  • Evaluating the effectiveness of an armoured brigade staff

    • The purpose with this chapter is to present a study of the effectiveness of an Armoured Brigade Headquarters (HQ) in some specific respects. Important issues were (1) how is the HQ Staff dimensioned in relation to its tasks, (2) how does the three staff processes work (Planning, Execution and Coordination / Decision) and (3) how well does the HQ’s Standard Operating Procedure (SOP) and Battle Rhythm  function in the light of the HQ’s organization and work processes? The study was designed as a survey study and was based on the following four instruments: (1) Military Command Team Effectiveness Instrument (CTEF 2.0; Essence, Vogelaar, Baranski, Berggren, Van Buskirk, Goodwin & Myller, 2008); (2) Measurement of workload according to the Borg scale (Borg, 1998); (3) Subjective assessments of quality of the Brigade HQ’s orders and reports, and (4) verification that the Brigade HQ followed it’s Standard Operating Procedure. Fifty-four staff members of an Armoured Brigade HQ volunteered as participants. In the study, the HQ was challenged with a peace support / peace keeping operation exercise.The overall result regarding the CTEF and quality measurements on orders and reports indicate that the HQ worked well during the entire exercise and that the SOP and Battle Rhythm worked rather well. However, through the CTEF, four problem areas were identified. These areas regarded (1) the level of uncertainty in the mission, (2) the high complexity of the task, (3) the perceived instability of the objectives that were supposed to be attained in the mission environment, and (4) a high level of workload in some staff sections. Three of these areas are not under the control of the Brigade HQ (high level of uncertainty, high task complexity and unstable objectives of the operation). However, the fourth area, workload, could be influenced. Some staff sections seem to be undermanned in the current organization and that problem needs to be handled, by increasing some staff sections or by moving some duties to other sections.

    • Den här rapporten innehåller en sammanställning av abstracts som ligger till underlag för de presentationer som presenterades på konferensen Grundvattendagarna i Lund den 16–17 oktober 2013. Konferensen anordnades av SGU i samarbete med Geologiska institutionen på Lunds uni-versitet och Länsstyrelsen Skåne. Ett av konferensens syften var att få till en bred uppslutning från olika organisationer, myndigheter, konsulter, universitet, etc., och att skapa goda förutsättningar för att överföra kunskap och knyta kontakter för framtida samarbeten. Totalt har inte mindre än 59 olika bidrag kommit in och omfattningen på innehållet är verkligen stort. Det har varit en ära att få anordna konferensen och vi är tacksamma för det stora intresse som ni visat.

  • Mastering Tactics : Exploring and measuring victory in battle

    • This dissertation investigates effective military tactics in contemporary battle by measuring parameters behind successful and less successful tactical performance. As such, knowledge of tactics gives practitioners, scholars, and scientists in war studies a better understanding of battle results. The purpose of the dissertation is to test existing theories to create a new theory about what influences tactical results in battle and provide an explanation of what leads to tactical victory. Victory can be explained by tactical elements that affect success during battles. Moreover, victorious battles can partly be explained through some of the skills tacticians possess in comparison to those who lose their duels. Furthermore, the dissertation is an approach to critically evaluate tactical competence and identify what is successful tactics and how the theories are consistent with practical experiences. With increased insight into who and how tactics affect the victory or loss of battle, we have the opportunity to improve the development of skills in the field of military and tactics that research, analyse, and practice warfare. The dissertation consists of four independent articles. These articles correlate personal capabilities such as level of expertise, attitude, general intelligence, and individual decision-making styles, to levels of victory. Summarizing all four articles leads to three major conclusions: (1) contemporary manoeuvre warfare contains successful measurable elements when similar opponents engage in combat. (2) Tacticians who follow the steps from the ideal model representing “best practices of performing tactics” increase their chances of winning the duel, especially if the opponent does not follow any or fewer steps at the same time. (3) Personal decision-making styles influence tactical results in battle. These conclusions are relevant when drawing up effective tactics as well as tactician profiles in the future.

  • Condition assessment of cycle path roughness and evenness using a bicycle measurement trailer

    • The riding comfort of cyclists related to roughness and unevenness of cycle path surfaces has unfortunately not been given enough attention in the indices used to predict cyclists’ perceptions of roadway environments. This is partly due to the lack of condition assessment methods specifically adapted to the speed and space limits on cycle paths, and a need for developing metrics that describe the perceived comfort of cyclists rather than that of car users. In this paper a novel method, the Bicycle Measurement Trailer (BMT), is proposed to bridge this gap. Eight different surface types, ranging from gravel and different sized concrete block pavements to asphalt concrete in different conditions, have been assessed with regards to roughness. Four of these surfaces were also used for the assessment of their longitudinal evenness. The accuracy and repeatability of the BMT were evaluated. Finally, five different metrics (Dynamic Comfort Index, Evenness Coefficient, 0.5 m Straight Edge, International Roughness Index and Root Mean Square), were calculated from the collected data and assessed. The main findings suggest that the BMT has a high accuracy at normal and high cycling speeds when compared to the standardized road measuring system, Road Surface Tester, and a high level of repeatability at normal cycling speed. The surfaces could be ranked according to their roughness, and the longitudinal evenness was successfully analysed from the collected data. In conclusion, the BMT could be a valuable tool to assess the cycle path surface condition in relation to how cyclists perceive the riding comfort.

    • Boken behandlar militära arbetsmetoder och syftet är att introducera och förklara de metoder som används för att förbereda, utföra och värdera militära operationer. Boken är även avsedd att fylla en lucka i befintlig militär metodlitteratur genom att ge en historisk förankring och forskningsanknytning till de militära arbetsmetoderna. Genom att beskriva den historiska utvecklingen av en arbetsmetod och koppla den till befintlig forskning ger boken en unik bakgrundsbeskrivning och problematiserande analys av de vanligaste militära arbetsmetoderna.Boken innehåller några övergripande teman. Det första är kopplat till officerens roll som chef och stabsmedlem. Inom detta tema beskrivs de metoder som används i den militära ledningsprocessen, det vill säga planering, genomförandeledning, uppföljning och utvärdering. Det andra är kopplat till officerens roll som utbildare och inom detta tema beskrivs de militära utbildnings- och arbetsmetoder som används för analys av strid i rummet eller terrängen, till exempel krigsspel, fältövningar och terränganalys. Ett tredje tema i boken är kopplingen mellan arbetsmetod och aktuell forskning.
