    • This book advances critical discussions about what coloniality, decoloniality and decolonization mean and imply in the Nordic region. It brings together analysis of complex realities from the perspectives of the Nordic peoples, a region that are often overlooked in current research, and explores the processes of decolonization that are taking place in this region. The book offers a variety of perspectives that engage with issues such as Islamic feminism and the progressive left; racialization and agency among Muslim youths; indigenizing distance language education for Sami; extractivism and resistance among the Sami; the Nordic international development endeavour through education; Swedish TV-reporting on Venezuela; creolizing subjectivities across Roma and non-Roma worlds and hierarchies; and the whitewashing and sanitization of decoloniality in the Nordic region. As such, this book extends much of the productive dialogue that has recently occurred internationally in decolonial thinking but also in the areas of critical race theory, whiteness studies, and postcolonial studies to concrete and critical problems in the Nordic region. This should make the book of considerable interest to scholars of history of ideas, anthropology, sociology, cultural studies, postcolonial studies, international development studies, legal sociology and (intercultural) philosophy with an interest in coloniality and decolonial social change.

    • In this chapter Branka Likić-Brborić addresses the emerging global governance of migration. She scrutinizes the structuring of human and labour rights discourses and contingencies for their institutionalisation and implementation by discussing their prospects for the promotion of global social justice. Issues of accountability and contingencies for the implementation of labour and human rights as migrants’ rights are discussed in the wider context of the existing global governance architecture. The chapter questions assumptions that setting up a workable model for codification and institutionalisation of labour standards, human rights and migrants’ rights could be left to a currently asymmetric global governance regime or to a variety of codes of corporate social responsibility. Global and regional trade union confederations and other civil society organizations have an essential role in repositioning a rights-based approach to migration, labour standards and development onto the terrain of a just globalisation.

    • Gender equality (GE) is something ‘we cannot not want’. Indeed, the pursuit of equal rights, responsibilities and opportunities for all women and men throughout a society freed from gendered oppression is widely visible in recent organizational GE initiatives. In practice, however, GE initiatives often fail in challenging gendered norms and at effecting deep-seated change. In fact, GE measures tend to encounter resistance, with a gap between saying and doing. Using a GE project at a Swedish university, we examined the changing nature of reactions to GE objectives seeking to understand why gender inequality persists in academia. We used ‘resistance’ to identify multiple, complex reactions to the project, focusing on the discursive practices of GE. Focusing our contextual analysis on change and changes in reactions enabled a process-oriented analysis that revealed gaps where change is possible. Thus, we argue that studying change makes it possible to identify points in time where gendered discriminatory norms are more likely to occur. However, analysing discursive practices does not itself lead to change nor to action. Rather, demands for change must start with answering, in a collaborative way, what problem we are trying to solve when we start a new GE project, in order to be relevant to the specific context. Otherwise, GE risks being the captive of consensus politics and gender inequality will persist.

    • Despite nearly two decades of disability research highlighting the need to take greater account of disabled people's sexualities, sexuality is still largely a taboo subject in disability services, thus limiting service users’ possibilities to express their sexuality. In this article, I aim to show how Swedish personal assistance managers organize sexual facilitation, that is, assistance from personnel in service users’ sexual engagement. The article draws on findings from a focus group study with managers of municipal and private service providers. Three main themes are discussed: the managers’ different ways of organizing sexual facilitation; how they conceptualize sexuality and normality; and risk management practices. I argue that societal discourse on sexual normality greatly influences managers’ views on and strategies for organizing sexual facilitation. Hence, sexual facilitation in personal assistance services is viewed as a non-normative form of sexuality and a work-related risk rather than a possibility to increase service users’ sexual rights.

