    • This collection focuses on the making and unmaking of cross-border micro-regions in Africa. Its main emphasis is that micro-regions are not givens, but are constructed and reconstructed through social practice, political economy and, in discourse, by a variety of states, corporations and non-state actors. The region-builders are the focus -- that is, those actors that build and make micro-regions and their associated region-building strategies. Key research questions are: for whom, for what purpose and with what consequences are micro-regions being made and unmade? There is also special emphasis on how people on the ground and local communities create their own region-building strategies and how they respond to the region-building strategies of others. The case studies -- by leading scholars of African studies and the result of extensive fieldwork -- include a wide selection of micro-regions all over Africa, such as the Maputo Development Corridor, the Zambezi Valley region, the Zambia-Malawi-Mozambique Growth Triangle, Walvis Bay, the Sierra Leone-Liberia border zone, cross-border micro-regions on the Horn of Africa, the Great Lakes region, North Africa, and so forth.

    • Can political institutions be too legitimate for their own good? The standard view of legitimacy treats it purely as a resource—political institutions that enjoy legitimacy can draw on voluntary cooperation among their subjects to reach their aims, which is believed to make them more effective than institutions that lack legitimacy and must instead use coercion or bribery to reach aims. We challenge this conventional wisdom by advancing a more general theory that is sensitive also to the costs of legitimacy. High levels of legitimacy, we suggest, can make political actors complacent about the status quo and cause them to pay insufficient attention to problems related to implementation. In contrast, low levels of legitimacy—or legitimacy crises—can serve as a wake-up call and motivate actors to work harder to reach their original or wider goals. We illustrate this theory through a case study of the African Union, assessing when and how legitimacy serves as a cost or as a resource for political institutions, with implications for decision-making, implementation, and effectiveness.

    • The paper argues that assessments of intervention impact need to include what occurs in the relation between interveners and those intervened upon. Determinations of success and failure of interventions are partial unless they take seriously the role of local dynamics and cultural meaning systems that inform social action as well as the power relations between intervener and ‘intervened upon’.

    • This chapter advances a theoretical framework for studying how, why, and with what impact on audiences, global governance institutions (GGIs) are legitimated and delegitimated. The first component of the framework concerns the distinction between agents and objects. An agent enacts practices of (de)legitimation, whereas an object of (de)legitimation is what is being (de)legitimated, namely the GGI or specific policies. The second component is an agent-structure approach enabling the study of (de)legitimation processes within broader institutional and structural contexts. In this regard, the chapter identifies institutional set-up, policy field, and social structure as particularly relevant factors to account for variation in (de)legitimation across GGIs. The third component of the framework consists of practices, justifications, and audiences of (de)legitimation. Legitimation practices are what different agents engage in when they legitimate or delegitimate GGIs. Justifications are the substantive normative content these agents draw on when engaging in such practices. Audiences are the actors on the receiving end of these processes. The chapter develops overall theoretical expectations related to variation in practices, justifications, and audiences of (de)legitimation across GGIs.

    • This chapter explains variation in discursive, behavioral, and institutional legitimation and delegitimation practices with reference to the nature of the policy field and transnational actor access. Theoretical expectations are probed through a comparison of two intergovernmental global governance institutions during a legitimacy crisis: one operating in the policy field of sustainable development (the United Nations Framework Convention on Climate Change, UNFCCC), the other being a multi-purpose regional organization (the African Union). The chapter finds that the institutionally complex nature of the policy field of climate change explains the rich diversity of discursive, institutional and behavioral legitimation and delegitimation practices in the case of the UNFCCC. In contrast, despite operating in several policy fields, legitimation practices in the African Union are predominantly discursive in nature and dominated by state actors. The high degree of access and openness within the UNFCCC explains variation in (de)legitimation practices. Although the African Union seeks to portray itself as a people-oriented union, the involvement of transnational actors is undermined by a range of exclusionary measures, which explains the limited variation in legitimation and delegitimation in this case.

    • Although there is much rhetoric about that the EU is the world’s biggest aid player, its role as an “actor” in the field of development is ambiguous and sometimes even counterproductive. While, on the one hand, the EU plays a instrumental role in the international policy discussion in multilateral fora and on global development policy (e.g. Paris Agenda on Aid Effectiveness, Millennium Development Goals, poverty reduction programmes, budget support etc.), on the other hand, the EU often fails to act as one ‘on the ground’ in the developing countries. In fact, in contrast to its official policy the EU is not a unified actor or a functioning aid coordination mechanism, at least when focus is placed on development cooperation in Africa. In practice the European Commission often acts as “the 28th” member state, conducting its own aid policies, rather than serving as the hub for donor coordination within the EU as a whole. The much talked about European Consensus on Development Policy is, as one donor official in an EU member state put it, “ice thin.” Although a functionalist perspective underpins much of the policy debate and official proclamations of how EU policy should look, it does not, however, explain the general lack of European donor coordination occurring on the ground, where it is really needed. This chapter shows that the EU’s largely ineffective coordination strategies in Africa have not been primarily driven by a concern to increase aid effectiveness according to a functional logic, but are instead driven by two alternative explanations, namely ‘identity’ and ‘bureaucratic politics’. When policies are driven by identity and bureaucratic politics rather than by functional objectives, the opportunities for compromise and for reaching common ground are reduced.
