  • Att sätta hjulet i rullning : En lokal uppföljningsmodell av befintlig verksamhetsstatistik inom ramen för Barnets Bästa Gäller! I Kronoberg

    • I Region Kronoberg pågår en länsövergripande förändringsprocess som syftar till att stärka barns och ungdomars välbefinnande. Processen kallas Barnens bästa gäller! i Kronobergs län (BBGiK) och kan beskrivas som ett nytt arbetssätt som syftar till att skapa länsövergripande strukturer där olika aktörer kan arbeta tillsammans för att stärka barns och ungdomars välbefinnande.Inom ramen för Region Kronobergs verksamhet genomförs sedan år 2003 enkätstudien Barns och ungdomars hälsa och levn adsvanor i Kronobergs län. Den omfattar länets alla barn i årskurs 5 samt ungdomar i årskurs åtta och gymnasieskolans andra läsår och genomförs vart tredje år. Vid den senaste enkätundersökningen år 2021 medverkade totalt 5502 barn och ungdomar (Hiltunen & Johansson 2021). Genom att använda befintliga data av god kvalitet minskar behovet av att tillskapa särskilda resurser och former för uppföljning av BBGiK, samtidigt som en utökad användning också ökar värdet av det arbete som lagts ned för att skapa databasen. Genom att använda statistik som kunskapsunderlagökar möjligheten för beslutsfattare och andra relevanta aktörer i länet att styra och utveckla verksamhet samt arbeta med resursfördelning som kan gynna särskilt utsatta grupper eller områden, något som torde ligga i linje med ambitionen för BBGiK. Med hjälp av statistiska analyser av större populationer av barn och ungdomar kan insatser som stärker barn och ungdomars välbefinnande utökas från de indikerade individorienterade till att gälla även större grupper genom selektiva insatser eller unga i allmänhet genom universella insatser (Forkby & Löfström, 2010).Även om den aktuella enkäten inte utformats för det nya arbetssättet inom ramen för BBGiK finns dock en rad frågor som kan fungera som indikatorer för dimensionerna i barnens bäs ta-hjulet. Följaktligen finns goda möjlighet att kartlägga dimensioner av välbefinnande bland unga i Kronobergs län på en mer aggregerad nivå.Syfte och frågeställningarSyftet med denna rapport är att utifrån befintlig verksamhetsstatistik presentera ett förslag på hur en lokal uppföljningsmodell kan se ut inom ramen för BBGiK. Ytterligare en målsättning är att presentera ett kunskapsunderlag för lokalt preventionsarbete för länets samtliga kommuner.

  • StigmaBeat : Collaborating With Rural Young People to Co-Design Films Aimed at Reducing Mental Health Stigma

    • Little is known about the experience and impact of intersectional stigma experienced by rural young people (15–25 years) who have a parent with mental health challenges. The StigmaBeat project employed a co-design approach to create short films to identify and challenge mental health stigma from the perspective of young people who have experienced this phenomenon. The aim of this paper is to describe the co-design methodological approach used in StigmaBeat, as an example of a novel participatory project. We describe one way that co-design can be employed by researchers in collaboration with marginalised young people to produce films aimed at reducing mental health stigma in the community. Through describing the processes undertaken in this project, the opportunities, challenges, and tensions of combining community development methods with research methods will be explored. Co-design with young people is a dynamic and engaging method of collaborative research practice capable of harnessing lived experience expertise to intervene in social issues and redesign or redevelop health services and policies. The participatory approach involved trusting and implementing the suggestions of young people in designing and developing the films and involved creating the physical and social environment to enable this, including embedding creativity, a critical element to the project’s methodological success. Intensive time and resource investment are needed to engage a population that is often marginalised in relation to stigma discourse.

  • Reconceptualizing Welfare States and Social Policies in Times of Climate Emergency

    • Social policies developed as means to ensure societal development in the context of rising capitalism and industrialization. Many countries transformed into modern welfare states addressing a wide range of social risks and social problems. Social policy entangled with economic growth both as a promoter of the ‘growth machine’ and as a mechanism to redistribute resources secured by economic development. From today’s perspective, social policy has been efficient in increasing wellbeing, but with consequences of environment losses. The shared scientific understanding of the limits of global biocapacity and the worsening scenarios of climate change have not (yet) reshaped mainstream social policy practices or academic research. Welfare state research and comparative social policy studies developed as research fields and academic disciplines in the context of rising capitalism and industrialization in Western societies. Academics have engaged in exploring and explaining the rise, golden years and fall of modern welfare states, old and new social risks as well as how welfare state configurations and social policies produce different outcomes. Social policy scholars have however largely neglected to address the most pressing issue at our time: climate change. Now we are witnessing the consequences of delayed actions as is seen in forest fires, droughts, floods and extreme heats. The global temperature in 2020 is again the highest in record since 1850. We live in a situation of climate emergency, referring to the short time span we have to prevent irreversible and potentially catastrophic impacts of climate change. Social policies are not separate from climate policies as pathways to limit global warming to 1.5 C require deep emissions reductions in all sectors – including welfare institutions. When taking the climate emergency as a starting point to discuss the current questions and future pathways of social policy research, new questions arise. What kinds of social issues and social risks emerge with climate emergency and how to respond on these? How does climate emergency challenge the goals and aims of social policy? How to improve human wellbeing within the limits of biocapacity? This paper argues that the climate emergency pushes us to rethink social policy research agendas and problematize widely shared notions of the goals and outcomes of social policy. The purpose of the paper is to revisit a selection of central themes in welfare state and comparative social policy research, to review how the context of climate emergency challenges them and to develop alternative understandings. The issues that will be discussed include the concept of wellbeing, tasks of welfare states, different modes of social inclusion, means of provision and levels of regulation. The paper draws on and contributes to the ongoing interdisciplinary academic discussions on ‘sustainable welfare’, ‘eco social policies’, ‘eco welfare state’ and ‘green welfare states’, yet being aware that only few contributions have so far broadly reconceptualized welfare and social policies.

