    • Fifteen years ago we presented an agenda for crisis management research and training in Europe, here that article is revisited through a comprehensive review of social science scholarship in the field. Both the discourses on risk and crisis ‘management’ and on crisis ‘politics’ are surveyed in an effort to show the connect between knowledge and policy agendas for capacity building. Priority areas for European research are identified and discussed. The vital roles of research-based education and experience-based training to foster enhanced crisis management practices are noted. Independent yet policy-focused centres of crisis management scholarship are encouraged and needed. These should be linked through a transnational network to support a common ‘rapid reflection’ force in service of European leadership, when it matters the most.

    • The future risk for droughts and water shortages calls for substantial efforts by authorities to adapt at local levels. Understanding their perception of drought hazards, risk and vulnerability can help to identify drivers of and barriers to drought risk planning and management in a changing climate at the local level. This paper presents a novel interdisciplinary drought case study in Sweden that integrates soft data from a nationwide survey among more than 100 local practitioners and hard data based on hydrological measurements to provide a holistic assessment of the links between drought severity and the perceived levels of drought severity, impacts, preparedness, and management for two consecutive drought events. The paper highlights challenges for drought risk planning and management in a changing climate at the local level and elaborates on how improved understanding of local practitioners to plan for climate change adaptation can be achieved.

    • Security Sector Reform (SSR) is increasingly becoming a cornerstone in international security and development cooperation. Indeed, the concept has often been seen as a panacea for many of the biggest threats to the world such as failed states, terrorism and poverty. In particular, this book focuses on the complexities of implementation of SSR across the globe and the actual and potential role for the European Union (EU) to play in SSR. As suggested in the title of the book, this involves not only opportunities, but challenges to be overcome as well. There are three core themes to this book: Policy, Policies and Practice. By presenting the themes in this particular order, a greater appreciation of the influences on the process of SSR, from conception to implementation, is relayed to the reader. This volume appeals to audiences interested in the EU as a global actor and the interrelationships between foreign, security, defence and development policies.

    • The disarmament, demobilization, and reintegration of excombatants has become an integral part of peacebuilding. Although the main purpose of such interventions is to dissolve the military structures of armed groups, there is growing evidence that ex-combatant networks often remain intact. We investigate why such structures continue to thrive. We argue that ex-military networks are stronger when ex-commanders have weak links to elite patronage systems. Ex-combatants who are unable to rely on their former superiors for economic assistance must instead build denser ties to each other to gain access to a social safety net. To assess our argument, we conduct a comparative social network analysis (SNA) of two ex-military networks in Liberia. This innovative approach helps us uncover previously overlooked, but central, dynamics related to ex-combatant groups. We thereby show that SNA provides a range of underutilized tools and exact definitions that can increase our understanding of ex-military networks.

    • The purpose of this study is to examine the newer Military Allotment Establishment and thereby to elucidatein detail one of the linchpins of the redistribution system of the Swedish state. The question beingresearched is how this resource-system functioned in practice in Sweden during the 1721–1833 period.The Allotment Establishment was one of the cornerstones of the Swedish state: substantial parts ofboth the military forces and the civil administration were paid and maintained by it. It was thus a largeand important societal institution. Its “heyday” overlapped with a time of relatively extensive economictransformation. However we currently have major gaps in our understanding of how the system worked inpractice. This study of the Allotment Establishment thus provides key insights into how an important partof the early modern Swedish state functioned. The study has been conducted through a comparison betweenfour allotted infantry regiments, located in four regions with different economic conditions.The Military Allotment Establishment performed in a heterogeneous way. In some areas, the salariesit provided were high, whereas in other they were less beneficial. This was due to the fact that thecomposition of the allocated taxes varied. Taxes paid in cash were sensitive to inflation, taxes paid ingrain were the most favourable ones. Other reasons had to do with differing agricultural developments,where the revenue from allotted farms in some areas developed more positively than others over time.These differences increased over time. It has also been shown that the allotment farms were run indifferent ways in different parts of the realm. In Uppland, a grain producing region home to manymanors, these farms were generally leased out, whereas in Västerbotten, a more peripheral region dominatedby husbandry, they were often run by their allotment holders. One central finding is that thesystem as such was heavily market integrated. This result implies that the rationality behind the systemmight not, as previously has been assumed; necessarily have to do with the structure of the output ofthe Swedish economy, but rather with limitations in the fiscal organisation.
