    • Millions of people worldwide work outside the law as street vendors in order to earn a living. However, they often work in fear of police evictions and confiscations since their work is in many places considered illegal. In this context, formalization (steps towards legalization) is often portrayed as a model for empowerment that allows poor street vendors to improve their well-being. Formalization, as a model to manage street vending, is widely promoted by various international development organizations. While important, studies of formalization show that street vendors often resist state control, and the majority continues to work outside the law.The main research question guiding this study is: how does formalization of street vendors in Bogotá enable and/or hinder their well-being? To examine this question, this study uses an ethnographic approach and the concept of social control within the tradition of sociology of law. The data for this study was collected through ethnographic fieldwork conducted between 2012 and 2014 in the city of Bogotá, Colombia. Three groups were studied: vendors within the transitional zones (a formalization program), two rickshaw driver associations, and itinerant ice cream vendors. The main findings illustrate that although street vendors work outside the law, they do not operate in a state of chaos or anarchy. Quite the opposite, law and other forms of social control are present in their work. These practices of control often affect their well-being. Despite harsh working conditions, well-being according to them means more than economic survival, and often, street vendors strive to improve their lives and gain independence in their work. Another finding is that formalization is often directed toward the more established vendors and does not account for the fact that new individuals arrive on the streets every day trying to make a living. Often, the most vulnerable groups (immigrants, women, the newly unemployed) lack the time and knowledge to formalize or simply are not targeted in formalization programs. Without a deep understanding of how social control already operates, the state runs the risk of developing formalization initiatives that undermine the well-being of the most vulnerable groups. Thus, this study of everyday forms of social control provides empirically based insights into the ways law influences the lives of those working outside the law.

    • This brief anthology presents the basics of the interdisciplinary course called “Smart City Governance – AI Ethics in a Spatial Context”, given at Lund University. Furthermore, it includes three papers and a task written by students from the class of 2021/2022 in order to show examples of the topics possible to analyse when combining engineering students from programmes on data, ICT and land surveying with students from the humanities or social sciences.Head of course is Stefan Larsson, Associate Professor at the Department of Technology and Society at LTH, Lund University. As a socio-legal scholar and lawyer at a faculty of engineering, he leads a group studying governance and issues of trust and transparency with autonomous and AI-driven technologies in domains ranging from the public sector to consumer markets, medicine and social robotics.Laetitia Tanqueray is a Teaching Assistant on this course, and canvas coordinator. Laetitia holds bachelors’ in English Law and French Law and a master’s in Sociology of Law. She is a project assistant at the Department of Technology and Society at LTH, Lund University, investigating questions related to socio-legal robotics.

    • This article argues that the prepaid energy system put into operation in Medellín and across Colombia worked as an expression of ‘energopower’; that is, energy as a means to govern societies. The article uses press archives and company statements, official statistics and group interviews to show how energopower operates in Medellín along three lines: that Empresas Públicas de Medellín, the city's public utility company, encouraged disconnected and displaced people as new buyers of prepaid energy services instead of citizens entitled to those services; that the implementation of the prepaid energy system coincided with the vertiginous capitalisation that allowed the city to fund its ‘Social Urbanism’ and EPM to expand operations across Colombia and other countries in Latin America; and, that prepaid electricity as a tool of energopower subjugated displaced and disconnected populations to new forms of affordability that prompted barrio women to understand and oppose its disciplining methods of domination.

  • Reforming International Fisheries Law Can Increase Blue Carbon Sequestration

    • The oceans are by far the largest carbon sink and are estimated to have absorbed roughly 40 percent of anthropogenic carbon dioxide emissions since the beginning of the industrial era. The climate services performed by the oceans can be described as an interaction between a physical and a biological carbon pump. Whereas the role of the physical carbon pump is well established, the full scale of the climate services provided by the biological carbon pump has only recently been understood. This pump is made up of services provided by different marine species, from microbes to marine mammals. Many of these species are managed under the international law of the sea and subject to the concept of Maximum Sustainable Yield (MSY). Although the MSY concept has developed since its inception, maximum generation of fish for human consumption remains the core objective according to the law of the sea. Under MSY based management, states are not required to consider the climate services represented by different marine organisms, making this regime unable to balance the interest of maximizing fish as a product against the oceans’ role in carbon sequestration. In order to make optimal use of the carbon sequestering features of marine organisms, this perspective proposes five action points. Foremost, MSY should be complemented with a new management objective: maximum carbon sequestration (MCS). Although many aspects of climate-based fisheries management remain to be explored, it appears clear that this would imply allowing stocks to recover to maintain a larger amount of biomass, increasing conservation measures for species particularly efficient in providing negative emissions, differentiation of fisheries within species as well as a new approach to ecosystem management. Climate reforming international fisheries law could make an important contribution to the operationalization of the Paris Agreement on Climate Change, as well as the UN Sustainable Development Goals. As a first step, international guidelines should be developed on how to integrate the concept of maximum carbon sequestration in fisheries management.

    • The chapter contains five sections, beginning with an introduction. Section 2 describes legal education and the law program in Sweden generally, while Section 3 specifies the curricular requirements all law teaching in Sweden (and the US) must follow. Section 4 describes specifically Swedish family and child law teaching, beginning with how academics in Sweden (and the US) define "family law's" scope. Finally, Section 5 analyzes Swedish family and child law pedagogy’s strengths and remaining challenges considering its educational aims and practical realities. Concluding comments express (1) optimism for recent developments in Swedish family and child law teaching design; (2) concern that published aims (and even requirements) are nonetheless not yet fully and consistently met, although we know how they could be; and (3) a call to further action, especially in light of the ongoing shifts legally, socially and politically being experienced by today's law students' generation. Specifically, I propose that further infusing current legal and sociolegal research into the teaching and deepening the extent to which students encounter critical perspectives on the law could further improve the teaching’s effectiveness and adherence to national standards.