    • Aim: The purpose of this article is to explore how personal assistants, working in state-funded services for mobility-disabled people in Sweden, perceive and experience their work, with special focus on sexual facilitation (assistance with sexual activities). Background: Personal assistance services are a legal right, aiming to give certain disabled people the possibility to live on equal terms in society with non-disabled citizens. The services are to be grounded on the principles of self-determination, autonomy, integrity, and user influence according to independent-living ideology. However, the legislation does not mention sexuality, and in addition, there are often no local policies; hence, it is unclear what service users can demand in terms of sexual facilitation, and on the assistants’ part, what is and what is not acceptable to assist with. Methods: The methods used to gather data were interviews with 15 personal assistants as well as observations in an online discussion forum for personal assistants. Findings: The analysis suggests that personal assistants may experience that there is a taboo against discussing sexual facilitation in the workplace. There are no predetermined policies, regulations, or ethical codes of conduct regarding sexual facilitation, and the personal assistants’ discretion is therefore strong. Different strategies for managing this discretion were identified, greatly influenced by personal values, as well as societal norms. Conclusion: The normative context of discretion is highly visible, suggesting the importance of uncovering the interplay between the power dimensions of sexuality, disability, gender, and professionalism.

    • IT professionals represent a growing group of highly educated migrants in different countries, yet research on their workplace integration is scarce. Applying a combined theoretical framework of Hofstede's culture dimensions and functional theory of language approach, this paper addresses the research need in investigating how migrant IT professionals to Sweden integrate into the workplace and the role of ICTs in mitigating integration challenges. Fifteen (15) interviews with IT professionals from India and Pakistan were analyzed using Thematic Content Analysis. Results uncover migrants experiencing language barriers and cultural differences, which impede developing relationships with colleagues and career opportunities. Our findings indicate that although ICTs, primarily machine translation applications, are indispensable for supporting communication between migrants and locals, collegial support is still essential for managing intercultural interactions, contributing to migrants’ feelings of connectedness at work and a sense of belonging. Workplace inclusion and suggestions for practitioners are discussed.

    • The paper explores movements for social transformation in precarious times of austerity, dispossessed commons and narrow nationalism; movements counterpoised to an exhausted neoliberalism on the one hand, and a neoconservative xenophobic populism on the other. Applying ‘rainbow coalition’ as generic concept it points at contours of a globally extended countermovement for social transformation, traversing ‘race’, class and gender, driven by reimaginings of the commons and indicating how they could be repossessed and democratically ruled; that is ‘reimagineered’). A multisited enquiry explores how actors express their claims as activist citizens under varying conditions and constellations, and if/how discourses and practices from different locations and at different scales inform each other. It interrogates whether there may be an actual equivalence of outlook, objective and strategy of ostensibly homologous contending movements which develop under varying local, national and regional circumstances in contemporary communities riveted by schisms of class, ‘race’/ethnicity and gender, occupied by the ‘migration’ issue and challenged by popular demands for social sustainability. The paper contributes to social theory by linking questions posed by critics of ‘post-politics’ concerning contingences of pluralist democracy and revitalised politics of civil society, to precarity studies focused on globalisation and the changing conditions of citizenship, labour and livelihoods.

Dennoch wurden sie, insbesondere das neutrale Schweden, aufgrund der politischen Entwicklung in Europa zu wichtigen Zentren des Exils. In der Folge leisteten die Emigranten bedeutende Beiträge zu Kunst, Kultur, Wissenschaft und Politik der Aufnahmeländer. Der vorliegende Band widmet sich einem bislang nur wenig erforschten Kapitel der Geschichtsschreibung: dem jüdischen intellektuellen Exil in Skandinavien.

Using digital trace data and interpretive findings, we seek to develop new insights and theories in the light of social justice.     • This article reports on a critical review of how cultural heritage is addressed in two internationally well-known and used neighborhood assessment tools (NSAs): BREEAM Communities (BREEAM-C) and LEED Neighborhood Design (LEED-ND). The review was done through a discourse analysis in which critical heritage studies, together with a conceptual linking of heritage to sustainability, served as the point of departure. The review showed that while aspects related to heritage are present in both NSAs, heritage is re-presented as primarily being a matter of safeguarding material expressions of culture, such as buildings and other artifacts, while natural elements and immaterial-related practices are disregarded. Moreover, the NSAs institutionalize heritage as a field of formal knowledge and expert-dominated over the informal knowledge of communities.

