  • Early Development of New Technology-Based Firms: How Internal and External Resource Dimensions Impact and Structure the Firm

    • How do founders’ and firms’ business environment impact the early development of new technology-based firms (NTBFs)? In order to answer this question, this thesis explores how internal and external resource dimensions impact and structure the early development of NTBFs. NTBFs are known for their technological innovation and their abilities to boost economic growth and development. These new, young firms are vulnerable in their first years of development, and their development is dependent on resources related to the founders and external business environment. Impacts from these internal and external resource dimensions provide means for firms to develop. Explaining how these dimensions together influence the early development of NTBFs would broaden the perspective on these firms in their first years, clarifying the type of support required for these firms. Examining NTBFs both qualitatively and quantitatively, the thesis analysed the structuring of the early development and the impacts on it, including business- and innovation performance, and initial business models. Findings reveal that the early development is affected by internal resource dimensions, such as founders’ previous business experiences and relationships within their business environment, and by external resource dimensions such as the type of business networks and firm localisation. However, impacts from these internal or external resource dimensions differ over time depending on founders’ experiences, maturity, and self-trust, and hence one dimension or the other dominates the early development. The thesis contributes to the research on NTBFs and entrepreneurship, describing and analysing imprinting effects of the aforementioned dimensions, such as founders’ attitudes, on the firms’ early development. It also discussed how the external business environment becomes less influential on the firms’ development as the founders rely more on own decisions to do business.

  • Innovationsplattformar för hållbara attraktiva städer

    • Samspel mellan lokala aktörer så som näringsliv, kommun och universitet har historiskt sett spelat en viktig roll i utvecklingen av innovationer men det är först relativt nyligen som ansvaret för innovationsstöttande åtgärder aktivt förflyttats till den kommunala nivån. Denna rapport beskriver resultaten från den följeforskningsinsats som varit kopplad till Vinnovasatsningen Innovationsplattformar för hållbara attraktiva städer. Satsningen tar sin utgångspunkt i ett stöd till fyra städer (Göteborg, Malmö, Lund och Borås) att under två år bygga upp en ny form av lokal innovationsstödjande samverkanskapacitet. Studien som rapporten bygger på gick ut på att följa och beskriva utvecklingen av innovationsplattformarnas verksamhet, analysera informationen ur ett innovationsperspektiv samt återföra resultaten till innovationsplattformarna och Vinnova. Syftet var därför att skapa kunskap om innovationsprocesser kopplat till hållbar stadsutveckling och möjliggöra ett fördjupat lärande mellan innovationsplattformarna. Således utgjorde följeforskningsinsatsen en del av de lärprocesser som varit kopplade till plattformarnas utvecklingsarbete. Kopplat till följeforskningen gjordes även en inventering av hur liknande arbete organiserats i andra delar av världen. Sammanfattningsvis indikerar resultaten följande: • Innovationsplattformarna har skapat en ökad lokal kapacitet att bedriva innovationsfrågor inom ramen för hållbar stadsutveckling. • Satsningen har gjort avtryck inte bara i själva plattformen utan även på en kommunal nivå och hos de deltagande organisationerna på ett sådant sätt att det skapats legitimitet för arbetets fortsättning. • Erfarenheterna visar att arbetet med att etablera innovationsplattformarna tagit längre tid och mer resurser i anspråk än vad ursprungligen antogs. Förklaringar till detta har varit utmaningar att etablera samverkansformer och en oerfarenhet med innovationskonceptet som sådant, särskilt avseende hur det skall förstås i en kommunal stadsutvecklingskontext. • Viktiga arbetsområden för innovationsplattformarna har varit att tolka begrepp, bygga kunskap, säkra politiskt kapital och skapa metoder för att förverkliga brett förankrade innovationsprocesser. • Utvecklingen av Innovationsplattformarna har inneburit utmaningar framförallt avseende tolkningen av olika aktörers traditionella roller. Delvis har det inneburit att det kommunala och privata har glidit in i varandras sfärer och utmanat etablerade uppfattningar om ansvar, professioner och ageranden. • Denna utveckling har kommit att utmana existerande rättsliga strukturer och bäddar för framtida spänningar inom den byråkratiska förvaltningskulturen, de kommunala kompetensreglerna och EUs konkurrensrättsliga regler. • Vid en internationell jämförelse framgår att den svenska satsningen på innovationsplattformar nyttjar aktuella och internationellt gångbara arbetssätt men 7 behöver stärkas genom ytterligare kopplingar till innovationssystem på både nationellt och internationellt plan. • Satsningen kan i ett vidare sammanhang ses som en lärplattform inte bara avseende stadsutvecklingsinnovation i samverkan utan även för en ny form av kommunal administrativ logik som bygger på att det kommunala uppdraget till vissa delar definieras och löses genom en bredare samverkan med olika intressenter, s.k. New Public Governance.

