More than just a carding system: Labour implications of the EU’s illegal, unreported and unregulated (IUU) fishing policy in Thailand

- Globally, the EU plays a leading role in combating Illegal, unreported and unregulated (IUU) fishing activities. Specifically, the EU exercises normative power to influence regulatory strategies and governing frameworks in third countries. In 2015, the EU issued Thailand a yellow card, indicating that economic sanctions would be implemented unless IUU fishing practices were eliminated. Concurrently, revelations about ‘modern slavery’ in Thailand's fishing industry had received international attention, through media and NGOs, exposing slavery-like practices among migrant fishworkers. Conventionally, the EU IUU policy addresses only issues of catch and environmental sustainability. This paper explores how an initial bilateral dialogue was bifurcated into two dialogues: a Fishery Dialogue and a Labour Dialogue. Drawing on semi-structured interviews with involved actors, expert opinions, field-visits and secondary documents, we ask: How were labour issues integrated into the bilateral dialogue, and what consequences emerged from the IUU policy for Thai fisheries management? Tracing the bilateral dialogue between EU and Thai governments, we argue that Thailand's fisheries reform was a result of both fisheries’ sustainability concerns and the kind of labour rights valued by the EU. Our Normative Power Europe approach shows how norms of labour rights shaped the reform through policies and implementation. We maintain that this unique case-study reveals how the EU incorporates a broad-based normative approach that goes beyond catch sustainability.

- In this chapter Branka Likić-Brborić addresses the emerging global governance of migration. She scrutinizes the structuring of human and labour rights discourses and contingencies for their institutionalisation and implementation by discussing their prospects for the promotion of global social justice. Issues of accountability and contingencies for the implementation of labour and human rights as migrants’ rights are discussed in the wider context of the existing global governance architecture. The chapter questions assumptions that setting up a workable model for codification and institutionalisation of labour standards, human rights and migrants’ rights could be left to a currently asymmetric global governance regime or to a variety of codes of corporate social responsibility. Global and regional trade union confederations and other civil society organizations have an essential role in repositioning a rights-based approach to migration, labour standards and development onto the terrain of a just globalisation.

Titeln knyter an till de resultat och analyser som redovisas i boken, men också till de likheter och olikheter som präglar gemenskapen i Västra Götalands olika delar. Några av de frågor som analyseras är medborgarnas bedömningar av regional och kommunal service, erfarenheter av arbetsliv och upplevelser av mångkultur. Kulturvanor, medborgaraktivism och cirkulär ekonomi är andra områden som ligger i bokens blickfång. Flera kapitel innehåller jämförelser med tidigare års västsvenska SOM-undersökningar och med de nationella SOM-undersökningarna. I En brokig gemenskap, den 71:a forskarantologin från SOM-institutet, bidrar forskare från olika discipliner vid Göteborgs universitet och Högskolan i Borås med analyser av det västsvenska samhället. Boken innehåller också en metod- dokumentation av 2016 års västsvenska SOM-undersökning.

- This book advances critical discussions about what coloniality, decoloniality and decolonization mean and imply in the Nordic region. It brings together analysis of complex realities from the perspectives of the Nordic peoples, a region that are often overlooked in current research, and explores the processes of decolonization that are taking place in this region. The book offers a variety of perspectives that engage with issues such as Islamic feminism and the progressive left; racialization and agency among Muslim youths; indigenizing distance language education for Sami; extractivism and resistance among the Sami; the Nordic international development endeavour through education; Swedish TV-reporting on Venezuela; creolizing subjectivities across Roma and non-Roma worlds and hierarchies; and the whitewashing and sanitization of decoloniality in the Nordic region. As such, this book extends much of the productive dialogue that has recently occurred internationally in decolonial thinking but also in the areas of critical race theory, whiteness studies, and postcolonial studies to concrete and critical problems in the Nordic region. This should make the book of considerable interest to scholars of history of ideas, anthropology, sociology, cultural studies, postcolonial studies, international development studies, legal sociology and (intercultural) philosophy with an interest in coloniality and decolonial social change.

