    • The Swedish educational policy for upper secondary English, which took effect in 2011 and adopts a globalised perspective on language, is explored with respect to how skills and awareness related to local, national, and international roles of English are represented in policy documents. A discourse analytic approach to language policy is used to offer a critical reading of the national syllabus for English, the accompanying guide and commentary on the syllabus, and the general upper secondary curriculum. Analysis, informed by the work of Robert Phillipson, shows how English is represented with respect to the specific functions it serves as a lingua cultura (a language indexing socially situated value systems), a lingua emotiva (a language of popular culture and entertainment), a lingua academica (a language of research, teaching, and learning), a lingua economica (a language of market forces and globalisation), and a lingua tyrannosaura (a language of power or threat). The findings show that sociocultural and sociopolitical dimensions are identified in the syllabus for English to a greater extent than academic and professional/vocational dimensions of English which are treated in more detail in the general upper secondary curriculum and that the relationship between plurilingualism and English is minimally addressed but nascent.

    • How is water best managed - as a common good or a commercial product? This is the key question of this paper that serves as introduction to a special section on Peru's water crisis. The theoretical point of departure is Karen Bakker's (2007) discussion of water as "a commons versus a commodity" and the conceptual pitfalls and political dilemmas the dichotomy poses. The paper argues that in order to understand the social and political tensions not only in Peru but also in other countries suffering chronic and potential water shortage we must move beyond the idea that water is best managed as either a commons or a commodity. Rather, the paper suggests, we need to examine water governance as a multi-faceted and complex activity in which water exceeds the dichotomy and sometimes takes the form of commons and commodity at the same time. Unpacking the conceptual baggage of the commons/commodity dichotomy, as well as that of each term separately, the paper problematises their use in the study of Peru's water governance. To illustrate the intricate and often unexpected ways in which water is claimed, accessed and allocated in Peru, it introduces the five studies that comprise the special section, concluding that only by providing in-depth, ethnographic descriptions of the country's water governance can we gain insight into its socio-political complexity and propose alternatives to its water crisis.

    • Fleischer suggests that the divergences between the far right in Eastern and Northwestern Europe in the late 2000s could be understood as a difference between multi-fascism, concentrated on the preservation and re-birth of ethnic identities, and mono-fascism, pre-occupied with the defense of "Western" values against perceived threats, foremost from Muslim populations. Although, as Fleischer emphasizes in his afterword, these forms now appear to have been transient, his chapter emphasizes the need for a synthesized and theoretically refined perspective on the contemporary far right.

  • Is Democracy Associated with Reduction of Poverty, Child Mortality and Child Deprivation in Low-income Countries?

    • Is democracy related to lower poverty rates and better living conditions for children in developing countries? Multiple sources have confirmed that living conditions in low- and middle-income countries have improved significantly during the past decade. This development coincides with a period of economic growth and, until recently, a trend towards increasing democratization of many of the world's political systems. In the present paper, we use data from 51 low- and lower-middle-income countries covering the period 1995-2019 to analyse: poverty ($1.90/day), child mortality as well as the degree to which children are malnourished, deprived of immunization, and lack education. The central aim is to test whether democracy contributes to the decrease in poverty and improvement of children's living conditions. We also test whether the impact of democratization is conditional on political ideology, GDP, and corruption, i.e., whether democratization only is beneficial if combined with policies influenced by socialistic ideology, economic growth, or low corruption. Using data on living conditions from the World Bank, Demographic and Health Surveys (DHS), V-Dem project on democratization, and Global Leader Ideology database, we draw the following conclusions: Democratization does contribute to the decrease in poverty, child mortality, malnutrition and lack of immunization among children. However, the impact of democracy is conditioned on previous experience of leftist governments; democracy only improves living conditions in countries with a history of leftist governments. Least beneficial are leftist autocracies. We also conclude that democracy counterbalances the detrimental effects of corruption on children's school attendance.

    • Liberalism is in trouble as a normative basis of world order, partly for its failure to deliver adequate democracy to contemporary globalisation. This article explores how new ideas and practices of democracy might underpin a future post-liberal world order. The discussion especially addresses methodological issues, on the premise that the way that global democracy is studied deeply affects the ways that it can be understood and enacted. To open space for more innovative thinking about people’s power in a global world, the article develops an approach which – in contrast to established liberal theorising – emphasises principles of diversity, reflexivity, and praxis. Drawing on experiences of implementing these principles in a six-year ‘Building Global Democracy’ programme, the article argues that such a methodology can generate different, imaginative and transformative notions. In particular, post-liberal reinventions of democracy could redefine the demos, incorporate non-modern institutions, deepen justice, and confront structural power hierarchies. To be sure, as the final section reflects, the formulation and implementation of post-liberal constructions of global democracy face considerable challenges. Yet, with no less than the future of a good society at stake, it is vital further to pursue such experiments in globality beyond liberalism.

  • Understanding the rise of e-participation in non-democracies : domestic and international factors

    • While it has often been suggested that information and communication technologies (ICTs) provide an important means of increasing citizen participation (which is at the core of democratic government), few commentators have expected non-democracies to create online environments in which citizens can take an active part in political processes. In recent years, however, some non-democracies have begun to outperform countries with long-standing democratic traditions in terms of e-participation development. According to the 2010 United Nations (UN) e-government survey, Bahrain outranks France, Kazakhstan beats Sweden and Malaysia ranks higher than Germany. This article sets out to understand the recent rise of e-participation initiatives in non-democracies. Drawing on comparative longitudinal data from the UN e-government surveys, we tested the assertion that international drivers of change are competing with the dominant focus on domestic factors, especially in the non-democratic world, and are influencing the patterns of reform. The empirical analysis demonstrated important differences between the drivers of change in democratic and non-democratic countries and found economic globalization to be the strongest predictor of e-participation initiatives in non-democratic countries. In conclusion, we argue that economic globalization alters the context of e-participation and necessitates a re-examination of many of its premises and tenets.

    • The book Representing Islam: Hip-Hop of the September 11 Generation (2020) by Kamaludeen Mohmed Nasir explores the entangled relationship between Islam and hip-hop. The book centers around Muslim hip-hop artists affected by the war on terror and the long-term consequences of the 9/11 attacks; increased surveillance, a securitization of Islam, and an amplified islamophobia, not only in the United States but around the world. The centrality of 9/11 for this diverse group of young Muslim artists is reflected in the fact that references to the attacks have been staples in aural, visual, and textual modes and occur as t-shirt prints, in punch lines, and metaphors as well as on record covers and sound bites.