    • Currently, we are witnessing a number of global trends that do not promise well for the future. Accelerating climate change, loss of biodiversity, chemical pollution, disappearance of natural forest and degradation of fishing grounds and agricultural lands are just a few of the serious environmental problems that threaten the functional and structural integrity of ecosystems, to an extent that also human societies risk collapse. The scale of human impact is now such that scholars suggest that we live in the Anthropocene. The trends are driven by several linked factors, which are not easily disentangled into manageable specific problems to be solved by specific policies. More than ever, interdisciplinary and transdisciplinary collaborations are needed in order to address these urgent challenges. The objective of this paper is to argue for the importance of research on socio-technical-ecological systems (STES) rather than social-ecological (SES) and sociotechnical systems (STS) separately. Hence, we address researchers in both the social-ecological and sociotechnical fields. We organize the argument around six reasons why “technology” should be integrated into SES studies. We call these reasons: (1) the interface and mediation aspect, (2) ambivalence, (3) the agency aspect, (4) the question of scale, (5) the question of governance and politics, and (6) the question of epistemology and framing. We also highlight potential conceptual conflicts and mistranslations. Our discussion is primarily a theoretical argument, exemplified with empirical examples.Among the conceptual challenges, we note that SES scholars, if they consider technology in their analyses, generally treat it as an exogenous factor or as a passive background element. Similarly, STS scholars tend to neglect ecological dynamics and refer to the ecological domain mainly in terms of inputs and outputs, e.g. natural resources, environmental and health problems caused by human activities. In light of the discussion, we conclude that the importance of collaborating across the two fields goes beyond each field adding pieces together. We argue that integration and translation across these domains will lead to qualitative change in the theoretical and methodological approaches of both fields; and that technology, society and ecology should be given symmetric analytical attention.

    • Swedish coastal fisheries are not sustainable in terms of the status of their main fish stocks, their economic profitability, and as source of regular employment. Social sustainability commitments in fisheries governance advocated by the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines) have been so far mostly neglected. In this chapter, we bring attention to two institutional settings at different governance levels relevant for the implementation of the SSF Guidelines in the Swedish context. First, we look at the introduction of social goals under the perspective of the EU’s Common Fisheries Policy (CFP). Second, we consider national tensions between forces advocating or opposing a further application of market-based economic instruments, often portrayed as an effective cure for all ills, in fisheries governance. Taking into account the logic on which the SSF Guidelines rest, we evaluate in both cases current processes for stakeholder participation in the formulation of fishing policies and strategies in Sweden. We conclude that the inclusion of a social dimension and stakeholder involvement at the EU level face procedural and institutional limitations that prevent the small-scale fisheries sector from exploiting opportunities for change. Further challenges to the implementation of the SSF Guidelines arise when central national authorities’ interpretation of societal benefits opposes other interpretations, and consequently economic calculations take precedence over a participatory process-based, knowledge-accumulating approach to resource management. The SSF Guidelines, therefore, provide important material and intellectual resources to make the most of new chances that can lead to an increased likelihood of change in the direction of sustainable coastal fisheries in Sweden.

    • Swedish coastal fisheries are not sustainable in terms of the status of their main fish stocks, their economic profitability, and as source of regular employment. Social sustainability commitments in fisheries governance advocated by the SSF Guidelines have been so far mostly neglected. In this chapter, we bring attention to two institutional settings at different governance levels relevant for the implementation of the SSF Guidelines in the Swedish context. First, we look at the introduction of social goals under the perspective of the EU’s Common Fisheries Policy (CFP). Second, we consider national tensions between forces advocating or opposing a further application of market-based economic instruments, often portrayed as an effective cure for all ills, in fisheries governance. Taking into account the logic on which the SSF Guidelines rest, we evaluate in both cases current processes for stakeholder participation in the formulation of fishing policies and strategies in Sweden. We conclude that the inclusion of a social dimension and stakeholder involvement at the EU level face procedural and institutional limitations that prevent the SSF sector from exploiting opportunities for change. Further challenges to the implementation of the SSF Guidelines arise when central national authorities’ interpretation of societal benefits opposes other interpretations, and consequently economic calculations take precedence over a participatory process-based, knowledge-accumulating approach to resource management. The SSF Guidelines, therefore, provide important material and intellectual resources to make the most of new chances that can lead to an increased likelihood of change in the direction of sustainable coastal fisheries in Sweden.

