    • Research suggests that International Organizations (IOs) are getting more involved in efforts to mitigate and adapt to climate-related security risks in different parts of the world. However, there is still a limited understanding of how discourse and action on climate security develop and diffuse in and across different institutional settings in various policy fields and geographical contexts. This article aims to contribute to advancing the research agenda by outlining an analytical framework that helps structure comparison across IOs along three key dimensions: (a) discursive framing; (b) institutional design; and (c) policy actions. To illustrate how the framework can be used in empirical analyses the article discusses findings from previous research. This is not only relevant to highlight the framework’s analytical usefulness as it also shows the relevance of these research findings for practitioners and decision-makers engaged in efforts to enhance the role of IOs in global governance of climate security—and across the humanitarian-development-peacebuilding nexus.

  • Legitimacy in global governance : sources, processes, and consequences

    • Legitimacy is central for the capacity of global governance institutions to address problems such as climate change, trade protectionism, and human rights abuses. However, despite legitimacy’s importance for global governance, its workings remain poorly understood. That is the core concern of this volume: to develop an agenda for systematic and comparative research on legitimacy in global governance. In complementary fashion, the chapters address different aspects of the overarching question: whether, why, how, and with what consequences global governance institutions gain, sustain, and lose legitimacy. The volume makes four specific contributions. First, it argues for a sociological approach to legitimacy, centered on perceptions of legitimate global governance among affected audiences. Second, it moves beyond the traditional focus on states as the principal audience for legitimacy in global governance and considers a full spectrum of actors from governments to citizens. Third, it advocates a comparative approach to the study of legitimacy in global governance, and suggests strategies for comparison across institutions, issue areas, countries, societal groups, and time. Fourth, the volume offers the most comprehensive treatment so far of the sociological legitimacy of global governance, covering three broad analytical themes: (1) sources of legitimacy, (2) processes of legitimation and delegitimation, and (3) consequences of legitimacy.

    • Den övergripande fråga som ställs i rapporten är: hur kan universitet och högskolor upprätthålla kvalitet i utbildningen? Undersökningen bärs upp av tre delar där vi studerar 1) om högskolepedagogiska kurser stärker lärare som pedagoger; 2) huruvida det finns incitament för universitetslärare att satsa på pedagogisk verksamhet; samt 3) vilka förutsättningar lektorer ges att inom ramen för sin tjänst fullgöra det pedagogiska uppdraget. I den första delstudien finner vi att pedagogiska kurser haft positiva effekter på deltagarnas upplevda trygghet i lärarrollen. Samtidigt förändras inte kursdeltagarnas grundläggande förhållningssätt till undervisning. I delstudie två finner vi att incitamenten att satsa på det pedagogiska uppdraget är relativt svaga, eftersom sakkunniga i allmänhet lägger liten vikt vid pedagogiska meriter jämfört med vetenskapliga. I den tredje delstudien undersöks balansen mellan forskning och undervisning för lektorer i statsvetenskap. Resultaten visar att skillnaden i undervisningsplikt, liksom kompensationen för likvärdiga undervisningsuppdrag, varierar mycket mellan lärosäten. Förutsättningarna för det pedagogiska uppdraget ser således väldigt olika ut för lektorer beroende på var de är anställda.

  • Development pathways and the political economy of maladaptation. The case of bioenergy as a climate strategy in Brazil

    • Although it is well known that large-scale bioenergy expansion erodes different environmental, social, and economic dimensions of sustainable development, in countries like Brazil, bioenergy is institutionalized as a flagship climate strategy aimed to cut down  CO2 emissions in transport. These trade-offs have serious implications for climate change governance and sustainable development; however, conventional approaches have not yet properly explained this seeming paradox. This article addresses this gap from a critical development pathways approach to bioenergy as a maladaptive strategy in Brazil. I propose an analytical framework to observe how different ideas, interests, and institutions interplay in the historical institutionalization of bioenergy as a climate strategy. The analysis shows that bioenergy institutionalization has been driven by the endemic economic crisis in the sugar sector and governmental interests associated with security and developmental imperatives. The unsustainable co-evolution of development pathways and bioenergy, marked by deforestation, land colonization, and agricultural expansion, has narrowed the adaptation space in agriculture, gearing current climate policy towards path-dependent maladaptive strategies like bioenergy. Paradoxically, framing bioenergy as a climate strategy has been useful to justify more expansive policies in favor of the sugarcane industry, and to greenwash the Brazilian climate policy in the international arena of climate governance.

  • Investigating the Link between Transport Sustainability and the Representation of Women in Swedish Local Committees

    • There are large discrepancies in the transport sector along gender lines in travel patterns and means of transportation used, but also in attitudes and norms among citizens, planners and decision-makers, with women generally more positive towards measures involving the lowering CO2 emissions. At the same time, the number of women involved in transport-related decisions is low. This is a problem for gender equality but possibly also for sustainability. A careful review of previous studies indicated a lack of analyses on the subject based on quantitative data at the local level. We investigated a possible link between women’s presence in local policymaking and more sustainable transport policies, and whether it is possible to capture such an effect. The main contribution of this paper is a methodological approach in which, besides generating unique data on representation in municipalities (confirming men’s dominance, specifically in transport policymaking), possibilities for quantitatively measuring gender and the level of sustainability in transport planning are discussed and tested. Challenges in collecting relevant data and analyzing possible covariances in the data set are discussed and presented as well as suggestions for further investigations into the possible link between gender and sustainable transport performance.

    • This paper examines the conflict over the privatisation of the Cameroon Development Corporation between the government of Cameroon and the Bakweri tribe. It is set against the conflicting landscape and power fields of traditional, colonial and modern authority systems: a hallmark of the land tenure system in which the Bakweri find themselves today. This case study shows how local people are appropriating the western concepts of human and property rights and social justice, within the context of neoliberalism by making compensation claims for the appropriation of their land. It further suggests that present-day conflicts and threats to human security are traceable to larger contemporary, historical, economic and political processes such as colonialism and neoliberal globalisation, with varying impacts at the local level.

    • For some decades, feminist scholars have engaged with the new responsibilities that corporations assume to address gender inequalities, often critiquing forms of economic empowerment that ignore the significance of social reproduction. Recently, however, the idea of a business case for unpaid care and domestic work (UCDW) has caught traction, opening up new ways for businesses to showcase responsibilities for gender equality in the Global South. Taking cues from feminist debates on corporate agency for gender equality, this paper examines a three-year partnership between Oxfam and Unilever's brand Surf, which aimed to recognise, reduce, and redistribute UCDW in the Philippines and Zimbabwe. Based on online material and interviews, we scrutinise how corporate and NGO goals coalesced around a business case for care and the governmental techniques assembled to act upon the problem of UCDW in the Global South. In comparison to the business case for women's economic empowerment we find that, for the corporation, the targeting of the social reproduction of groups of negligible economic interest is more difficult to justify and sustain. However, some of the techniques of governance used during the course of the partnership have been repurposed for political ends, charting different pathways to transform gender unequal responsibilities for social reproduction.
