  • Seven key lessons learned from e-government development : a reflective analysis of an e-government project

    • <p>In this paper a longitudinal case study of an e-government development project is reported. The authors have followed a development project during three years, from its initiation to its end. The purpose of the paper is to identify and analyze important decisions made and external factors that occurred during the project and discuss their consequences. The findings are presented as seven key lessons that other e-government projects can learn from. The contributions are, thus, both a reflective analysis of an empirical e-government development example and normative statements about how to conduct successful e-government projects.</p>

  • SCORM : from the perspective of the course designer : a critical review

    • <p>The introduction of e-Learning opens new possibilities and new ways of delivering courses. Learning objects can be used and reused in educational contexts to educate students, employees, administrative officers and citizens. In later years Sharable Content Object Reference Model (SCORM) developed by Advanced Distributed Learning (ADL) has more or less become a de-facto standard for creating learning materials that can be used in different learning management systems (LMS).There are many scientific papers that deal with the benefits of e-Learning from a learner’s perspective, or from a strictly economical point of view. In this paper we critically evaluate which benefits and drawbacks a course designer in a university setting can have from using the SCORM standard to deliver a course to the students. We use scenarios to test what benefits and drawbacks can be observed by setting up a course on an LMS with and without the use of the SCORM specification.Our findings show that for a course designer, advantages with SCORM are possibility of reuse, use of metadata and possibility to sequence the learning path of the learner. The most important drawback for a course designer is the lack of flexibility when using SCORM. Another major drawback is structure rigidity. In order to fully be able to use the potential of SCORM the course design and content should not be changed after the course is started. This might have negative impact on the possibilities to design a university course if the field of study is volatile, like many ICT-related topics are.</p>

  • Values for information system security in an academic environment : a pilot study

    • <p>In this paper we present a process of identifying individual and organizational values within an academic environment. These values have been identified by using Value Sensitive Approach (VSA) in the area of Information System Security (ISS). VSA is a methodological framework for identifying organizational and individual values. We believe that ISS objectives and ISS strategy suitable for each specific type of organization can be decided by eliciting these values. The study resulted in a number of value areas related to university general issues (UGV) and ISS issues important within an academic environment. The UGV and the ISS values can be further analyzed and transformed into ISS objectives suitable within an academic environment. Furthermore the identified values should be considered when ISS strategy to achieve those objectives is decided. Results presented in this paper will contribute to the ongoing research efforts to view security problems from a more holistic, socio-organizational perspective</p>

    • <p>Older peoples usage of mobile devices is increasing. This study is part of the GASEL project and seeks to increase the understanding of the use of mobile information technology and opinions towards it. Opinions are compared between genders and age groups. The population based data were collected by conducting a questionnaire survey. A random sample of 1,500 adults 65 years of age or older was obtained from the Finnish Population Register Centre. The number of respondents was 918 with a response rate of 61.2 %. About one fifth (n=169) had used a tablet computer and approximately one third (n=226) had used a mobile phone with a touch screen in the past 12 months without encountering major difficulties. The respondents had mostly thought that using the devices would not be easy. They had also thought that the usage would not be too expensive for them. Men and younger old people held more positive opinions towards these new technologies. Older people are slower in adapting and accepting new technologies and this should be taken into account when designing services, applications and content, as these technologies have the potential to enrichen the lives of this specific population group.</p>

    • <p>Transition from an existing IT system to modern Web technologies provides multiple benefits to an organization and its customers. Such a transition in a large organization involves various groups of stakeholders who may prioritize differently the requirements of the software under development. In our case study, the organization is a leading domestic company in the field of electricity power. The existing online system supports the customer service along with the technical activities and has more than 1,500 registered users, while simultaneous access can be reached by 300 users. The paper presents an empirical study where 51 employees in different roles prioritize 18 software requirements using hierarchical cumulative voting. The goal of this study is to test significant differences in prioritization between groups of stakeholders. Statistical methods involving data transformation, ANOVA and Discriminant Analysis were applied to data. The results showed significant differences between roles of the stakeholders in certain requirements.</p>

  • Vetting automatically generated trace links: What information is useful to human analysts?

    • Automated traceability has been investigated for over a decade with promising results. However, a human analyst is needed to vet the generated trace links to ensure their quality. The process of vetting trace links is not trivial and while previous studies have analyzed the performance of the human analyst, they have not focused on the analyst's information needs. The aim of this study is to investigate what context information the human analyst needs. We used design science research, in which we conducted interviews with ten practitioners in the traceability area to understand the information needed by human analysts. We then compared the information collected from the interviews with existing literature. We created a prototype tool that presents this information to the human analyst. To further understand the role of context information, we conducted a controlled experiment with 33 participants. Our interviews reveal that human analysts need information from three different sources: 1) from the artifacts connected by the link, 2) from the traceability information model, and 3) from the tracing algorithm. The experiment results show that the content of the connected artifacts is more useful to the analyst than the contextual information of the artifacts.