- The phenomenon of populism and its relationship with modern democracy has gained considerable attention in recent years. This paper aims at advancing our understanding of how populism affects different models of democracy and tests the proposed arguments empirically. Building on the large scholarly literature on populism and democracy, we take stock of existing arguments and theorize which democratic models may be affected by populism in a positive or a negative way. Moreover, we move beyond the normative debate and analyse the effect of populism in power on different models of democracy empirically. We do so by merging data on populist governments in Europe and Latin America from the 1995 until today with the Varieties of Democracy data set, which enables us to capture the relationship between populism and different democratic models in these regions.

Reconstruction planning in post-conflict zones : Bosnia and Herzegovina and the international community

- The history of mankind has been plagued by an almost continuous chain of various armed conflicts - local, regional, national and global - that have caused horrendous damage to the social and physical fabric of cities. The tragedy of millions deprived by war still continues. This study sets out to understand the nature of reconstruction after war in the light of recent armed conflicts. It attempts to catalogue and discuss the tasks involved in the process of reconstruction planning by establishing a conceptual framework of the main issues in the reconstruction process. The case of Bosnia and Herzegovina is examined in detail and on the whole acts as the leit-motif of the whole dissertation and positions reconstruction in the broader context of sustainable development. The study is organized into two parts that constitute the doctoral aggregate dissertation – a combining of papers with an introductory monograph. In this case the introductory monograph is an extended one and there are six papers that follow. Both sections can be read on their own merits but also constitute one entity.The rebuilding of war-devastated countries and communities can be seen as a series of nonintegrated activities carried out (and often imposed) by international agencies and governments, serving political and other agendas. The result is that calamities of war are often accompanied by the calamities of reconstruction without any regard to sustainable development. The body of knowledge related to post-conflict reconstruction lacks a strong and cohesive theory. In order to better understand the process of reconstruction we present a qualitative inquiry based on the Grounded Theory Method developed originally by Barney Glaser and Anselm Strauss (1967). This approach utilizes a complex conceptualization with empirical evidence to produce theoretical structure. The results of process have evolved into the development of a conceptual model, called SCOPE (Sustainable Communities in Post-conflict Environments).This study proposes both a structure within which to examine post-conflict reconstruction and provides an implementation method. We propose to use the SCOPE model as a set of strategy, policy and program recommendations to assist the international community and all relevant decision-makers to ensure that the destruction and carnage of war does not have to be followed by a disaster of post-conflict reconstruction. We also offer to provide a new foundation and paradigm on post-conflict reconstruction, which incorporates and integrates a number of approaches into a multidisciplinary and systems thinking manner in order to better understand the complexity and dependencies of issues at hand. We believe that such a systems approach could better be able to incorporate the complexities involved and would offer much better results than the approaches currently in use.The final section of this study returns to the fact that although it is probably impossible to produce universal answers, we desperately need to find commonalities amongst different postconflict reconstruction settings in order to better deal with the reconstruction planning in a more dynamic, proactive, and sustainable manner.

Social sustainability commitments in fisheries governance advocated by the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines) have been so far mostly neglected. In this chapter, we bring attention to two institutional settings at different governance levels relevant for the implementation of the SSF Guidelines in the Swedish context. First, we look at the introduction of social goals under the perspective of the EU’s Common Fisheries Policy (CFP). Second, we consider national tensions between forces advocating or opposing a further application of market-based economic instruments, often portrayed as an effective cure for all ills, in fisheries governance. Taking into account the logic on which the SSF Guidelines rest, we evaluate in both cases current processes for stakeholder participation in the formulation of fishing policies and strategies in Sweden. We conclude that the inclusion of a social dimension and stakeholder involvement at the EU level face procedural and institutional limitations that prevent the small-scale fisheries sector from exploiting opportunities for change. Further challenges to the implementation of the SSF Guidelines arise when central national authorities’ interpretation of societal benefits opposes other interpretations, and consequently economic calculations take precedence over a participatory process-based, knowledge-accumulating approach to resource management. The SSF Guidelines, therefore, provide important material and intellectual resources to make the most of new chances that can lead to an increased likelihood of change in the direction of sustainable coastal fisheries in Sweden.

