- This chapter starts with a brief discussion of the concept and practice of different forms of decentralization. Colombia and Bolivia are the most important examples of countries in Latin America where decentralization reforms were carried out through devolution and underpinned by far- reaching legislation. In the sections below we focus on Colombia, describing the social, political and economic framework for decentralization and exploring the dynamics and consequences of the decentralization reform in this context. Particular attention is given to poor and marginalized categories of people in rural areas.

- En contextos sociales afligidos por altas intensidades de conflicto y violencia, las comunidades afrodescendientes, campesinas e indígenas en Colombia han dado diferentes significados propios a la resistencia civil que responden a las necesidades de los contextos determinados y las distintas formas de violencia que los aquejan. La región del Cauca se distingue por su tradición de organización indígena y por su resistencia contra los terratenientes y el Estado. La resistencia civil para el movimiento indígena es ejercicio de autonomía e incluye varios elementos como la participación comunitaria y política, la Guardia Indígena y las asambleas permanentes. Debido al trabajo de organización las comunidades son capaces de dar una respuesta organizada frente a situaciones de combate en la zona. La Guardia Indígena está controlada por las autoridades indígenas, nace por la necesidad de preservar la integridad y autonomía del territorio y defender los derechos de los pueblos indígenas, respetar y difundir la cultura y el derecho autóctono. Frente a la guerrilla la Asociación de Cabildos del Norte de Cauca reconoce que ésta ha sido históricamente otra forma de resistencia al Estado y defensora de los derechos de los pueblos indígenas y le demanda respeto a su cultura, costumbres, tierras y territorios.

- An evaluation was made of Sida's support to Fundación GAIA Colombia for the the project "Strengthening the process of construction of the Indigenous Territorial Entities (ETIS) in the Amazon region". The general objective of GAIA is to advice support and cooperate with Traditional Indigenous Authorities (AATIs) in this process and to strengthen the associations and the formations of the ETIS. The project has shown to be very important for the establishment and strengthening the rule of Law in Amazonas. For the first time indigenous people in the region have a political representation and are recognized by the regional authorities. Furthermore, a joint mechanism between AATIs and departmental authorities was created in 2002, to define the political and admnistrative decentralization of public programmes such as education and health, and to fulfil the requirements to be recognized as ETIS.
