reliance on sugarcane from water scarce areas in Northeast Brazil. Our findings indicate that the policy relevance of current assessments of virtual water flows that rely on trade data aggregated at the national level may be hampered, as they do not capture the spatial heterogeneity in water resources, water use and water management options.

    • Despite progress in recent decades, many crucial challenges to the eradication of extreme poverty remain intractable. Development interventions often fail to deliver sustained, transformational outcomes to households and communities. The field of design has demonstrated its capacity to deliver designed artifacts that enhance the livelihoods and well-being of people living in resource poor communities, but it remains unclear how its tools can contribute to interventions seeking multidimensional and transformational development outcomes. We present insights from two case studies, conducted in Kenya and Uganda, where a service design approach was applied to the design of two development interventions: a clean cookstove and fuel system, and an innovative insurance product to help farmers cope with climate variability. In both cases, experience mapping, archetype construction, and prototyping served to reveal individual needs, capacities, and values, and enabled the translation of this information into design features for the interventions. Using Amartya Sens capabilities approach as an ex post analytical frame, we show how these devices could guide designers seeking to deliver transformational development outcomes when co-designing services that aim for environmental sustainability and social well-being among low-income communities.

  • Embracing complexity: A transdisciplinary conceptual framework for understanding behavior change in the context of development-focused interventions

    • Many interventions that aim to improve the livelihoods of vulnerable people in low-income settings fail because the behavior of the people intended to benefit is not well understood and /or not reflected in the design of interventions. Methods for understanding and situating human behavior in the context of development interventions tend to emphasize experimental approaches to objectively isolate key drivers of behavior. However, such methods often do not account for the importance of contextual factors and the wider system. In this paper we propose a conceptual framework to support intervention design that links behavioral insights with service design, a branch of the creative field of design. To develop the framework, we use three case studies conducted in Kenya and Zambia focusing on the uptake of new technologies and services by individuals and households. We demonstrate how the framework can be useful for mapping individuals experiences of a new technology or service and, based on this, identify key parameters to support lasting behavior change. The framework reflects how behavior change takes place in the context of complex social-ecological systems - that change over time, and in which a diverse range of actors operate at different levels - with the aim of supporting the design and delivery of more robust development-oriented interventions.     • Decades of efforts to replace traditional cooking methods that rely on solid biomass fuels with cleaner-burning and more energy-efficient cookstoves have fallen short of expectations, typically because the new stoves are only used for a short time, or they fail to fully displace the traditional methods. This points to a need to better understand how cookstove users assign value to the new cooking technologies. Recent research has shown that service design methods can help cookstove developers and programme implementers to better understand users’ values, preferences, and needs and improve the stoves and supporting services to achieve greater success. This study builds on that work by combining service design methods and quantitative monitoring of cookstove usage in a small-scale pilot project to introduce clean burning biomass pellet cookstoves in two peri-urban areas outside Nairobi, Kenya. It identifies three different user archetypes, based on their primary motivation for trying new stoves – saving money, convenience, and health and safety. It finds critical weaknesses in the pilot intervention from the perspective of each archetype, and it verifies the findings of the qualitative analysis by reviewing the corresponding stove use monitoring data.

    • Background: The global food system is causing considerable environmental harm. A transition towards more sustainable consumption is needed. Targeted public policy interventions are crucial for stimulating such transition. While there is extensive research about the promotion of more environmentally sustainable food consumption, this knowledge is scattered across different sources. This systematic map aims to collate and describe the available evidence on public policy interventions such as laws, directives, taxes and information campaigns, for achieving sustainable food consumption patterns.Methods: We will search bibliographic databases, specialist websites, Google Scholar and bibliographies of relevant reviews. Searches for academic literature will be performed in English, while searches for grey literature will be performed in English, Swedish, Danish and Norwegian. Screening, including consistency checking exercises, will be done at two levels: title and abstract, and full text. We will use machine learning algorithms to support screening at the title and abstract level. Coding and meta-data extraction will include bibliographic information, policy details and context, and measured environmental outcome(s). The evidence base will be summarised narratively using tables and graphs and presented as an online interactive searchable database and a website that will allow for visualisation, filtering and exploring systematic map findings, knowledge gaps and clusters.