Några grupper ser en värld av kollapsande system och spruckna fasader, där folkvalda fattar beslut som utarmar människors trygghet och livsvillkor. Andra ser hur antide-mokratiska krafter, likt början av förra seklet, växer sig allt större och på sina håll ges legitimitet av världsledare. Somliga går så långt som att tala om en demokrati i kris, om obönhörligt växande sprickbildningar i samhällsbygget i spåren av vilka otrygghetens och rädslans landskap breder ut sig. Sprickor i fasaden knyter an till denna rådande debatt och föreställningar om samhällets tillstånd.Världen som vi en gång kände den tycks långsamt glida ur våra händer. Den välputsade fasaden spricker. Eller gör den det? Kanske skiftar samhällets palett i långt fler nyanser än mörkaste grått? Kanske spirar det rent av en värld med allt godare möjligheter för människor att leva och utvecklas? För i kontrast till bilden av samhällets rämnande grundvalar, kan också skymtas skiftningar i värdegrunden i riktning mot ökad tolerans, öppenhet och jämlikhet. - Despite the wide repository of knowledge about conflict-related sexual violence that now exists, there remains a lack of understanding about how victims/survivors of such violence themselves make sense of and frame their experiences in conversation with global and local discourses and with the categorisations that underpin support programmes. Such sense-making is important not only because the ways in which violence is categorised shape a victim/survivor's ability to access particular forms of recognition and support, but also because it is central in how shattered selves and worlds are remade in the aftermath of violence. Drawing on individual and group interviews conducted with refugees living in Kampala, Uganda, this article charts how framings of ‘torture’ and ‘sexual violence’ become meaningful in participants’ accounts in the (re)formation of themselves as subjects after violent victimisation. We trace how participants navigate the heteronormative societal and legal norms that shape their subjectivity and the effects of the violence they experienced through the deeply gendered and political work that these terms do in their narratives. Our analysis thus highlights and reminds us to pay attention to the political stakes involved in fluid processes of categorising injury.

- Artikeln belyser arbets(o)förmågebegreppet i en samhällelig kontext där detta är centralt för olika arbetsmarknads- och socialpolitiska åtgärder. Mot en allmän skiss av arbetets roll i samhället beskrivs hur begreppet arbets(o)förmåga får en avgörande roll i fördelningen av samhällets nyttigheter och hur detta aktualiserar en rad grundläggande etiska frågeställningar som behöver besvaras för att frågan om vad som ska räknas som arbets(o)förmåga ska kunna besvaras. En kortare utredning av begreppsparet förmåga – oförmåga illustrerar dessutom att begreppet kan preciseras på ett oräkneligt antal sätt i ett antal innebördes samspelande dimensioner. Två av dessa dimensioner kopplas till nyss nämnda etiska frågor för att illustrera hur valet av precisering i dessa dimensioner aktualiserar grundläggande frågor om vad som kännetecknar ett rättvist samhälle. Denna koppling påvisas ha konsekvenser för samhällsdebatt, myndighetsutövning och forskning – bl.a. hävdas att det finns goda skäl att helt överge arbets(o)förmåga som ett centralt begrepp i den arbetspolitiska diskussionen.

- Many studies of women’s electability in the developing world focus on single traits such as gender, ethnicity, or religion. Employing an original survey experiment in Jordan, we examine the impacts of multiple, intersecting candidate identities on voter preferences. We show empirically that existing theories of electoral behavior alone cannot account for women’s electability. An intersectional lens that considers how power structures shape electability and produce complex effects that must be empirically verified in different contexts is needed. Although less electable overall, female candidates fare as well as males from similar social identity groups. Our findings underscore the need to apply intersectionality to theories of electoral behavior in the developing world and lay the groundwork for a larger research agenda explaining women’s electability in Arab elections.

