    • 2050 ska Sverige inte längre bidra till växthuseffekten. Visionen är att nettoutsläppen av växthusgaser ska vara noll. Det övergripande målet är att ökningen av jordens medeltemperatur ska begränsas till två grader och att koncentrationen av växthusgaser i atmosfären stabiliseras vid högst 400 ppm. Utifrån de politiska målen har Naturvårdsverket i samverkan med andra myndigheterutformat ett underlag till plan för hur visionen skulle kunna uppnås.Omställnngen till ett klimatneutralt samhälle behöver ske i globalt samförstånd. Varken Sverige eller EU kan ensamt genomföra en sådan omställning. Det finns samtidigt många fördelar med att ta sig an utmaningen tidigt, att utveckla ny teknik och starta arbetet med nödvändiga samhällsomställningar.Vi menar att visionen om ett klimatneutralt Sverigekan nås genom:Stora inhemska utsläppsminskningar, det ser vi somden viktigaste beståndsdelen på längre siktBidrag från ett ökat nettoupptag av koldioxid i skogoch markUtsläppsminskningar i andra länder för att balanserakvarvarande utsläpp

  • 21 evaluations – what do they teach us? : A synthesis of a number of evaluations in the environmental area over the period 2000-2003

    • Over the period 2000-2003, the Swedish Environmental Protection Agency carried out or assisted in around 20 evaluations of environmental work in the country. We have looked, for instance, at a number of instruments in the environmental area, how work towards some of the national environmental quality objectives is progressing and how some of the large appropriations in specifi c areas are used. The evaluations have provided valuable knowledge which will be put to use in the Swedish EPA, the Government Offi ces and other authorities and agencies in Sweden. They have led to changes and have been used for example in the “in-depth evaluation” of the environmental objectives and in investigations of instruments. Some have been used as study material at universities and colleges.This report represents an attempt at a synthesis of the 21 evaluations. It also contains a fact sheet for each evaluation, which, in a highly abridged form, states the more important observations, conclusions and proposals. The aim, target group and method of evaluation for each evaluation are presented in the fact sheets. We hope that the report will also be of interest and of use as worthwhile reading material for people who work outside Sweden, for example on method development in the environmental area.Original title: 21 utvärderingar – vad lär de oss?   • 23rd Nordic Workshop on Bibliometrics and Research Policy 2018 Book of abstracts

    • Initiated by Professors Olle Persson and Peter Ingwersen, bibliometric researchers in the Nordic countries have arranged annual Nordic workshops on bibliometrics since 1996. The general scope of the Nordic Workshop on Bibliometrics and Research Policy is to present recent bibliometric research in the Nordic countries, to create better linkages between the bibliometric research groups and their PhD students, and to link bibliometric research with research policy.The workshop language is English and the workshop is open to participants from any nation. The 23rd Nordic Workshop on Bibliometrics and Research Policy (NWB’2018) was organized by the Swedish School of Library and Information Science (SSLIS) at University of Borås, Sweden. It was held at University of Borås, on November 7-9th, 2018 with 100 participants.In total, we received 35 submissions. After reviewing the submissions, the program committee decided which papers were to be presented orally and which as poster presentations. 21 papers were accepted as oral presentations. These, as well as the titles of the two invited keynote talks and the abstracts of 9 posters, are presented as abstracts in these proceedings.     • Welcome to Biosensors 2014 and welcome to Melbourne, ranked as the world's most liveable city!This is the 24th anniversary edition of the World Congress on Biosensors and we continue to evolve, adapt and grow into new roles to serve the analytical needs of a rapidly changing society. Advances in telecommunications, expert systems and distributed diagnostics are prompting us to question the conventional ways we deliver healthcare, while robust industrial sensors are facilitating new paradigms in R&D and production. Personalisation of everything from medicine to environmental control, is giving new impetus to consumer choice and ownership of information, and will inevitably generate new payment structures and business models. Moreover, a deeper understanding of the bio/electronic interface leads us towards new horizons in areas such as bionics, power generation and computing.  Wearable, mobile and integrated sensors are becoming common place, but most current products have taken the easy path of incorporating physical sensors for parameters such as temperature, pressure, orientation or position. There is still a glaring absence of suitably robust and convenient commercial biosensors for body chemistries and ecosystems, and therein lies the real opportunities for progress.  We are a still-emerging technology that is fuelling scientific discovery and underpinning new products to enhance the length and quality of life.Always in a new country and always with fresh plenary speakers, we aim to reflect the latest and the best in Biosensors. This three-day event, organised by Elsevier in association with Biosensors & Bioelectronics, consists of two daily plenary presentations from leading figures in the field, followed by four parallel sessions, comprising a rigorously refereed selection of submitted papers. This year, we received 1,156 submissions of which 124 with be presented as regular Oral papers, with an additional 20 singled out as Invited talks and a further 12 selected for extended Keynote talks. The Keynote speakers have also been invited to submit full papers for consideration for the Biosensors and Bioelectronics Prize for the most original contribution to the Congress and the winners will be announced at the conference banquet on Thursday night. There will also be poster awards and you will find voting slips for each of the three days in your delegate bags. The winners of these awards and a prize draw, sponsored by Linköping University and Acreo Swedish ICT, will be announced at the closing ceremony on Friday. In order to enhance the valued medium of poster presentation, this year we have introduced a new Poster in my Pocket Ap.  Poster presenters have been able to upload a PDF of their poster prior to the conference to help increase the exposure of their work. This compliments the other new Ap introduced this year to place the full programme at your fingertips. Selected oral presentations will also have the opportunity to upload their talks online for future viewing.The academic programme, as usual, is enhanced by a fine collection of commercial exhibits and in addition to browsing their stands; you will be able to hear short elevator pitches during the breaks.