    • All growth‐critical perspectives have the common starting point that the ecological crisis and the increase in social inequality are basic features of high‐consumption capitalism and its spread from North America and Europe to the rest of the world. The common goal is thus to re‐embed productionand consumption patterns into planetary limits through a decrease in material and energy throughputs, particularly in rich countries. However, if critical amounts of exclusion and anomy are to be prevented during this transition, this will presuppose a more or less parallel transition of a range of social institutions at roughly the same speed and various scales (local, national, global) thatare currently in different ways tied to economic growth—a ‘great transformation’ for which there are few or no historical precedents under democratic circumstances. While degrowth and postgrowth approaches in general have to grapple with the corresponding complexity problem, this Special Issue particularly addresses the intersection of the environmental and welfare systems. Hence, it aims to contribute towards reducing the complexity associated with a degrowth transition. We develop further the concept of ‘sustainable welfare’, which has generally been conceptualized in terms of satisfying human needs within planetary boundaries. Given the lack of evidence for an absolute decoupling of GDP from matter and energy consumption, we are interested in understanding how welfare systems that are less dependent on economic growth canwork and be more focused on achieving integrated sustainability goals than currently.

  • A Balancing Act: Working and Caring for a Child with Cancer

    • Parenting a child with cancer creates numerous additional care demands that may lead to increased difficulties in balancing work and family responsibilities. Still, there is limited knowledge of how parents cope with both parenthood and paid work after a child’s cancer diagnosis. The aim of the study was to explore mothers’ and fathers’ experiences of balancing the dual roles of work and parenthood following a child’s cancer diagnosis. Nine focus groups with in total 32 parents of children with cancer in Sweden were conducted. The data was analysed using qualitative content analysis. Three categories were identified: Shifts in the importance of the parent role and the work role, Influence of context and conditions on the balance of roles, and Long-term unbalance of roles. Parents expressed an increased appreciation of time spent with family, but also emphasized the importance of work to counterbalance the sometimes overwhelming parenting demands. The pre-existing financial situation, work situation, and employer behaviour were important factors influencing the parents’ ability to balance work and family. Traditional gender roles influenced how couples divided responsibilities and reflected on their experiences. Mothers and fathers were also met with different expectations, which highlights the need for the healthcare to consider their communication with caregivers. Importantly, the parents expressed how the child’s illness affected their ability to balance work and family for a long time, while the understanding and support from others had steadily declined. Enabling parents to care for their ill child without sacrificing their own career is of utmost importance, and future research should focus on identifying which factors facilitate for parents to achieve a sustainable work-life balance.

    • BACKGROUND: The aim of this study was to explore what facilitators and barriers parents of children with cancer identify for their ability to return to work and meet financial needs.PROCEDURE: Nine focus groups (21 mothers; 11 fathers) were performed across Sweden in 2015 and 2019. A deductive content analysis approach was used. A preconstructed matrix consisting of 12 codes based on previous literature was used to organize the data. The codes were grouped into subcategories, which were abstracted to four generic categories.RESULTS: Facilitators for a return to work were covered in the category "Flexibility and understanding from employers and social services," and barriers in the category "Pressure to return without consideration of the consequences." Facilitators to meeting financial needs were covered in the category "Available public, private, and employer support," and barriers in the category "Lack of organized and efficient support from employers and social services."CONCLUSIONS: The identified barriers suggest that there is room for improvement in the provision of psychosocial support, which relates to a perceived lack of organized support regarding practical, financial, and occupational matters. The results show a need for a coordinated support system that includes major stakeholders, such as the health care, welfare agencies, and employers. Moreover, employers should consider how to implement more workplace flexibility and involvement of occupational health services. Importantly, to be able to return to work and achieve a sustainable financial situation, it is necessary for all stakeholders to recognize the long-term impact of parenting a child with cancer.
