    • During the last decade validation of skills and competences has become a frequently used method within the Swedish public sector. The skills and competences which individuals learn and develop, often in a workplace context, can in this way become visualized, documented and valuated. The speeding up of the education process and meeting the demands of competence in job transition situations can be seen as the most important advantages of validation. Even if validation as a method in visualizing competence has not been commonly used in the private sector the need for development of learning and competence at the workplace has however been something that the sector has given high priority to, much due to the competition advantages a well developed strategy of supplying competence can give. In this study identification, visualisation, evaluation and management of competence within both public and private sector is looked at, mostly through interviews made with personal managers, team leaders and union representatives. The result shows that there are both important similarities and differences between the public and the private sector in visualizing, developing competence. This can mostly be explained by their different starting points as organisations and their individual objectives.

  • Traction Power System Capacity Limitations at Various Traffic Levels

    • The aim, and main contribution, of this paper is to propose a fine-tuned fast approximator, based on neural networks, that uses aggregated traction system information as inputs and outputs. This approximator can be used as an investment planning constraint in the optimization. It considers that there is a limit on the intensity of the train traffic, depending on the strength of the power system. In the numerical examples of this paper, the approximator inputs are the power system configuration, the distance between a connection from contact line to the public grid to another connection, and the average number of trains for that distance. The output is the maximal attainable average velocity of trains of a specific kind for the by the inputs described railway power system section. An alternative output – the traveling time is also presented. The main emphasis of this paper is on the example section, since the contribution of this paper is mainly to show on the improved simplicity and reality compliance. The applicative contribution is twofold, an improved TPSA as a planning/decision making program constraint, whereas it also can be used as a scientifically developed rule of thumb for a planner active in the field. The aim is not primarily to show that the idea works, or to motivate the principal idea, since that is done earlier. The approximator facilitates studies of many railway power system loading scenarios, combined with different power system configurations, for investment planning analysis. The approximator is based on neural networks. An additional value of the approximator is that it provides an understanding of the relations between power system configuration and train traffic performance.

  • Use of converters for feeding of AC railways for all frequencies

    • Railways are the most energy-efficient land-based mode of transport, and electrification is the most energy-efficient way to power the trains. There are many existing solutions to supply the trains with electricity. Regardless of which particular technology is chosen, it is beneficial to interconnect the public power grids to grids supplying power to the railways. This paper shows that the most efficient, flexible, and gentle-for-the-public-grid way of doing that is through power electronic-based power converters. Converters offer great benefits regardless of whether the overhead contact lines are of DC-type or AC type, and regardless of the AC grid frequency. This paper presents neither new theory nor new experimental results. Based on already available information, this paper presents logical arguments leading to this conclusion from collected facts. Over time what used to be advanced and high-cost equipment earlier can nowadays be purchased at reasonable cost. It is obvious that for most electrically-fed railways, the use of modern power converters is attractive. Where the individual trains are high consumers of energy, the railway gradients are substantial, and the public grids feeding the railway are weak, the use of converters would be technically desirable, if not necessary for electrification.It is expected that more high-speed railways will be built, and more existing railways will be electrified in the foreseeable future. This paper could provide some insights to infrastructure owners and decision makers in railway administrations about value additions that converter-fed electric railways would provide.

  • Organisational effects of virtual meetings

    • Virtual meetings (VMs), i.e. audio-, video- and web-conferencing, could be used to decrease the environmental impact of business activities, reduce travel costs, increase business mobility and collaboration, and improve flexibility and productivity of the employees. Swedish national policy supports the implementation of VMs as one of the solutions towards low carbon infrastructure and sustainable transportation. There are, however, uncertainties and disagreements about the organisational effects of the increased VM use. This article explores the potential effects that VMs may have on an organisation. It does so by examining the presence and strength of these effects in a number of public and private organisations in Sweden. Data has been collected through a literature review and 23 in-depth interviews complemented by a survey in three organisations. The results are analysed with a special focus on seeking explanations for diverging opinions among the respondents and in the literature. The findings indicate that organisational effects of VMs depend on the following factors: organisational perception of the virtual toolbox, behaviour and rebound effects, and the organisation's virtual maturity. The later refers to the penetration and diversity of the collaborative tools used in the organisation and is divided into three stages: substitution, diffusion and integration. As the use of VMs grows in the organisation, different effects will emerge and eventually subside.

  • A 3.0 mu s room temperature excited state lifetime of a bistridentate Ru-II-polypyridine complex for rod-like molecular arrays

    • A bistridentate RuII-polypyridine complex [Ru(bqp)2]2+ (bqp = 2,6-bis(8'-quinolinyl)pyridine) has been prepared, which has a coordination geometry much closer to a perfect octahedron than the typical Ru(terpyridine)2-type complex. Thus, the complex displays a 3.0 mus lifetime of the lowest excited metal-to-ligand charge transfer (3MLCT) state at room temperature. This is, to the best of our knowledge, the longest MLCT state lifetime reported for a RuII-polypyridyl complex at room temperature. The structure allows for the future construction of rod-like, isomer-free molecular arrays by substitution of donor and acceptor moieties on the central pyridine units. This makes it a promising photosensitizer for applications in molecular devices for artificial photosynthesis and molecular electronics.

    • The synthesis and characterization of six ruthenium(II) bistridentate polypyridyl complexes is described. These were designed on the basis of a new approach to increase the excited-state lifetime of ruthenium(II) bisterpyridine-type complexes. By the use of a bipyridylpyridyl methane ligand in place of terpyridine, the coordination environment of the metal ion becomes nearly octahedral and the rate of deactivation via ligand-field (i.e., metal-centered) states was reduced as shown by temperature-dependent emission lifetime studies. Still, the possibility to make quasi-linear donor-ruthenium-acceptor triads is maintained in the complexes. The most promising complex shows an excited-state lifet me of tau = 15 ns in alcohol solutions at room temperature, which should be compared to a lifetime of tau = 0.25 ns for [Ru(tpy)(2)](2+). The X-ray structure of the new complex indeed shows a more octahedral geometry than that of [Ru(tpy)(2)](2+). Most importantly, the high excited-state energy was retained, and thus, so was the potential high reactivity of the excited complex, which has not been the case with previously published strategies based on bistridentate complexes.

    • Risk and vulnerability assessments (RVA) are vital components of the work conducted by public agencies at different levels, as part of the processes for governing and managing risks in the society. In Sweden, public agencies at all levels are required by legislation to perform risk and vulnerability assessments within their respective area of responsibility. The present paper presents a study of how Swedish municipalities, county administrative boards and national authorities work with RVAs, with a special focus on three aspects of such assessments that are highlighted in the legislation: vital societal functions, critical dependencies, and capability assessment. The main data collection technique was semi-structured interviews and a total of 25 actors were included and interviewed. The goal was to achieve a good representation of the different actors that perform RVAs. Thus 5 national authorities, 5 county administrative boards, and 15 municipalities were chosen in order to obtain a representative functional distribution (in terms of national authorities responsible for different sectors), geographic distribution as well as size distribution. The study shows that there is rather large variety of approaches, perspectives and views adopted by different actors, all with different advantages and drawbacks. It is argued that the findings of the study can be used to improve the RVA-practices of public authorities.
