    • Rapid urbanisation is one of today’s biggest global challenges. Nordic Sustainable Cities is a flagship project under the Nordic Prime Ministers’ initiative Nordic Solutions to Global Challenges that seeks to shed light on this challenge from a Nordic perspective.The White Paper on Nordic Sustainable Cities develops a narrative to describe the “Nordic Sustainable City”. It forms a basis for the knowledge sharing effort that will be carried out by Nordic Innovation, Nordregio’s sister institution under the Nordic Council of Ministers in 2018. This work aims to export Nordic stories as a means of branding the Nordic Region and contributing to global efforts towards urban sustainability.

The booklet and the white paper has been made as part of the Nordic Sustainable Cities project. Nordic Sustainable Cities is one of six flagship projects under the Nordic prime ministers’ initiative Nordic Solutions to Global Challenges, which is coordinated by the Nordic Council of Ministers.

  • Reframing Kiruna's Relocation-Spatial Production or a Sustainable Transformation?

    • Due to the expansion of nearby mining operations, the city of Kiruna, an arctic city in Sweden, has been undergoing a massive urban transformation, led by the mining company, Luossavaara-Kiirunavaara Aktiebolag (LKAB), which is the largest iron ore producer in the EU. This paper explores this relocation in a three-sphere transformation framework that has sustainability as the outcome (practical sphere), and analyses it as a socio-spatial transformation process, including political decisions as its driving forces (political sphere), to examine how this outcome and decisions represent individual and collective values (personal sphere). The analysis of three spheres is used as a tool to understand how and why Kiruna's urban transformation is deemed to be sustainable, as it claims, and which it is being globally acknowledged for. Methods include analysis of Kiruna's new master plan, media representations, and interviews with key actors of the project, who include municipal planners; the mining company's planning developers; consultants, as the designers of 'Kiruna 4-ever' and the new city center; as well as the city's residents. The analysis is a critique of the approaches that fit this project into either the critique of market-led spatial production, or as an example of best practice, based on its participatory processes. Results indicate that although Kiruna's relocation is claimed to be a transformation of collective values, practical and technical transformations were dominant, which represents only partial responses in the framework. Therefore, a multi-voice narrative challenges the sustainability of Kiruna's transformation.

  • Determination and Evaluation of Landslide-Prone Regions of Isparta (Turkey): An Urban Planning View

    • Landslides represent a significant hazard affecting human life and property and threaten the sustainability of human settlements. They are among the most critical threats after earthquakes in Turkey. In 2020, 107 landslide events occurred in Turkey. Implementing proper policies, strategies, and tools for landslide risk mitigation remains challenging for urban planning institutions. In the plan preparation phase, urban planners and plan-making authorities, agencies, or institutions may overlook landslide risks due to a lack of data or related studies. Therefore, this article aims to develop a novel spatial analysis for identifying landslide-prone areas at the provincial level from an urban planning perspective. The analysis is compared to the approved upper-scale plan, and the results are used to build a more robust understanding of landslide risks for sustainable urban development. Isparta Province is selected as the study area, as it has active landslide areas. The methods used include a literature survey including internet sources, newspapers, plans, articles, and other research projects and a case study utilizing a GIS spatial analysis. The spatial analysis using GIS is based on three landslide inventories currently available in Turkey. This spatial analysis is developed to determine landslide-prone regions by considering thematic layers, triggering factors, and vulnerability inputs. As a result of this analysis, five landslide-prone areas in Isparta Province are determined. When these regions are compared to the upper-scale plan that covers the province, it is found that land use and planning decisions have neglected landslide risks, and urban areas are at high landslide risk. Several specific principles and strategies, such as a spatial inventory database and an integrated planning approach including landslide-prone areas, are stated with a reliable spatial analysis to assess landslide-prone areas on a regional scale, which can be applied later in any city and region of Turkey.