Ett särskilt kapitel ägnas åt en analys av skånska sverigedemokrater, en grupp som har vuxit sig allt större i den skånska väljarkåren under 2000-talet. Flera kapitel innehåller jämförelsen med tidigare års sydsvenska SOM-undersökningar samt med de nationella respektive västsvenska SOM-undersökningarna. - Wartime sexual violence is especially egregious precisely because it is a sexual form of violence that causes particular harms. Yet, curiously, and in contrast to feminist theory on sexual violence more generally, the sexual has been erased from frames of understanding in dominant accounts of wartime rape. This article places the seeming certainty that “wartime rape is not about sex (it’s about power/violence)” under critical scrutiny and poses questions about the stakes of the erasure of the sexual in explanations of conflict-related sexual violence. It argues that the particular urgency that accompanies this erasure reflects the workings of familiar distinctions between war and peace, as well as efforts to clearly recognize violence and separate it from sex. Erasing the sexual from accounts of wartime rape thus ultimately reinscribes the normal and the exceptional as separate, and reproduces a reductive notion of heterosexual masculine sex (in peacetime) that is ontologically different from the violence of war.

- Currently, we are witnessing a number of global trends that do not promise well for the future. Accelerating climate change, loss of biodiversity, chemical pollution, disappearance of natural forest and degradation of fishing grounds and agricultural lands are just a few of the serious environmental problems that threaten the functional and structural integrity of ecosystems, to an extent that also human societies risk collapse. The scale of human impact is now such that scholars suggest that we live in the Anthropocene. The trends are driven by several linked factors, which are not easily disentangled into manageable specific problems to be solved by specific policies. More than ever, interdisciplinary and transdisciplinary collaborations are needed in order to address these urgent challenges. The objective of this paper is to argue for the importance of research on socio-technical-ecological systems (STES) rather than social-ecological (SES) and sociotechnical systems (STS) separately. Hence, we address researchers in both the social-ecological and sociotechnical fields. We organize the argument around six reasons why “technology” should be integrated into SES studies. We call these reasons: (1) the interface and mediation aspect, (2) ambivalence, (3) the agency aspect, (4) the question of scale, (5) the question of governance and politics, and (6) the question of epistemology and framing. We also highlight potential conceptual conflicts and mistranslations. Our discussion is primarily a theoretical argument, exemplified with empirical examples.Among the conceptual challenges, we note that SES scholars, if they consider technology in their analyses, generally treat it as an exogenous factor or as a passive background element. Similarly, STS scholars tend to neglect ecological dynamics and refer to the ecological domain mainly in terms of inputs and outputs, e.g. natural resources, environmental and health problems caused by human activities. In light of the discussion, we conclude that the importance of collaborating across the two fields goes beyond each field adding pieces together. We argue that integration and translation across these domains will lead to qualitative change in the theoretical and methodological approaches of both fields; and that technology, society and ecology should be given symmetric analytical attention.

It investigates whether the region is just another battlefield for anti-gender politics, or a unique setting for specific developments and strategies, looking at the impact and the legacy of specific historical experiences, sociological and cultural characteristics. The contributions map out these complex developments, examining Czechia, Georgia, Hungary, Lithuania, Poland, Romania, the Russian Federation, Slovakia, and Ukraine. In this manner, this special issue attempts both to unravel taken-for-granted and all-encompassing conceptual frameworks concerning anti-gender politics, and to articulate a more nuanced picture of these mobilizations.

By critically exploring and convincingly challenging existing stereotypes and narratives about sexual violence in conflict settings, the authors reveal the need for a nuanced understanding of SGBV, including its invisible victims. Their analysis transcends reductionist explanations that separate SGBV from other forms of violence that afflict war-torn societies, and haunt post-war contexts. They thus provide invaluable insights into the complex circumstances in which SGBV occurs.

