- The articles in ‘Dealing with Uncertainty in Contemporary African Lives’ are based largely on work in Tanzania which has been spared much of the turmoil that elsewhere has uprooted populations and destroyed communities. Nevertheless they illuminate phenomena common throughout sub-Saharan Africa as modernity in its many guises undercuts old certainties, outmodes established knowledge of how to order life and deal with crises, introduces new hazards, and frustrates ambition and expectations. But as the editors, Haram and Yamba, point out, uncertainty and insecurity have a positive side, providing the basis for ‘curiosity and exploration’. The case studies demonstrate both the increasing uncertainty and insecurity of life in contemporary Africa and the ways that people respond, including warding off and reaching out. Scapegoats are sought. Witch beliefs become elaborated as explanations of failures and malaise while witchfinding becomes a lucrative profession. Pentecostal or other fundamentalist churches burgeon as they assure people that life has meaning and better times are before them if only they believe. - The book deals with two types of “African diasporas”, the first of which originated in the migration histories of the Indian Ocean and brought new groups into Africa. This is illustrated by case studies of Hadrami communities in Sudan and Zanzibar, and the Malay community in Cape Town, that produced trade links as well as processes of Islamization. The second type originated with the failing African states and cases discussed are an Eritrean diaspora in Germany, alongside Sudanese diasporas in Norway and the USA, and a Somali diaspora in Norway. The papers deal with processes of homemaking, political mobilization in the diaspora through local organisations, religious networks and cyberspace nationalism. The central conceptual argument is that “diaspora” is not only a post-modern reaction to the xenophobia of Western nation states but must be seen as part of a broader history of human migration and intercultural experience. This calls for a perspective which takes into consideration historically produced variation and dynamism.

- The African renaissance - the renewal of the continent - effectively started in the last decade of the second millennium. A critical element is the increasing and widespread democratic awakening in all parts of Africa since the early 1990s as evidenced by the number of multi-party elections. Demonstrating their commitment to democracy, African leaders, under the auspices of regional organizations such as the Economic Community of West African States (ECOWAS) and the African Union (AU), have increasingly made a number of treaties, declarations and other political commitments in the field of democracy and good governance (including the New Partnership for Africa’s Development (NEPAD) and the Declaration on Africa’s Response to Unconstitutional Changes of Government). Significantly, the recent politico-constitutional crisis in Togo, occasioned by the sudden death of President Gnassingbe Eyadema in early February 2005, after he had ruled the country with an iron-fist for 38 years, and the interim succession of his son, Faure Gnassingbe, to the presidency, raised issues of democracy and good governance and provided an opportunity for African countries to test the effectiveness of the various democracy-related instruments. Adopting a legal-jurisprudential perspective, the author skillfully examines the contradictions between the regional-international legal instruments that permit interference in the internal affairs of a Member State of ECOWAS and AU and the principles of international law that provide for sovereign equality of States and non-interference in the internal affairs of a sovereign State. - In 1995 the Nordic Africa Institute initiated a research project on cultural aspects of development and Nordic-African relations. One of the aims was to contribute to providing other images of Africa than the negative images of misery, war and catastrophes often conveyed by the mass media. Another was to encourage cultural aspects of change in Africa, and the dynamics of cultural production itself. It is indisputable that negative images of Africa increasingly dominate everyday reporting and therefore public opinion too. The generalised pessimistic pictures are in stark contrast to what those of us have experienced who have had the opportunity to visit Africa and work there. It was important not only to encourage alternatives to stereotypes and generalisations, which portrayed Africans as helpless victims, but also to try to understand how and why, and to what extent these images had developed. This was the theme of the first conference organised within the new project on culture, coordinated by Mai Palmberg. This research project was called "Cultural Images in and of Africa", and the seminar dealt primarily with the images of Africa developed in Europe. A selection of edited papers from this seminar is presented here.