    • The European Spallation Source, currently under construction in Lund, Sweden, is a multidisciplinary international laboratory. Once completed to full specifications, it will operate the world’s most powerful pulsed neutron source. Supported by a 3 million Euro Research and Innovation Action within the EU Horizon 2020 program, a design study (HighNESS) has been completed to develop a second neutron source located below the spallation target. Compared to the first source, designed for high cold and thermal brightness, the new source has been optimized to deliver higher intensity, and a shift to longer wavelengths in the spectral regions of cold (CN, 2–20 Å), very cold (VCN, 10–120 Å), and ultracold (UCN, >500 Å) neutrons. The second source comprises a large liquid deuterium moderator designed to produce CN and support secondary VCN and UCN sources. Various options have been explored in the proposed designs, aiming for world-leading performance in neutronics. These designs will enable the development of several new instrument concepts and facilitate the implementation of a high-sensitivity neutron-antineutron oscillation experiment (NNBAR). This document serves as the Conceptual Design Report for the HighNESS project, representing its final deliverable.

  • The two sides of the coin: joint project leader interaction in university-industry collaboration projects

    • This article focuses on how academic and industrial leaders view central aspects of the initiation, collaboration process, and the outcomes in government-funded R&D projects. In much previous work on university-industry collaborations (UICs), universities or researchers and/or firms have been studied without any direct reference to the other party, thus neglecting the fact that the motivations, perceptions, and actions involved in UICs are two-sided at least. In contrast, this study builds on interviews with academic-industry project leader pairs to identify how both sides perceive the initiation, interaction, conditions, and outcomes of the collaborative project. While there is unexpected overlap in both parties’ perceptions of goals and utilities of the collaboration, there is also a clear tendency for academics to stress the less tangible or distant factors (e.g., ‘a culture’, ‘priorities’, or general university support), while industry actors emphasize more tangible operative factors (e.g., collaborative networks, timing issues, having project owners and conflict resolution procedures). This might illustrate different cultural or professional mores as well as different notions of what types of efficiencies to seek collaborative R&D in general.

  • Towards a Framework for Mobility-as-a-Service Policies

    • Public authorities are increasingly pursuing activities to pave the way for Mobility-as-a-Service (MaaS). The range of activities includes regulation reforms, technology developments and investments in trials. Despite progress, concrete MaaS developments are still limited. Thus, it remains uncertain how effective the current MaaS policies will be in terms of facilitating the development and diffusion of MaaS that generate public value. Drawing on collaborative innovation and sustainability transition literature, this paper aims to provide a basis for analyzing MaaS policies by introducing a framework that identifies aspects that such policies should address. An empirical analysis of Transport for New South Wales’s MaaS policy program is utilized to illustrate how the framework can be applied. The contribution to the transport literature is twofold. First, the paper refines the conceptual understanding of what MaaS is, and why it differs from the present state of affairs. Second, it advances the knowledge of how the public sector can facilitate its development and diffusion.

    • Consulting services can be very complex, which makes the evaluation process difficult, especially the assessment of multiple criteria used when selecting providers. The purpose of the paper is to investigate current Swedish practice among public clients procuring architectural and engineering services, in particular how they use other criteria than price when awarding contracts. Five large public clientsas well as architects and engineering consultants have been interviewed. Documented award routines have been analysed. Major public clients are found to have developed detailed selection procedures. Award practices among clients may affect the strategies of consulting firms. The study shows that consultants perceive public sector award practices as objective, although tending to exaggerate the price factor. As public clients increasingly become aware of the importance of using selection procedures that are adaptedto the specific service to be procured, the development of more effective frameworks for evaluating consultants is an obvious need.