- Boken ger en utförlig och nyanserad redogörelse för hur Sveriges politiska system är uppbyggt och fungerar, från nationell till lokal nivå. På ett systematiskt och samtidigt problematiserande sätt diskuteras frågor som rör konstitutionen, valprocesser, regeringsbildning, lagstiftning och dess berednings, budgetprocess och medel för ansvarsutkrävande. Motsvarande processer diskuteras på regional och lokal nivå. För att begripliggöra olika politiska förhållanden utgår författaren från tre centrala metaforer: Föreställningen om flernivådemokrati. Författaren lyfter fram bilden av det svenska politiska systemet som ett flernivåsystem och visar hur flernivåperspektivet är en förutsättning för att förstå politiken och dess genomförande. Legitimitetstriangeln tar sin utgångspunkt i värdena demokrati, effektivitet och rättssäkerhet, värden som delvis står i konflikt med varandra men ständigt är närvarande i debatten om den offentliga sektorn. Politiken som arena. Den tredje metaforen som används är bilden av politiken som arena för prioriteringar och beslut, en arena på vilken medborgarna utgör både deltagare och publik. Den andra reviderade upplagan har omarbetats med utgångspunkt i den reviderade grundlagen som gällt sedan 1 januari 2011. Granskningsperspektivet har synliggjorts tydligare, jämfört med första upplagan, och EU diskuteras utifrån vilka konsekvenser medlemskapet har fått på den svenska förvaltningen. - The past decade has seen substantial shifts in Swedish security policy and major change in the domestic debate about NATO. For the first time, all of the right-of-centre “alliance parties” are calling for a full NATO membership, and popular support for NATO has increased. Yet public opinion contains ambiguities and paradoxes that complicate the picture. At the same time as support for NATO has increased, the public is overwhelmingly for continued military non-alignment. Drawing on previous research, longitudinal data from national surveys, and other sources on defence and security issues, this article aims to increase our understanding of the development and change in Swedish public opinion on NATO. A key argument is that Erving Goffman’s theatre metaphor, combined with neo-institutional decoupling theory, to a large degree can help understand the public opinion paradox.

With the considerable inroads made into mainstream politics by right-wing populist parties across the continent, there is no shortage of gloom and worry. Nevertheless, despite numerous examples of retrogressive forms of mobilization, there are also many cases of progressive mobilization. To capture this dynamic complexity, we posit politics as a site of struggle that constitutes an arena for the conflicting demands of the two master frames of nostalgia and hope. Following this logic of a polarized political terrain, the volume is divided into three parts that address both right-wing populist politics across Europe (Part I) and politics beyond party politics through either retrogressive mobilization (Part II) or emancipatory initiatives (Part III).

- This open access book shows how the politics of migration affect community building in the 21st century, drawing on both retrogressive and progressive forms of mobilization. It elaborates theoretically and shows empirically how the two master frames of nostalgia and hope are used in local, national and transnational settings, in and outside conventional forms of doing politics. It expands on polarized societal processes and external events relevant for the transformation of European welfare systems and the reproduction of national identities today. It evidences the importance of gender in the narrative use of the master frames of nostalgia and hope, either as an ideological tool for right-wing populist and extreme right retrogressive mobilization or as an essential element of progressive intersectional politics of hope. It uses both comparative and single case studies to address different perspectives, and by means of various methodological approaches, the manner in which the master frames of nostalgia and hope are articulated in the politics of culture, welfare, and migration. The book is organized around three thematic sections whereby the first section deals with right-wing populist party politics across Europe, the second section deals with an articulation of politics beyond party politics by means of retrogressive mobilization, and the third and last section deals with emancipatory initiatives beyond party politics as well.

Reassembling Local E-Government : A study of actors’ translations of digitalisation in public administration

- The digitalisation of society decidedly affects public administration. Swedish public administration has long worked with information technologies for an effective and improved management of public services. But new and increased use of information technologies in society poses new challenges. New demands on information security are increasing, while accessibility and transparency are important priorities in policies on digitalisation in public services. However, the central government’s ambitions and expectations with regard to digitalisation face a slow and hesitant implementation in local governments. There are important differences between municipalities in priorities, local needs, and implementation mechanisms in connection with e-government. In this thesis, I argue there is a need to reconsider the role of governance mechanisms in e-government. There is a need to understand local translations of national policies and technological developments in relation to the goals of more effective and legitimate public administration. The main purpose of this thesis is to analyse tensions that emerge in the implementation of egovernment in local public administration. On the basis of a constructivist and interpretivist approach, I have undertaken two empirical studies. One focuses on municipal administration of education in Linköping. The other focuses on a governance network on digitalisation policy in Östergötland. The studies are presented in four papers. The issues addressed in the papers are further analysed with a focus on four fields of tension, using network governance theory and translation theory. This shows that the implementation of e-government in local public administration is a tension-laden process. The four fields of tension relate to: different logics and dilemmas for adoption and implementation; concerns and ambiguities in a context of unclear organisational and institutional arrangements; concerns and resistance from professional users; and a reassessment of the meaning of security as a reference for the interpretation of information security. I contend that established managerial and evolutionary models of e-government leave important process-related aspects out of the analysis of change in public administration. The contribution of this thesis lies in its description and analysis of the four identified fields of tension. One significant implication of my analysis is that reassembling current governance mechanisms in local public administration is crucial.