Migrant remittances : an overview of global and Swedish flows

- Migrant remittances – money and gifts sent to relatives back home – have attracted increasing international attention. The flow of remittances has become a major source of revenue for developing countries, exceeding the volume of aid. Three recent studies at Uppsala University bring this issue to light in the context of Sweden’s Policy for Global Development.Very little has so far been known about the flow of remittances from Sweden; official data indicate an amount exceeding 4 billion kronor in 2006. The real flows are most likely higher; Swedish and international studies estimate that real remittances are 30-50 per cent above the officially recorded amounts. Statistics Sweden (SCB) is recommended to enhance its records of remittances in terms of desirable scope and reliability, for instance regarding specification of the amounts remitted to different countries.Remittance flows from Sweden are linked to the remitters’ incomes and, hence, vary with the business cycle. Experience suggests that the ongoing world economic crisis will have a negative impact on remittance flows also from Sweden.It is suggested that enhanced knowledge in Sweden about available remittance services and their costs and measures to promote a better functioning remittance market could increase the net value of these money.

The claim to African Otherness is gaining new strength in the wake of globalisation, but it is also increasingly challenged by a number of contemporary artists. This book deals with the question of relevance and meaning of the signifier in various fields of contemporary cultural production in Africa: literature, film, sculpture, music, popular drama.

Chad - towards democratisation or petro-dictatorship?

- This study provides a background of the socio-political situation in Chad and the oil project, and analyses how the two will develop and interact in the future. A key feature is an analysis of the incentives in the oil project and their possible future changes. Chad is currently undergoing two processes of significant importance for its future development - political democratisation and transformation into an oil economy. For a country plagued with civil war for decades until 1990, and known as one of the poorest and most corrupt states in the world, this is a real challenge. The oil export started in late 2003, and boosted the economy in 2004. To avoid the disastrous experiences of most poor African oil states, unique oil management, control mechanisms and other conditionalities have been imposed by the World Bank - much thanks to pressure from the civil society and the international community. If implemented well, Chad may become a model for how a poor resource-rich country is able to promote socio-economic development and poverty reduction. However, this demands a close and coordinated cooperation between the Chadian government and the civil society, based on accountability and good governance, and with continuous support of the World Bank and the international community. The situation is fragile and progress is uncertain. If a broader economic development is achieved, conditions for an improved democratisation can be created in the long term.The Chadian oil project deserves continued close attention and monitoring.

- Eroding Local Capacity is a critical examination of the interplay between international and local actors operating in the humanitarian arena in Africa. All sides emphasise the need to build local capacity for humanitarian action, yet the results have not been substantial. Even long-term, semi-permanent emergencies have generated little local capacity to assist and protect the victims of violence, displacement and related deprivations. In some cases, whatever local capacity did exist has been overwhelmed by the international aid presence. Why is this so? What is the case for a more even division of labour between North and South in this area, and why is it so difficult to bring about?The book focuses on cases from East Africa and the Horn. It considers institutional capacity in the public and private sector, as well as legal and social norms of humanitarian action. The authors are African and Nordic scholars who worked together on the NORAD-supported project over a 3-year period. Preliminary conclusions were discussed at seminars organized by the Centre for Foreign Relations (Dar es Salaam), the School of Government at the University of the Western Cape (Cape Town), and the Chr. Michelsen Institute (Bergen).

- Constitutionally Ethiopia is a federal democratic state although in practice it is dominated by one political coalition. The opposition parties claim they have no chance of challenging the incumbent. The rural majority, as ever, feel controlled from above, unable to influence political decisions. Observers describe elections as manipulated and non-representative of the will of the people for whom the word "democracy" frequently appears to be synonymous with domination and coercion. Democracy is a concept reflecting European philosophies, struggles and concerns. Many Ethiopian ethnic groups have traditions which may offer more satisfactory and culturally acceptable foundations for a "sovereignty of the people" through time-honoured ways of voicing political ideas, ironic observations and vital interests. In line with modern urban life Ethiopians also organise and express their interests in non-governmental organisations, the independent press and advocacy groups representing political and social alternatives. The contributors to this book analyse the democratic potential of these movements and practices, their ability to give a voice to the view from below and their potential contribution to a more genuine participation by the majority of Ethiopians in democratic decision making and bringing the sovereignty of the people a step closer to reality.