It fosters collaboration between citizens, researchers, communities, and authorities to collectively tackle environmental challenges, and encourages participation in decision-making processes related to environmental policies and conservation efforts. To advocate its importance and significance, this policy brief proposes four recommendations for the Nordic Council of Ministers and describes how best to connect and integrate environmental citizen science in the Nordic Region so as to achieve three relevant objectives of the Council's Action Plan.

    • Throughout the history of science and technology studies (STS), "the political" has been of central scholarly concern, from the macro-oriented interest explanations of early sociology to more recent attention to the role of science, glossed as “politics by other means,” in the construction of sociopolitical worlds themselves. STS scholarship has revealed public negotiations about what will count as legitimate knowledge as key sites for the contestation of the place of science and expertise in democratic societies, yet there has been less attention to the particular political histories and national trajectories that form the limits and possibilities of such debates. The Nordic countries, characterized by traditions of strong welfare states, particular styles of social democracy, and distinctive consensus-based modes of political deliberation and decision-making, offer a compelling context for scholars exploring the relationship between divergent political models and traditions and locally situated forms of scientific labor, discourse and governance. To this end, this panel will draw on ethnographic and historical research from a variety of scientific domains throughout Northern Europe in order to ask: To what extent are these Nordic political trajectories implicated in (and reformulated through) scientific knowledge production and science-based debates and deliberations across the region? How might a closer analysis of Nordic democratic engagement help us to understand the organization and regulation of scientific practices? Do Nordic examples of intersections or entanglements between science and politics, broadly defined, offer insights that might inform STS approaches to "the political" in other contexts?

    • Abstract Reindeer herding (RDH) is a livelihood strategy deeply connected to Sami cultural tradition. This article explores the implications of two theoretical and methodological approaches for grasping complex socioenvironmental relationships of RDH in Subarctic Sweden. Based on joint fieldwork, two teams – one that aligns itself with political ecology (PE) and the other with social-ecological systems (SES) – compared PE and SES approaches of understanding RDH. Our purpose was twofold: 1) to describe the situation of Sami RDH through the lenses of PE and SES, exploring how the two approaches interpret the same empirical data; 2) to present an analytical comparison of the ontological and epistemological assumptions of this work, also inferring different courses of action to instigate change for the sustainability of RDH. Key informants from four sameby in the Kiruna region expressed strong support for the continuation of RDH as a cultural and economic practice. Concerns about the current situation raised by Sami representatives centered on the cumulative negative impacts on RDH from mining, forestry and tourism. PE and SES researchers offered dissimilar interpretations of the key aspects of the RDH socio-economic situation, namely: the nature and scale of RDH systems; the ubiquitous role of conflict; and conceptualizations of responses to changing socioenvironmental conditions. Due to these disparities, PE and SES analyses have radically divergent sociopolitical implications for what ought to be done to redress the current RDH situation.

    • Community energy (CE) and grassroots innovations have been widely studied in recent years, especially in the UK, Germany, and the Netherlands, but very little focus has been placed on Sweden. This paper describes and analyses the development and present state of several types of community energy initiatives in Sweden. The methodology uses interviews, document studies, analysis of previous studies, and website analysis. The results show that fewer initiatives have been taken in Sweden than in other countries, but that even with a rather 'hostile' institutional setting CE has emerged as a phenomenon. Wind cooperatives are the most common form of initiative, with solar photovoltaics cooperatives and eco-villages also prominent. The various types of initiatives differ considerably, from well-organized wind cooperatives that have grown into professional organizations to small-scale hydroelectric power plants owned by a rural community. The initiatives may have modest impact on the energy transition in quantitative terms, but they are crucial in knowledge sharing and as inspirations for future initiatives.

