  • The economics of the Swedish individual transferable quota system: Experiences and policy implications

    • Sweden and other European Union countries are currently carrying out extensive work aimed at improving the marine and freshwater environment. The adaptive management approaches typically used for this require the development of new policy instruments and measures when needed, but also evaluations of instruments and measures already in use or under way. This paper reports on a study of the Swedish individual transferable quota system introduced in 2009 for the pelagic fishery. The new system was motivated mainly by economic arguments and, thus, the need to get incentives right. Despite this, the design of the Swedish system weakened the intended incentive effects in several ways, compared with the foreign systems that served as models. Moreover, the information needed for future evaluations was not collected, even though the need for future evaluations had been expressed explicitly and the data needs for this could be identified at the time that the system was introduced.

  • The value of the Swedish eel fishery

    • Traditional sectors such as agriculture and fishing often receive special treatment from policymakers because such sectors are perceived to be associated with traditional cultural public good values. However, these values are often difficult to measure and few attempts have been made to do so. The recent European Union eel management directive creates an unusually clear-cut trade-off between eel fishing and other agents affecting the European eel population. It is possible, therefore, to measure directly the perceived public good value of the eel fishery in terms of other economic costs that policymakers are willing to incur in order to maintain eel fishing. Using Swedish data, we find that Swedish policymakers value the public good aspect of the remaining Swedish eel fishery at at least SEK 34 million (approximately EUR 3.4 million) annually, which is more than the commercial eel fishery’s actual production value.

    • Water tariffs ideally generate enough revenue to cover operation and maintenance costs, as well as longterm investment, but in the case of Kigali in Rwanda the block tariff structure means people pay less than cost recovery price for their water, and connection fees lead the poorest to source their water from elsewhere, at a higher cost than the piped supply. We discuss a study undertaken into the current water pricing system and evaluate the potential for efficiency gains, and for greater numbers to connect to a piped supply, by moving to other alternatives.

  • What are the drivers of the Swedish sustainable development path? : New evidence from Bayesian Dynamic Linear Models

    • In this paper, we use Swedish Genuine Savings (GS) indicators, extended to account for a wider range of impacts on natural and human capital than previous GS indicators, to study Swedish long-term sustainability. Following Ferreira et al (2008) and Greasley et al (2014), technological progress and population effect are also included in the GS measures. We introduce a new quantitative methodology to the literature on sustainable development by applying Bayesian analysis of Dynamic Linear Models (DLMs) to GS indicators. This is the first time that parameter uncertainty has been used in examining the links between GS and long term well-being, providing new empirical evidence on the driving forces that underpin Swedish sustainable development.

    • ABSTRACT The Pediatric Evaluation of Disability Inventory (PEDI) assesses functional status in children with disabilities aged 0.5-7.5 years. The purpose of this study was to examine if the Danish version of the PEDI was able to discriminate between nondisabled children and children with cerebral palsy (CP) or juvenile idiopathic arthritis (JIA). Convenience sampling was used to select the clinical samples that consisted of 22 children with CP and 14 children with JIA aged 1.5-7.5 years. An additional sample, consisting of 224 nondisabled children aged 1.0-5.9 years, was obtained on the basis of random sampling. The PEDI was administered as a questionnaire completed by the parents. Results from receiver operating characteristics (ROC) analysis showed that in the case of discrimination between children with CP and nondisabled children, the sensitivity and specificity were 77.3 and 97.8%, respectively. In the discrimination between children with JIA and nondisabled children, the sensitivity and specificity were 99.8 and 81.7%, respectively. Study results indicate that the Danish version of the PEDI shows good discriminative validity. Further studies of the discriminative validity are recommended.

  • A Study of Self-Care Practice in Routine Radiotherapy Care: Identifying Differences Between Practitioners and Non-Practitioners in Sociodemographic, Clinical, Functional, and Quality-of-Life-Related Characteristics

    • Objectives: The objective of this study was to describe self-care practice during radiotherapy for cancer and to identify potential differences between practitioners and non-practitioners of self-care regarding sociodemographic, clinical, functional, and quality-of-life-related characteristics.Methods: In this descriptive study, 439 patients (87% response rate) undergoing radiotherapy responded to a study questionnaire regarding self-care, sociodemographic, clinical (eg, experienced symptoms), functional, and quality-of-life-related characteristics.Results: Of the 439 patients, 189 (43%) practiced at least one self-care strategy, while 250 (57%) did not. In total, the patients described 332 self-care practices, resulting in 14 different categories of self-care strategies. The 5 most common indicators of practicing self-care were fatigue, general wellbeing, psychological symptoms, nausea, vomiting and improving physical condition. The 5 most common self-care strategies were physical activity, increased recovery, healthy eating, distraction, and skincare. Patients who were married, were older than 69, patients with less education than university education, patients undergoing a combination of internal and external radiotherapy, patients experiencing fewer than 8 symptoms, and better quality of life, practiced self-care to a lower extent than did other patients. Functional capacity did not differ between self-care practitioners and non-practitioners.Conclusion and Implications for Practice: Of the patients undergoing radiotherapy, slightly less than half practiced self-care during an ordinary week of radiotherapy. Because older and less-educated patients were less likely to practice self-care, cancer care practitioners should consider paying particular attention to helping such patients with their self-care practice.

    • A novel esterase isolated from Fusarium oxysporum was investigated for the synthesis of short-chain esters of geraniol by alcoholysis and direct esterification reactions in organic solvents. The enzyme was used as a dried powder (i.e., not immobilized). The reaction parameters affecting the enzyme behavior such as the nature of organic solvent and acyl donor, the concentration of substrates and the water activity of the system were studied. High yields (80–90%) were obtained by both approaches (alcoholysis and direct esterification) at low values of water activity (aw=0.11) in n-hexane. The enzyme retain its catalytic activity even after fifth reuse in n-hexane at aw=0.11, demonstrating its stability and efficiency under the conditions of this study.
