- There is a growing maintenance debt of ageing and critical infrastructures in many municipalities in European welfare states. In this article, we use the multidimensional concept of local capacity as a point of departure to analyse how and in what ways Swedish municipalities work with the routine maintenance of infrastructures, including municipal road networks as well as water and sewage systems. For the road networks, maintenance is generally outsourced to contractors and there is also a large degree of tolerance for various standards on different road segments within and between the municipalities. Less used road segments are not as prioritised as those with heavy traffic. For the water and sewage systems, in-house technical capacity is needed as differences in water quality are not tolerated. Economies of scale mean that in-house capacity is translated into the creation of inter-municipal bodies. As different forms of capacities tend to reinforce each other, municipal capacity builds up over time in circular movements. These results add knowledge to current research by pointing to the ways municipalities are overcoming a run-to-failure mentality by building capacity to pay off the infrastructural maintenance debt.

- In this paper, we explore the relations among institutional quality, households’ level of trust, and stock market participation. We find that institutional quality has a significant impact on both trust and participation. The individual level of trust significantly affects participation, but trust plays a small role in the effect of institutional quality on participation. Further, we demonstrate that immigrants are affected by the institutional quality of both their country of residence and their home country, and that education emerges as an important learning factor in immigrants’ adaptation to new institutional environments.

- Industrins Ekonomiska Råd (IER) utses av Industriavtalets parter och består av fristå- ende ekonomer. Varje år tar IER fram en rapport på uppdrag av parterna. I år fick man i uppdrag att analysera pandemins långsiktiga effekter på svensk industri, sambanden med trender inom geopolitik, handelspolitik, klimatpolitik och hållbarhetsfrågor samt vilken betydelse statens motåtgärder haft. Kapitel 1 fokuserar på den inledande och mest dramatiska fasen av krisen, med betoning på konsekvenser för industrin samt effekten av de statliga åtgärder som inrättats för att dämpa de ekonomiska konsekvenserna av krisen. Kapitlet avslutas med en diskussion om åtgärderna varit tillräckliga och de risker som finns med en långvarig stödpolitik. Kapitel 2 tar upp pandemin tillsammans med en rad andra omvärldsfaktorer som kastar sin skugga över den internationellt verksamma delen av näringslivet som motsättningarna USA-Kina, oenigheten om klimatpolitiken samt störningarna av de internationella leveranskedjorna. Rapporten ställer och försöker också besvara frågan om industrin kommer att få en ny spelplan. Kapitel 3 gör avspark i de exceptionellt stora krispaketen globalt och diskuterar vad det trendskiftet får för konsekvenser för den ekonomiska politiken på tio års sikt samt de effekter det kan ge på inflation och makroekonomisk stabilitet.

- The EU 'Fit for 55' package proposes the adoption of various legislative tools to eliminate shipping CO2 emissions, among which are the inclusion of shipping in the EU Emissions Trading System (EU ETS) and the FuelEU Maritime Initiative. This paper analyses the latter by utilising the EU's Monitoring, Reporting, Verification (MRV) database to evaluate the fuel types used, fuel consumption and CO2 emissions of ships operating within the European Economic Area (EEA) for 2020, the Initiative's baseline. Forecasts of potential future pathways for alternative fuel deployment are then developed that could be used to achieve compliance with the limits set by the FuelEU Maritime Initiative. The results of this study provide significant input to maritime stakeholders and policy-makers on the potential impact of the Initiative for the uptake of clean marine fuels and the contribution of the maritime sector to a climate neutral Europe by 2050.

- The sharing economy can be regarded as a discontinuous innovation that creates increased abundance throughout society. Extant literature on the sharing economy has been predominantly concerned with Uber and Airbnb. As little is known about where the sharing economy is gaining momentum beyond transportation and accommodation, the purpose of this paper is to map in what sectors of the economy it is perceived to gain traction. Drawing on data from social and traditional media in Sweden, we identify a long tail of 17 sectors and 47 subsectors in which a total of 165 unique sharing-economy actors operate, including sectors such as on-demand services, fashion and clothing, and food delivery. Our findings therefore point at the expanding scope of the sharing economy and relatedly, we derive a set of implications for firms.