    • Purpose - Health care organizations are increasingly demanded to balance the institutional logic of "medical professionalism" and "business-like health care," that is, to both recognize physicians' professional expertise while locating it in a wider social, economic, and political organizational setting. The purpose of this paper is to examine the implications from this shift in terms of leadership work in health care organizations. Design/methodology/approach - Case study methodology including interviews with 15 residents in Swedish health care organizations. Findings - A study of the willingness of residents to take on leadership positions show that leadership roles are treated as what is potentially hindering the acquisition of the know-how, skills, and expertise demanded to excel in the clinical work. Consequently, taking on leadership positions in the future was relatively unattractive for the residents. In order to overcome such perceived conflict between professional skill development and leadership roles, top management of health care organizations must help residents overcome such beliefs, or other professional groups may increasingly populate leadership positions, a scenario not fully endorsed by the community of physicians. Originality/value - The paper demonstrates how complementary or completing institutional logics are influencing debates and identities on the " shop floors" of organizations.

  • Changing practices for public facilities management

    • Public facilities management organizations are currently facing several challenges both external and internal. New regulations regarding sustainability (including energy efficiency targets), a transition to a business-like approach/form of governance and changing demographical conditions are examples of outer challenges. At the same time, inner challenges such as need for new knowledge and competencies among the employees and buildings in bad shape, in urgent need of renovation, need to be managed. These aspects enforce public facilities management organizations and their pertaining institutions to change their way of working.The aim of the thesis is to increase the understanding of the change processes through which public facilities management organizations reconsider and revise their existing facilities management practices in order to support long-term goals and sustainable development.   The research presented in this thesis builds on a qualitative research design. The practice-oriented theoretical lenses of institutional work, institutional logics and sociomateriality are used in order to examine changing practices for public facilities management. The thesis is based on one main empirical case study, in one organizational context. Within this context, a strategy project was followed, where actors were developing new practices in relation to sustainable facilities management. When investigating the role of objects for public facilities management, the thesis is also informed by two other organizational contexts encompassing projects related to sustainable facilities management.   Three papers are included in this thesis. Relating to the aim to increase the understanding of the change processes that public facilities management organizations undergo, findings show that several actors are involved in the work to transform public facilities management organizations in order to meet current challenges. They reside at and travel between different organizational levels and develop practices related do different logics. These actors are not only human, they are also non-humans (objects). The actors are not perhaps “obvious” change agents, rather they are “ordinary” employees doing their jobs, albeit in a good manner. As such, this thesis adds to the body of practice-oriented literature on institutional work, institutional logics and sociomateriality. It also contributes to organizational research that investigates sustainable public facilities management.

    • Public Facilities Malmanagement (PFM) is currently moving from being an institution driven by ad-hoc practices to now introducing long-term and strategic practices. During this institutional change, human actors engage in institutional work to create new practices. However, old practices seem to be maintained within PFM to a large extend. Why? Data were collected through case studies in two public facilities management organizations, an interview study in eight organizations from the institution of PFM and a workshop with representatives from the institutional field of PFM. Findings show how the changing institutional setting for the institution of PFM produce negative emotions. To manage these, human actors engage in institutional work and here they employ artefacts as means to drive change. These artefacts functioned in various ways to reduce negative feelings by inducing a sense of safety (as soft blankets), by enabling the avoidance of dealing with 'the truth' (as shields) and by offering hope (as a vision of perfect future). Thereby, they did not take part in creating change, as much as they took part in maintaining current practices. The unintended consequences of the usage of artefacts, explain why practices are maintained during institutional change for PFM.

    • Growing cities, new governmental sustainability directives, and a large building stock in need of acute measures put pressure on public facilities management organizations to transform their operations. However, the complex organizational context encompasses multiple, sometimes competing, institutional logics where long-term demands on sustainability often are at odds with short-term financial goals and politics. The aim of this paper is to increase the understanding of how actors navigate within such complexity in order to translate governmental energy efficiency directives into local practices. Data was collected through an ongoing case study of a facility management organization in Sweden. Focus is on a single institutional actor, a project manager and his (institutional) work of creating and implementing new energy directives. Findings show that translating energy-efficiency directives into practice is not a straight forward process and, together with other issues, requires considerations of the interplay between different logics. In order to manage this, the project manager was switching between strategies of 'zooming in' and 'zooming out' i.e. either focusing on single and narrow logics or integrating them at different stages of the process. By elucidating the more practice-based simplifications that also is adopted by the project manager, we instil the need for more nuanced conceptualizations of complex institutional landscapes, being a central concern for researchers and practitioners engaged in the sustainability challenge in the built environment sector.