  • Conflict resolution in coastal management: Interdisciplinary analyses of resource use conflicts from the Swedish coast

    • Natural resource use conflicts at urbanized coasts and their analysis and resolution are the main themes of this thesis. Based on the analysis of four conflict cases from the Swedish coast, I explore the ways the local management of coastal resources may be connected with a broader notion of sustainable resource management. Two questions guide this study. The first one is in regard to the theoretical and methodological development of coastal conflict research. It asks whether and how coastal conflicts can be analysed in an interdisciplinary manner. In answer to this research question, I developed an interdisciplinary conceptual framework for the analysis of local coastal conflicts. This framework is an example of the form that methodologies for interdisciplinary knowledge integration can take in a natural resource management study. The framework combined and integrated knowledge from different discourses and disciplines of environmental conflict research with the knowledge from empirical conflict studies and allowed for more integrated and complex conflict analysis. The second question is practice and management oriented and concerns how practical conflict resolution can be improved with sustainable coastal resource management as a goal. The findings highlight the importance combinations of formal and informal resolution strategies have, the key role of practices of knowledge use and the importance of power imbalances among stakeholders for conflict resolution. By setting out to link together the analyses of conflicts and conflict resolution in the practice of resource management and policy with the normative aspects of sustainable resource management, I highlight that interdisciplinary analyses of resource use conflicts and integrated approaches to conflict resolution should be incorporated in sustainable resource management and planning as a necessary part.

    • Sweden is the first country in the world to have introduced the so-called Vision Zero (Nollvisionen). This is an ethical approach suggesting that road safety cannot be traded for mobility. Since the beginning of mass-motoring, men have been over-represented in traffic safety statistics, in terms of both ‘causing’ accidents and casualties. Against the background of the Swedish Vision Zero, it is quite extraordinary how little attention work on traffic safety has paid to men’s over-representation in Swedish fatal road accidents (90%), and (auto)mobility as a way of doing gender. The present article discusses how men and women driver subjects are produced through the Vision Zero discourse, with a particular focus on how men in traffic are constructed. This is important since such constructions and modes of address affect possible interventions and ‘solutions’ regarding road safety issues. Here I focus on three contemporary documents of policy making character or with general impact: first, the Governmental Act 2003 on road safety intervention; second, a report from the Swedish Road Administration which is applying a gender equality discourse on transport; and third a brochure issued by the Road Administration addressed to the everyday road user. These documents constitute case material that is illustrative of the Vision Zero as a generative apparatus of gender discourse. The article brings attention to the ambiguous ways in which the Vision Zero may, on the one hand, explicitly address men as problematic driver subjects, as an explicitly gendered high risk category; and, on the other, make men and masculine norms implicit through the rendering of young(er) driver subjects as problematic. This also involves pointing out women as an up and coming high risk category. To improve road safety, the discursive effects of this configuration suggest allocating responsibility partly to the ‘system’, partly to women driver subjects – in effect, to women who drive like men – rather than the men driver subjects.