The impact of financial literacy and financial interest on risk tolerance

- We investigate and compare the effects of financial literacy and financial interest on risk tolerance, evaluating not only at the means, but also the whole distribution. We use a unique sample of 12,156 Swedish bank customers combining bank-register data with survey data. Results show that both financial literacy and financial interest are associated with higher risk tolerance. They further show that the impact of financial interest is significantly higher than the impact of financial literacy. Differences are also observed across the distribution. Quantile regressions show that financial interest has its greatest association at the medium-to-high range of risk tolerance, whereas financial literacy shows its greatest association at the lower range of risk tolerance. Findings contribute to the literature on risk tolerance, specifically pointing to the relevance of the noncognitive trait; interest, to individuals’ risk tolerance.

The management and commercialisation of intellectual property in European universities

- This report presents the results of an empirical study that explores intellectual property (IP) management practices among universities in the European Union. The report presents models and processes of IP management and research commercialisation – and their interdependencies. Furthermore, the report identifies four main challenges for IP management, including lack of funding for proof-of-concept work, resource constraints, a broad range of technologies and industries with which technology transfer offices (TTOs) need to work, and a non-existent local industry combined with legitimacy problems when trying to partner internationally. All in all, these challenges typically make IP management in the university setting more difficult than in the private industry setting. The dominant and linear IP management process that focuses primarily on value capture – the appropriation model – is criticised, and interviewees see a need to shift focus to better interact with industry and focus more on value creation and utilisation rather than only on appropriation.

- Facing the challenge of climate change, innovations that imply environmental benefits create business opportunities for entrepreneurs. This paper analyzes innovation capabilities of startups in Cleantech and how the innovation outcomes of those startups develop over time. Based on the Mannheim Foundation Panel and applying propensity score matching, a cohort of 567 Cleantech startups is analyzed and compared with a control cohort of non‐Cleantech startups. We find that startups in Cleantech have, on average, higher technological capabilities compared with all other startups. Our econometric evidence shows that Cleantech startups are more likely to combine existing technology in a novel way. Finally, we find that Cleantech startups develop more market novelties in subsequent years when compared with their control group peers.

Family business : A missing link in economics?

- Family firms account for a substantial share of economic activity and deviate from standard economic assumptions on firmbehavior. However, little is known about how these firms are represented in economic theory. This article examines the inclusion of family business in the curricula of economics doctoral programs in the United States and Sweden as well as professors’ and textbook authors’ views and research on family business. Textbooks, articles and course offerings used in doctoral programs are considered to indicate the state of established knowledge in the field. The findings show that family business is not included in the examined curricula. Furthermore, professors and authors do not publish research on family business and generally do not see a need to incorporate it into economic theory. This article concludes that family business is excluded from ‘core’ economic theory due to a lack of paradigmatic pluralism, axiomatic incompatibility, path dependency, institutional bias and data constraints. Lastly, it is speculated that integration of family business theory into standard economic modeling is likely to occur outside prestigious universities due to path dependency in research.

- The aim is to investigate the value basis of Socially Responsible Retirement Investments (SRRI) in a study of Swedish pension investors in the age range 18 to 65 years (N=1005). Logistic regression analyses were performed with self-reported SRRI choice as dependent variable and different levels of values as independent variables. On a higher level of analyses, self-transcendent values, especially universalism (e.g., equality, protecting the environment, and social justice), have the most important influences on SRRI choice. In contrast, on a lower-level analysis, SRRI choice is influenced by self-enhancement values with high priority for authoritarian power and low priority for wealth. The three-level analysis of values (self-transcendence vs self-enhancement value orientation, motivational domain, and value) questions the contradiction between dimension poles of values and the structuring of values in interrelated motivational domains. The results thereby clarify some previous findings and increase the understanding of the value basis of SRRI.