Provision of electricity to African households : The importance of democracy and institutional quality

- How can differences in per capita household electricity consumption across African countries be understood? Based on theories that highlight the importance of democracy and institutional quality for provision of public goods, the aim of the paper is to analyse the degree to which the level of per capita household electricity consumption in African countries can be attributed to the countries’ democratic status and their institutional quality. We rely on regression analysis employing a pooled data set for 44 African countries over the time period 1996–2009. The analysis shows that democracy and institutional quality both have significant positive effects on per capita household consumption of electricity. Our results have implications for how energy sector reforms are promoted in developing countries. At a more general level they illustrate that institution-building policy efforts are relevant also in areas where contemporary debates have tended to primarily centre on economic development, financial prerequisites and ownership issues.

- En viss nedgång i svenskarnas stöd för EU går att spåra i opinionen under pandemin. Färre är för medlemskapet, något fler är för att lämna unionen och den allmänna inställningen till EU är aningen mer negativ. Opinionen ligger visserligen kvar på nivåer som är historiskt höga, men det är tydligt att de senaste årens ökande stöd nu har avstannat och till och med sjunker något. Det finns även en fortsatt stark opinion bland svenskarna emot att utöka den makt och de befogenheter EU har. Ett stort motstånd finns mot såväl att införa euro i Sverige som att unionen ska ha en gemensam finanspolitik och en EU-armé. Trots detta anser svenskarna att EU-medlemskapet har haft positiva effekter inom militär säkerhet, miljö, sysselsättning, ekonomi, jämställdhet och jordbruk. Enbart i frågan om invandring anses det att EU har haft en negativ påverkan, men under de senaste åren syns också en tillbakagång i åsikten om medlemskapets positiva påverkan på brottsbekämpningen. Svenskarna vill trots allt att EU ska kunna stå starkt mot USA i världspolitiken, en paradox sett till det stora motstånd som finns mot att ge unionen mer befogenheter. Det återstår att se hur detta läge utvecklas när EU agerar för allt fler befogenheter och svenskarna mer aktivt måste ta ställning till frågor om utökad integration.

- City-centric planning in Sweden has led to the dominance of stereotyped visions for both urban and rural areas within policy and planning practice. To challenge such a limited understanding, this study conceptualizes the rurban void. The aim of this article is to operationalize the rurban void as an analytical framework that extends beyond the urban and rural conceptual divide and can clarify how a neoliberal and city-centric planning practice in Sweden de-politicizes the urban and rural outside. The article discusses the potentials of a perspective that challenges urban privilege and opens up opportunities for the re-politicisation of spatial transformation.

- The bulk of extant research on ethnic politics in the developing world focuses on clientelism. As far back as the 1970s, a specific identity-based form of clientelism is documented (Lemarchand, 1972; Bates, 1983; Chandra, 2004; Posner, 2005; Lust, 2009; Corstange, 2016). Yet, much of the seminal work on clientelism lacks a social identity component, analyzing politicians’ use of party machines instead (Stokes, 2005; Magaloni, 2006; Schaffer, 2007; Stokes et al. ,2013). This divide in the literature begs the question: under what conditions does ethnicity underpin clientelistic relationships and where does it not? Focusing on sub-national variation in legislative electoral institutions and an original dataset on particularistic service provision in Jordan, this essay provides insight into the conditions under which relationships between parliamentarians and their constituents are ethnically-based and when they cross ethnic divides.