    • Jämställdhet har potential att bidra till ett hållbarare transport�system av betydelse inte minst för klimatutmaningen. Ett trans�portsystem utan jämställdhetsperspektiv kan inte anses vara hållbart. Vår utgångspunkt är vidare att jämställdhet inte bara handlar om jämn könsfördelning utan också om att uppmärk�samma könade normer vilka inrymmer värderingar och ideal baserade på livsvillkoren för kvinnor och män inom samhällets olika områden. I vår och andras forskning har det dock noterats att jämställdhetsperspektivet är påtagligt frånvarande i trans�portplanering – vilket är ett jämställdhetsproblem som dessut�om negligerar en ansenlig klimatomställningspotential. Med ett helt jämställt transportsystem och samhälle skulle resandet vara mer lika mellan män och kvinnor. Det är dock viktigt att poängtera att den senaste forskningen visar att skill�nader mellan kvinnor och män skulle kvarstå, även i ett sam�hälle där ekonomisk standard, förvärvsarbetande och hushålls�arbete skulle vara jämställt. Kvarstående skillnader skulle då ha att göra med värderingar, attityder och normer. Oavsett handlar målet dock inte om att kvinnor och män ska göra lika, utan att människor oavsett kön ska ha lika möjligheter att forma sina egna liv liksom att forma samhället. Helt avgörande är det att både kvinnliga och manliga normer tillmäts samma betydelse och är lika styrande av transportplaneringen. nsekvenserna på vardagsresandet av olika åtgärdsförslag. Vår och andras forskning pekar på att begreppet jämställd�het kan användas som en metod för att nå hållbar utveckling. Med tanke på uppställda klimatmål och den tidspress som finns att genomföra klimatåtgärder, kan inte den energibesparings�potential som ett jämställt transportsystem medför negligeras. Det är en självklar demokratifråga att jämställt inkludera både kvinnor och män i utformningen av transportsystemet, men det är även en jämställdhetsfråga att inkludera hållbarhetsperspek�tivet på utformningen av transportsystemet. Den sammanväg�da potentialen för jämställdhet att bidra till hållbarhet kräver både beteendeförändringar och normförändringar inom trans�portsektorn. Avseende åtgärder visar vår tidigare forskning att problemet inte handlar om frånvaro av strategier eller policys. De finns redan. Det handlar istället om hur de blir till praktis�ka beslut och handlingar, och om vilka metoder och perspektiv som används i görandet av planer och strategier. De tjänsteper�soner och politiker som i sin vardag diskuterar och beslutar om trafik- och transportplanering behöver en större förståelse för varför och hur jämställdhet och hållbarhet är viktigt och hur frågor om jämställdhet är tätt kopplade till hållbara beslut inom sektorn. En sådan förståelse kan bidra till att förändra de nor�mer som styr beslutsfattande mot ett mer jämställt och hållbart transportsystem.

    • En brokig gemenskap presenterar huvudresultaten från 2016 års västsvenska SOM-undersökning. I fokus för undersökningen står Västra Götalands invånare och deras upplevelser av hur det är att leva och verka i Västsverige. Titeln knyter an till de resultat och analyser som redovisas i boken, men också till de likheter och olikheter som präglar gemenskapen i Västra Götalands olika delar. Några av de frågor som analyseras är medborgarnas bedömningar av regional och kommunal service, erfarenheter av arbetsliv och upplevelser av mångkultur. Kulturvanor, medborgaraktivism och cirkulär ekonomi är andra områden som ligger i bokens blickfång. Flera kapitel innehåller jämförelser med tidigare års västsvenska SOM-undersökningar och med de nationella SOM-undersökningarna. I En brokig gemenskap, den 71:a forskarantologin från SOM-institutet, bidrar forskare från olika discipliner vid Göteborgs universitet och Högskolan i Borås med analyser av det västsvenska samhället. Boken innehåller också en metod- dokumentation av 2016 års västsvenska SOM-undersökning.

    • This article addresses an underreported aspect of contemporary warring in the Democratic Republic of Congo (DRC): the experiences of women soldiers and officers in the Congolese national armed forces (Forces Armées de la République Démocratique du Congo [FARDC]). It thus addresses an empirical gap in scholarly and policy knowledge about female soldiers in national armies on the African continent, and the DRC in particular. Based on original interviews, the article explores the way female soldiers in the FARDC understand their identities as “women soldiers” and offers new insight into women soldiers’ role and responsibilities in the widespread violence committed against civilians in the DRC. Moreover, it explores how their understanding of themselves as “women soldiers” both challenges and confirms familiar notions of the army as a masculine sphere. Such insight is important for better understanding the gendered makeup of the military and for contributing to a knowledge base for Security Sector Reform in this violent (post)conflict setting.
