    • A qualitative analysis of observation protocols and audio recordings from 14 crisis response exercises has been conducted revealing eight themes reoccurring in multi-disciplinary team discussions about crisis response to large disruptions to the card payment system. The themes were: Coordinate and collaborate, Payment options, Cash circulation, Fuel and transportation, Security, Inform, communicate and the media, Hoarding and rationing, and Vulnerable groups. The analysis suggest that Swedish society is vulnerable to disruptions in the card payment services, largely due to a low diversity in payment options, the lack of prepared back up solutions for payment, and insufficient cash flows to support a cash only scenario. A longer (several days) disruption in the card payment system will demand coordinating mechanisms for information management, available payment options, and preparedness for rapid establishment of cash flows. Today, these mechanisms do not exist. Simulation exercises with stake-holders are an important mean for increasing awareness about these vulnerabilities and the challenges associated with coping with them. © 2020 Information Systems for Crisis Response and Management, ISCRAM.   • Migration, Demograpy and Economic growth - A European Perspective : Discussion Paper European Economic Integration in Swedish Research

    • As well known and much discussed, the European demographic development will mean problems for economic growth in the future. While the part of the population, which is older than 65, will continue to rise both relative to the labour force and in absolute terms, the active population between 20 and 64 probably will fall, at least relatively if not absolutely. In this paper we will treat two central questions. The first question is dealing with the demographic development and possible effects of migration in West Europe. Regarding the new member countries and the candidate countries, with the exception of Turkey, the demographic development here is even more difficult than the one in West Europe. Furthermore, migration to Europe could implicate a brain drain, which may deteriorate the economic and social situation in the countries of emigration. In this part we even will discuss, whether the population situation in Europe could lead to an enlargement of the EU or other arrangements of co-operation with countries, which traditionally are not seen as candidates for membership. The second main question in the paper will discuss the implications of the population development and of migration for economic growth. A difference can be made between growth of total GDP, GDP per head of population and GDP per employed person. Yet the main emphasis of the empirical growth discussion will deal with GDP pc. We will even discus, whether the possibilities of falling growth could be leveled out by higher formation of physical and human capital, changes of participation rates and working hours.

  • How robust are estimated welfare? : An investigation of ranking of European countries, based on welfare indices calculated using random weights

    • We measure country welfare by an index number calculated from welfare components like GDP per capita and expected length of life. We rank countries from high to low welfare using such estimated welfare indices. In such calculation the chosen welfare components, the procedures used to normalize them, and the weight structure are important. Changing the components, the normalization procedures, or the weight structure change the welfare indices and it may in the next step also alter the rank order. In this paper, I present information about the importance of the weight structure, and the normalization procedure, taking the welfare components as given. I draw one million random weight structures and from the welfare indices that follow I extract the rank order for each structure. The result of this procedure is a rank order distribution for each country. In this paper, I present the rank order distribution for some countries. For example: According to the human development index Sweden is ranked at 7th place. With random weights Sweden is ranked as high as fifth place in 5.1 per cent of the cases, and as low as 14th in 13.6 per cent of the cases, with the mean rank equal to 9.8.

    • To become a member of the European Union, certain conditions have to be fulfilled. First of all, a country has to apply for membership. Furthermore, the country must geographically be situated in Europe, though there is some space of discussion (Cyprus, Turkey, and some territories and countries outside Europe). Finally the country has to meet the Copenhagen criteria (stability of institutions, functioning market economy, ability to take on the obligations of membership). Since 2004, new members of the EU even have to join the Economic and Monetary Union, when they fulfil the Maastricht criteria (low inflation and long-run interest rates, low public deficits and debts, stable exchange rates and independent national central bank). The purpose of this paper is to investigate some economic aspects and challenges of the enlargement of the EU since 2000. Even possible future enlargements will be discussed. Among the economic aspects the size, internationalisation and globalisation will be discussed mostly in macroeconomic terms. Furthermore, the question of Europe's international competitiveness and the Lisbon agenda from 2000 will be treated. The time perspective regarding the economic development in the past is approximately the years from 2000 to 2007, i.e. the actual development in 2008 and 2009 will not be dealt with. Finally, the question will be asked, whether past and future enlargements lead to a stronger or weaker European Union

    • Industrial production service organisations, companies maintainingproduction machines and whole processes as well as factories, are in great demand ofproductivity and profitavility improvement. Usually performance in theseorganisations arises from high utilization of personnel, superior engineeringknowledge and purchasing expertise/power. However, small and medium sizedmaintenance service providers mostly differate themselves with two first mentioneditems. In this paper we will propose information fusion cockpit to be used in theSME maintenance organisation to enhance problem solving, demand visibility andresource need estimates – hopefully this will enhance the performance of a caseorganisation. As a key input variable to manage large amount of different customerswe identify incoming calls to trigger information collection from vast number ofdifferent databases – the integration of this incoming “demand” is the first step to betaken in the use of more advanced systems. We also speculate in this paper, howagent based artificial intelligence could be used in order to take full benefit frommore advanced system.

    • Applying a qualitative case-study method this article examines the establishment processes of IKEA and HELDING Share Company (HSC). The findings show that establishment in China is a complex, time and resources consuming process. This is because the Chinese culture makes it a pre-requisite to build social networks of harmonious interpersonal relationships, i.e. guanxi_to achieve success. The rules are changing continuously and there is an excessive involvement of the authorities in the economic activities in the market. It thus takes time and consumes enormous resources to understand the problems and to develop strategies to achieve success in establishments. IKEA and HSC developed interpersonal networks (guanxi) with the JV partners and the various influential people (facilitators) in the different phases of establishments. The developed guanxi enabled the two firms to understand and to handle; the cultural constraint, the complicated and continuously changing legal system, the bottlenecks in authorities relationships, the most complex and time consuming bureaucratic structures, the unique style of negotiations, to get operations and import license,  license for the land for running the business and to get various types of assistance in the network development.