- In this book, Jason Brownlee, Tarek Masoud, and Andrew Reynolds address both why some uprisings result in overthrows and where democratization can be expected to take hold post-breakdown. In the introductory chapter, the authors insist that the results of the Arab Spring must be explicable by less proximate causes, such as historical legacies and entrenched structural characteristics of the cases included in their study. This approach goes beyond reductionist explanations based on specific acts just prior to the uprisings, attempting instead to offer a broader theory of democratic transition and consolidation.

- Much has been written on political advantages conferred to Islamist parties. These advantages are often viewed as resulting from the parties’ organizational strength, their economic policies, or the expected material benefits they award. The role of religion in motivating Islamist support has been largely underplayed, and even less attention has been given to the various dimensions of Islam. This gap in the research remains conspicuous, as evidence from European, African, and American contexts point to a very real relationship between various facets of religion and electoral patterns. This chapter reviews how historical legacies and social conditions in Tunisia, Libya, and Egypt have shaped electoral behavior, including the ways in which organizational, economic, or religious factors are associated with Islamist support. Employing original survey data, it investigates the dominant explanations of electoral support as well as the influence of three religious factors—religious identity, practice, and preferences toward the role of Islam in the state. We find evidence in all three countries that citizens’ preferences for a role of religion in the state is strongly correlated with voting for Islamist parties. In Tunisia, religious practice was also significantly associated with support for Islamists. Religious identity was never significant in our cases, however. Attitudes toward party organization and toward service provision were associated with Islamist support in Tunisia and Libya, respectively. Importantly, religious factors were more consistently related to Islamist support than the organizational, economic, and material incentives that have been given so much attention elsewhere.

- This article first traces the origin of hybrid warfare and the label game surrounding the concept, asking whether it is merely old wine in a new bottle, and if so, whether it is still a useful concept. It is found that while being old wine in new bottles, it is still a good wine well worth drinking. While there is not much new in the concept itself, it is a useful tool to think about past wars, today’s wars and the wars of the future. Thereafter, this paper analyses how hybrid warfare and hybrid threats are to be understood in the context of peace, conflict and war. It is shown how hybrid warfare and threats fit into our traditional understanding of conflict dynamics.

- This paper examines the phenomenon of refugees and resettled persons in the process of forcedmigrations in the aftermath of man-made disasters. Although some of the ideas presented here couldhave wider application, the focus is on post-conflict zones within the former Yugoslavia, namely BiH.The paper uses the questions of ethnicity and nationalism within resettlement, dislocation and immigrationas a backdrop, into which the issue of globalization is also briefly reflected. The intention hereis not to cover a wide range of pressing topics, but simply to relate a number of issues arising in contemporarylarge-scale forced migrations to a resurgence of cultural specificity and ethnicized nationalismas counterpoints to globalization. The paper introduces the concept of “limbo diasporas” in the caseof Bosnian refugees in Sweden through reflection and linkage with the aforementioned concepts. Thepaper ends with some recommendations and open questions on social rehabilitation and ethnic healingas well as some general conclusions.

- Recent scholarship on diaspora engagement and transnational repression has investigated how authoritarian regimes seek to engage, govern and control their diasporas. Recognizing that diasporas are diverse and that homeland states thus devise different strategies in relation to different groups, this research has—to a large extent—focused on the varied positions held by regime supporters and dissidents. Inter-generational differences, however, have not been studied in this context. Drawing on established frameworks theorizing extraterritorial authoritarian practices, this article explores the ways in which second-generation diaspora—or diaspora youth—is either included as subjects, patriots and clients, or excluded as outlaws and traitors by authoritarian regimes. Drawing on the literature on transnationalism and second-generation migrants, and using examples from empirical cases, we argue that the skills, resources and multi-sited embeddedness of the second-generation diaspora can make them particularly interesting targets for transnational engagement—or repression. We draw attention to specific strategies for mobilizing the support of diaspora youth, but also note that some techniques to control or repress extraterritorial subjects are less efficacious in relation to this generation.