    • The persistence of problems such as endemic poverty, rising inequalities, climate change and biodiversity loss demands us to find solutions which are embedded in a highly complex web of interacting social, technological, and ecological processes. Service design (SD), an approach to directly involve citizens in the development and improvement of services and systems, shows promise as a tool to support the design of interventions to address complex development challenges in the Global South. In this paper we describe how service design was used alongside discrete choice experiments (DCEs) to inform the design of a Weather Index Insurance product for small holder farmers in Uganda. As part of the service design process, we used archetypes to capture and articulate the multiple vulnerabilities of farmers and quickly test prototype insurance packages to identify important design features. DCEs tested promising design features in a manner that complemented as well as triangulated the service design phase. The results of both phases were used to inform the design of a WII product that has been taken up by major insurance providers in Uganda. The approach complements and builds on qualitative work typically done to inform DCEs by opening up space for research participants to question core assumptions, and by involving respondents directly in the process of designing a future service.(c) 2022 Elsevier Ltd.   • Effects of public policy interventions for environmentally sustainable food consumption: a systematic map of available evidence

    • Background The global food system is inflicting substantial environmental harm, necessitating a shift towards more environmentally sustainable food consumption practices. Policy interventions, for example, information campaigns, taxes and subsidies and changes in the choice context are essential to stimulate sustainable change, but their effectiveness in achieving environmental goals remains inadequately understood. Existing literature lacks a comprehensive synthesis of evidence on the role of public policies in promoting sustainable food consumption. Our systematic map addressed this gap by collecting and categorising research evidence on public policy interventions aimed at establishing environmentally sustainable food consumption patterns, in order to answer the primary research question: What evidence exists on the effects of public policy interventions for achieving environmentally sustainable food consumption?Methods Searches for relevant records (in English) were performed in WoS, Scopus, ASSIA, ProQuest Dissertation and Theses, EconLit, Google Scholar and in bibliographies of relevant reviews. A grey literature search was also performed on 28 specialist websites (searches were made in the original language of the webpages and publications in English, Swedish, Danish and Norwegian were eligible) and Google Scholar (search in English). Screening was performed at title/abstract and full-text levels, with machine learning-aided priority screening at title/abstract level. Eligibility criteria encompassed settings, interventions (public policies on sustainable food consumption), target groups and outcomes. No critical appraisal of study validity was conducted. Data coding covered bibliographic details, study characteristics, intervention types and outcomes. Evidence was categorised into intervention types and subcategories. Visual representation utilised bar plots, diagrams, heatmaps and an evidence atlas. This produced a comprehensive overview of effects of public policy interventions on sustainable food consumption patterns.Review findings The evidence base included 227 articles (267 interventions), with 92% of studies in high-income countries and only 4% in low-income countries. Quantitative studies dominated (83%), followed by mixed methods (16%) and qualitative studies (1%). Most interventions were information-based and 50% of reviewed studies looked at labels. Information campaigns/education interventions constituted 10% of the sample, and menu design changes and restriction/editing of choice context 8% each. Market-based interventions represented 13% of total interventions, of which two-thirds were taxes. Administrative interventions were rare (< 1%). Proxies for environmental impact (85%) were more frequent outcome measures than direct impacts (15%). Animal-source food consumption was commonly used (19%) for effects of interventions on, for example, greenhouse gas emissions. Most studies used stated preferences (61%) to evaluate interventions.Conclusions The literature assessing policies for sustainable food consumption is dominated by studies on non-intrusive policy instruments; labels, information campaigns, menu design changes and editing choice contexts. There is a strong need for research on sustainable food policies to leave the lab and enter the real world, which will require support and cooperation of public and private sector stakeholders. Impact evaluations of large-scale interventions require scaling-up of available research funding and stronger multidisciplinary research, including collaborations with industry and other societal actors. Future research in this field should also go beyond the European and North American context, to obtain evidence on how to counteract increasing environmental pressures from food consumption worldwide.
